【摘要】：在30多年的經(jīng)濟(jì)發(fā)展中,我國實(shí)施了"擴(kuò)張—淡出—中性"的財(cái)政政策來穩(wěn)定經(jīng)濟(jì),并在宏觀稅負(fù)和產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整過程中引導(dǎo)生產(chǎn)要素在不同地區(qū)之間流動(dòng)。筆者以1994年至2012年31個(gè)省(市、自治區(qū))的數(shù)據(jù)為基礎(chǔ)將全國劃分為四大區(qū)域,在區(qū)域經(jīng)濟(jì)增長模型的框架下研究了所得稅稅負(fù)對(duì)生產(chǎn)要素流動(dòng)及區(qū)域經(jīng)濟(jì)增長的影響,并進(jìn)一步對(duì)區(qū)域進(jìn)行比較。研究發(fā)現(xiàn),不同區(qū)域所得稅稅負(fù)的高低會(huì)對(duì)生產(chǎn)要素的跨區(qū)域流動(dòng)產(chǎn)生影響,從而會(huì)影響到區(qū)域經(jīng)濟(jì)增長。
[Abstract]:In the past 30 years of economic development, China has implemented the``expansion-fading out-neutral'' fiscal policy to stabilize the economy, and guide the flow of production elements between different regions in the process of adjustment of macro-tax burden and industrial structure. Based on the data of 31 provinces(cities and autonomous regions)from 1994 to 2012, the author divides the whole country into four regions. It is found that the income tax burden of different regions will affect the cross-regional flow of production elements, which will affect regional economic growth.
