【摘要】：自改革開放以來,我國積極實施對外招商引資政策,外來資本對我國各地經(jīng)濟發(fā)展起到了非常重要的作用,主要體現(xiàn)在:彌補了建設(shè)資金的不足、促進了經(jīng)濟的增長、增加了就業(yè)、優(yōu)化了投資環(huán)境、提高了服務(wù)效率等許多方面。長期以來,我國地方政府在招商引資中一直處在主導(dǎo)地位。地方政府招商引資盡管有一定的歷史合理性并產(chǎn)生了一定的積極作用,但同時也導(dǎo)致我們在經(jīng)濟、政治和社會等方面出現(xiàn)了許多嚴重弊端。在市場經(jīng)濟體制不斷完善、社會發(fā)育程度逐步提高的背景下,對招商引資的環(huán)境以及主要做法加以分析,找出招商引資工作中存在的問題,如何解決問題變得越來越具有迫切性。因此本人針對南充市的招商引地方政府招商引資對策研究體系進行了研究,并將之作為畢業(yè)論文研究的課題。論文運用制度分析、過程研究和實證研究的方法,對南充的專業(yè)招商引資體系進行了較為系統(tǒng)、深入的分析,找出了南充專業(yè)招商存在一系列問題,并提出了解決這些問題的具有一定獨創(chuàng)性的觀點和思路。論文通過分析南充市傳統(tǒng)招商引資的缺陷及出現(xiàn)問題的原因,提出了建立專業(yè)招商體系的標準化流程和項目評審與投資軟環(huán)境兩個關(guān)鍵要素,并通過具體案例分析了專業(yè)招商引資體系給南充市招商引資的帶來的成效。
[Abstract]:Since the reform and opening up to the outside world, China has actively implemented the policy of attracting foreign investment and foreign capital has played a very important role in the economic development of various parts of our country, mainly reflected in: make up for the lack of construction funds, promote economic growth, Increase employment, optimize the investment environment, improve service efficiency and many other aspects. For a long time, local government in our country has been in a leading position in attracting foreign investment. In spite of its historical rationality and positive effect, the local government has brought about many serious malpractices in economy, politics and society at the same time. Under the background of the continuous improvement of the market economic system and the gradual improvement of the degree of social development, this paper analyzes the environment and main methods of attracting investment and finds out the problems existing in the work of attracting investment. How to solve the problem has become more and more urgent. Therefore, I have carried on the research to the Nanchong city to attract the business to attract the local government to attract the investment to carry on the research system, and regard it as the graduation thesis research subject. By using the methods of system analysis, process research and empirical research, this paper makes a systematic and in-depth analysis of Nanchong's professional investment and investment system, and finds out a series of problems existing in Nanchong specialty investment invitation. It also puts forward some original views and ideas to solve these problems. Based on the analysis of the defects and causes of the traditional investment invitation in Nanchong, the paper puts forward two key elements: the standardization process of establishing the professional investment system, the project evaluation and the soft environment of the investment. And through the specific case analysis of the system of professional investment in Nanchong City brought about the effectiveness of attracting investment.
