中國(guó)技術(shù)創(chuàng)新政策分析

【摘要】:《國(guó)家中長(zhǎng)期科學(xué)和技術(shù)發(fā)展綱要(2006~2020)》明確指出,把提高自主創(chuàng)新能力作為調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、轉(zhuǎn)變?cè)鲩L(zhǎng)方式、提高國(guó)家競(jìng)爭(zhēng)力的中心環(huán)節(jié),把建設(shè)創(chuàng)新型國(guó)家作為面向未來(lái)的重大戰(zhàn)略選擇。創(chuàng)新政策作為政府鼓勵(lì)、支持、引導(dǎo)創(chuàng)新的重要手段,對(duì)其研究為我國(guó)創(chuàng)新政策的制定提供了重大的理論和實(shí)踐意義,F(xiàn)階段對(duì)創(chuàng)新政策的研究以定性研究為主,缺乏對(duì)創(chuàng)新政策的定量研究。雖然有研究者等從政策力度、政策目標(biāo)和政策措施等三個(gè)方面對(duì)技術(shù)政策進(jìn)行量化研究,但并沒(méi)有涉及到政策內(nèi)容的量化。在前人研究的基礎(chǔ)上,參考FreitasTunzelmann構(gòu)建三維模型的量化方法,從知識(shí)目標(biāo)類型、工具類型和執(zhí)行類型三個(gè)維度對(duì)創(chuàng)新政策的內(nèi)容進(jìn)行量化,其中知識(shí)目標(biāo)類型包括垂直型和水平型,工具類型包括具體工具和一般性工具,執(zhí)行類型包括地方執(zhí)行和中央執(zhí)行,從而量化技術(shù)創(chuàng)新政策,分析中國(guó)技術(shù)創(chuàng)新政策的特征和演過(guò)程。運(yùn)用主成分分析方法驗(yàn)證量表的合理性,采用聚類分析方法分析中國(guó)技術(shù)創(chuàng)新政策,同時(shí)與韓國(guó)進(jìn)行比較,分析中韓兩國(guó)之間技術(shù)創(chuàng)新政策的異同,探討韓國(guó)對(duì)中國(guó)技術(shù)創(chuàng)新政策的借鑒。預(yù)計(jì)研究成果:檢驗(yàn)并確認(rèn)三維政策分析框架,三維政策框架能夠分辨中國(guó)創(chuàng)新政策的特點(diǎn),在此基礎(chǔ)上進(jìn)行聚類分析,得出每一類的創(chuàng)新政策在這三個(gè)維度上的特點(diǎn),進(jìn)而刻畫出中國(guó)創(chuàng)新政策每一類型在各個(gè)維度上的演變特點(diǎn)。
[Abstract]:The medium-long-term scientific and technological development framework (2006-2020) has made it clear that the central link of improving the independent innovation ability as the adjustment of the economic structure, changing the way of growth and improving the competitiveness of the country will be the key strategic choice for the construction of innovative countries as the future. As an important means of the government to encourage, support and guide the innovation, the innovation policy provides great theoretical and practical significance for the development of the innovation policy in our country. At present, the research of the innovation policy is mainly the qualitative research, and the lack of quantitative research on the innovation policy. Although there are three aspects, such as policy, policy objectives and policy measures, the researchers have done a quantitative study of the technology policy, but there is no quantitative analysis of the content of the policy. Based on the previous studies, the quantitative method of the three-dimensional model is constructed with reference to Freitas Tunzelmann, and the content of the innovation policy is quantified from three dimensions of the knowledge object type, the tool type and the execution type, wherein the knowledge object type comprises a vertical type and a horizontal type, The tool type includes specific tools and general tools, and the implementation type includes local implementation and central execution, so as to quantify the technology innovation policy and analyze the features and the performance of China's technological innovation policy. The rationality of the scale is verified by the method of principal component analysis. The method of cluster analysis is used to analyze the policy of technological innovation in China. At the same time, compared with the Korea, the similarities and differences between the technology innovation policies between the two countries are analyzed, and the reference for China's technological innovation policy is discussed. The research results are expected: the three-dimensional policy analysis framework is verified and confirmed, the three-dimensional policy framework can distinguish the characteristics of China's innovation policy, and then the cluster analysis is carried out to obtain the characteristics of each class of innovation policy in these three dimensions. In addition, the evolution of each type of China's innovation policy in various dimensions is also drawn.
