【摘要】：基礎(chǔ)設(shè)施作為社會(huì)經(jīng)濟(jì)的重要組成部分，對(duì)經(jīng)濟(jì)發(fā)展有著至關(guān)重要的作用。良好的基礎(chǔ)設(shè)施條件會(huì)為經(jīng)濟(jì)的持續(xù)增長(zhǎng)提供保障，，落后的基礎(chǔ)設(shè)施將會(huì)成為經(jīng)濟(jì)發(fā)展的瓶頸。 新疆在新世紀(jì)里存在著兩個(gè)方面的發(fā)展機(jī)遇，一是改革開放的深入，二是資源稅改革充裕了新疆的財(cái)政收入。這兩方面的機(jī)遇都預(yù)示著新疆需要進(jìn)行大量的基礎(chǔ)設(shè)施建設(shè)。本文正是站在這樣一個(gè)背景下來(lái)研究新疆的基礎(chǔ)設(shè)施投資問(wèn)題。 文章以基礎(chǔ)設(shè)施的相關(guān)理論為依據(jù),對(duì)基礎(chǔ)設(shè)施的含義、直接作用、間接作用及其作用機(jī)制等作了闡述，并介紹了新疆基礎(chǔ)設(shè)施投資的情況。選擇了能分開顯示兩種作用的生產(chǎn)函數(shù)，在此基礎(chǔ)上測(cè)算出基礎(chǔ)設(shè)施投資對(duì)新疆經(jīng)濟(jì)發(fā)展的貢獻(xiàn)程度。其中直接貢獻(xiàn)的產(chǎn)出彈性為0.157，從1991年到2010年，基礎(chǔ)設(shè)施投資對(duì)新疆國(guó)內(nèi)生產(chǎn)總值的直接貢獻(xiàn)累積為2502億元。而間接貢獻(xiàn)則表現(xiàn)為：新疆基礎(chǔ)設(shè)施資本存量每增長(zhǎng)一倍，將引起技術(shù)進(jìn)步的名義增長(zhǎng)率大致為1.5%。 針對(duì)新疆各地區(qū)經(jīng)濟(jì)發(fā)展水平和資源環(huán)境差異大等特點(diǎn)。站在經(jīng)濟(jì)發(fā)展的角度，對(duì)新疆15個(gè)地級(jí)區(qū)域的基礎(chǔ)設(shè)施投資效率作了比較。發(fā)現(xiàn)資源型地區(qū)和經(jīng)濟(jì)落后地區(qū)的基礎(chǔ)設(shè)施投資在促進(jìn)經(jīng)濟(jì)發(fā)展上的作用較明顯。 文章在最后針對(duì)新疆基礎(chǔ)設(shè)施投資中存在的問(wèn)題作了政策建議。要提高新疆基礎(chǔ)設(shè)施投資的作用，需要協(xié)調(diào)好基礎(chǔ)設(shè)施資本和其它資本的比例，同時(shí)根據(jù)新疆的城市化進(jìn)度協(xié)調(diào)好農(nóng)村基礎(chǔ)設(shè)施和城市基礎(chǔ)設(shè)施的比例關(guān)系。并統(tǒng)籌經(jīng)濟(jì)發(fā)展與環(huán)境、社會(huì)的關(guān)系，合理配置基建資金，以及構(gòu)建融資平臺(tái)，吸引民間資本進(jìn)入等。
[Abstract]:As an important part of social economy, infrastructure plays an important role in economic development. Good infrastructure conditions will guarantee sustained economic growth, and backward infrastructure will become the bottleneck of economic development. There are two development opportunities in Xinjiang in the new century, one is the deepening of reform and opening up, the other is that the reform of resource tax has enriched the fiscal revenue of Xinjiang. Both of these opportunities foreshadow the need for a large number of infrastructure construction in Xinjiang. This paper is standing in such a background to study the infrastructure investment in Xinjiang. Based on the related theory of infrastructure, this paper expounds the meaning, direct effect, indirect action and mechanism of infrastructure, and introduces the situation of infrastructure investment in Xinjiang. On the basis of choosing the production function which can show the two functions separately, the contribution of infrastructure investment to the economic development of Xinjiang is calculated. The output elasticity of direct contribution is 0.157. From 1991 to 2010, the direct contribution of infrastructure investment to Xinjiang's GDP accumulated 250.2 billion yuan. The indirect contribution is that for each doubling of Xinjiang's infrastructure capital stock, the nominal growth rate of technological progress will be roughly 1. 5%. In view of the Xinjiang region economic development level and the resources environment difference and so on big difference and so on. From the angle of economic development, this paper compares the investment efficiency of infrastructure in 15 prefectural regions in Xinjiang. It is found that infrastructure investment in resource-based areas and economically backward areas plays an important role in promoting economic development. In the end, the paper makes some policy suggestions on the problems existing in infrastructure investment in Xinjiang. In order to improve the role of infrastructure investment in Xinjiang, it is necessary to coordinate the proportion of infrastructure capital and other capital, and coordinate the proportion of rural infrastructure and urban infrastructure according to the progress of urbanization in Xinjiang. And the relationship between economic development and environment, society, rational allocation of capital construction, construction of financing platform, attracting private capital, etc.
