【摘要】：土地出讓在我國(guó)發(fā)展的歷史較短，它起源于20世紀(jì)80年代末90年代初，是為滿足我國(guó)市場(chǎng)經(jīng)濟(jì)的發(fā)展需要而產(chǎn)生的。土地出讓對(duì)我國(guó)經(jīng)濟(jì)發(fā)展有較大的影響，地方政府一方面將土地出讓金納入地方財(cái)政，完善基礎(chǔ)設(shè)施建設(shè)，另一方面地方政府常以提供城市土地為條件，招商引資，吸引資本、勞動(dòng)力，促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展， 為了研究土地出讓對(duì)經(jīng)濟(jì)增長(zhǎng)的影響，本文試圖建立土地出讓對(duì)經(jīng)濟(jì)增長(zhǎng)產(chǎn)生影響的分析框架，進(jìn)行實(shí)證研究。為此，本文主要進(jìn)行了如下工作：首先，通過(guò)文獻(xiàn)研究，總結(jié)土地出讓與經(jīng)濟(jì)增長(zhǎng)的國(guó)內(nèi)外研究現(xiàn)狀，構(gòu)建土地出讓對(duì)經(jīng)濟(jì)增長(zhǎng)影響的分析框架；第二，實(shí)證研究土地出讓收益對(duì)經(jīng)濟(jì)增長(zhǎng)的影響；第三，實(shí)證研究出讓的土地要素對(duì)經(jīng)濟(jì)增長(zhǎng)的影響；最后，探討了土地出讓的未來(lái)發(fā)展方向。 本文的主要結(jié)果及結(jié)論：（1）土地出讓對(duì)經(jīng)濟(jì)增長(zhǎng)的影響主要通過(guò)兩種方式，一是財(cái)政途徑即通過(guò)地方財(cái)政支出來(lái)促進(jìn)地方經(jīng)濟(jì)發(fā)展，二是土地要素參與市場(chǎng)資源配置，通過(guò)市場(chǎng)途徑吸引資本及勞動(dòng)力等要素進(jìn)入地方市場(chǎng)，，促進(jìn)經(jīng)濟(jì)增長(zhǎng)。（2）Granger檢驗(yàn)結(jié)果顯示土地出讓金收入對(duì)GDP存在單向的顯著可信的Granger因果關(guān)系，廣義脈沖響應(yīng)和方差分解結(jié)果顯示，土地出讓金對(duì)GDP的影響大于GDP對(duì)土地出讓金的影響。土地出讓金對(duì)GDP有著顯著的單向作用，GDP對(duì)土地出讓金有較強(qiáng)的依賴性；而經(jīng)濟(jì)波動(dòng)對(duì)土地出讓金的影響不明顯。（3）土地要素增加能夠促進(jìn)經(jīng)濟(jì)增長(zhǎng)，C-D道格拉斯函數(shù)研究結(jié)果表明土地要素促進(jìn)經(jīng)濟(jì)增長(zhǎng)的效果不如資本和勞動(dòng)力要素。
[Abstract]:The history of land transfer in China is relatively short. It originated in the late 1980s and early 1990s. It is produced to meet the needs of the development of the market economy in China. Land transfer has a great impact on the economic development of our country. On the one hand, local governments bring land transfer funds into local finance and improve infrastructure construction. On the other hand, local governments often use the provision of urban land as a condition to attract investment and capital. In order to study the impact of land transfer on economic growth, this paper attempts to establish an analytical framework for the impact of land transfer on economic growth and carry out an empirical study. For this reason, this article mainly carries on the following work: first, through the literature research, summarizes the land transfer and the economic growth domestic and foreign research present situation, constructs the land transfer to the economic growth analysis frame; Second, empirical study of the impact of income from land transfer on economic growth; third, empirical study of the factors of land transfer on economic growth; finally, discussed the future development direction of land transfer. The main results and conclusions of this paper are as follows: (1) the impact of land transfer on economic growth is mainly through two ways, one is the fiscal approach to promote local economic development through local fiscal expenditure, the other is the participation of land elements in the allocation of market resources. Through the market approach to attract capital and labor factors into the local market to promote economic growth. (2) the results of Granger test show that land transfer revenue has a one-way significant and credible Granger causality to GDP. The results of generalized impulse response and variance decomposition show that the effect of land transfer gold on GDP is greater than that of GDP on land transfer gold. Land transfer gold has a significant one-way effect on GDP, and GDP has a strong dependence on land transfer gold. But the influence of economic fluctuation on land transfer is not obvious. (3) the increase of land elements can promote economic growth. The results of C-D Douglas function show that the effect of land factors to promote economic growth is not as good as that of capital and labor.
