【摘要】：近年來，國家為促進東北地區(qū)的發(fā)展，出臺了一系列的規(guī)劃政策。為貫徹落實中央精神，遼寧省在“十一五”發(fā)展規(guī)劃中提出了要努力打造“五點一線”沿海經(jīng)濟帶的戰(zhàn)略構想，此戰(zhàn)略在2008年上升為國家戰(zhàn)略。目前遼寧沿海經(jīng)濟帶是遼寧省、甚至于全東北地區(qū)開發(fā)開放的熱點地區(qū)。而盤錦與營口地處遼寧沿海城鎮(zhèn)帶的核心位置，盤錦市十二五規(guī)劃中已經(jīng)提出向海發(fā)展的戰(zhàn)略，遼濱新區(qū)也正在大力建設之中。遼濱新城區(qū)與營口市區(qū)僅一河之隔，現(xiàn)已有公路大橋緊密相連，盤錦港又是營口港務集團全資控股的子港口，，企業(yè)力量強大，港區(qū)的發(fā)展將處在營口港的統(tǒng)一規(guī)劃之下。在遼濱新城（區(qū)）2007年規(guī)劃（同濟大學）中就提出了“盤錦營口都市區(qū)”的概念。當前盤錦-營口一體化發(fā)展已經(jīng)初現(xiàn)端倪。盤錦營口一體化不僅能促進盤錦營口經(jīng)濟的發(fā)展，而且將成為沈大線的第三個增長點，將會進一步促進遼中、遼南、遼西的聯(lián)動發(fā)展。 在這個大的戰(zhàn)略背景條件下，本文分為六大章對這個問題進行了闡述： 第一章：主要闡述了盤錦營口一體化研究的背景及其研究意義，盤錦營口的一體化發(fā)展已經(jīng)迎來了歷史性機遇，盤錦營口兩市一體化的發(fā)展對遼寧沿海經(jīng)濟帶、乃至整個遼寧省都有重要的現(xiàn)實意義。 第二章：主要闡述了盤錦營口一體化的理論基礎，對一體化的相關概念、區(qū)域一體化發(fā)展的相關理論進行了簡要的概述。 第三章：為了更好的研究盤錦營口一體化發(fā)展的相關問題，本文就國際上發(fā)展趨于成熟的一體化組織歐盟、北美自由貿(mào)易區(qū)，國內(nèi)就發(fā)展迅速的一體化地區(qū)，如長三角地區(qū)、珠三角地區(qū)等進行了詳細的分析，對盤錦營口一體化發(fā)展具有重要的啟示意義。 第四章：就盤錦營口區(qū)域概況、盤錦營口的經(jīng)濟發(fā)展水平進行了詳細的分析，在此基礎上運用AHP層次分析法與模糊綜合評價法對盤錦營口一體化發(fā)展水平做了合意性評價。 第五章：在前面四章內(nèi)容分析的基礎上，本文提出了盤錦營口一體化發(fā)展目標、發(fā)展路徑以及一體化的主要內(nèi)容。 第六章：根據(jù)前面三、四、五章的研究結果，對目前盤錦營口一體化存在的主要問題進行了闡述，并提出了相應的對策建議。
[Abstract]:In recent years, the state to promote the development of the Northeast region, issued a series of planning policies. In order to carry out the spirit of the central government, Liaoning Province put forward the strategic idea of building the "5.1 line" coastal economic belt in the 11th Five-Year Plan, which rose into a national strategy in 2008. At present, Liaoning coastal economic belt is a hot spot in Liaoning province, even in northeast China. Panjin and Yingkou are located at the core of Liaoning coastal town belt. Panjin City's 12th Five-Year Plan has put forward the strategy of developing toward the sea, and the Liaobin New area is also under construction. Liaobin Xincheng District and Yingkou urban area are separated by only one river. Now there is a highway bridge closely connected. Panjin Port is also a sub-port wholly owned by Yingkou Port Group. The enterprise is powerful and the development of port area will be under the unified planning of Yingkou Port. The concept of "Panjin Yingkou Metropolitan area" was put forward in the 2007 plan of Liaobin New City (Tongji University). At present Panjin-Yingkou integration development has begun to appear. The integration of Panjin Yingkou can not only promote the development of Panjin Yingkou economy, but also become the third growth point of Shen-Da line, and will further promote the linkage development of central Liaoning, southern Liaoning and western Liaoning. Under this big strategic background, this paper is divided into six chapters to expound the problem: chapter one: the background and significance of Panjin Yingkou integration research. The integration development of Panjin Yingkou has ushered in a historic opportunity. The development of the integration of the two cities in Panjin Yingkou is of great practical significance to the coastal economic belt of Liaoning and even to the whole Liaoning Province. The second chapter: mainly elaborated the Panjin Yingkou integration theory foundation, has carried on the brief summary to the integration related concept, the regional integration development correlation theory. The third chapter: in order to better study the Panjin Yingkou integration development issues, this article on the international development of the European Union, the North American Free Trade area, the integration of the rapid development of the region, such as the Yangtze River Delta region, The detailed analysis of the Pearl River Delta area is of great significance to the development of Panjin Yingkou integration. Chapter four: the general situation of Panjin Yingkou area and the level of economic development of Panjin Yingkou are analyzed in detail. On the basis of this, the AHP analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method are used to evaluate the level of Panjin Yingkou integration development. Chapter five: based on the analysis of the contents of the previous four chapters, this paper puts forward the development goal, the development path and the main contents of the integration of Panjin Yingkou. Chapter six: according to the research results of the preceding three, four and five chapters, this paper expounds the main problems existing in the integration of Panjin Yingkou, and puts forward the corresponding countermeasures and suggestions.
