【摘要】：縣域經(jīng)濟是國民經(jīng)濟的重要組成部分。近年來,國家對縣域經(jīng)濟的發(fā)展,尤其是對后發(fā)地區(qū)縣域經(jīng)濟的發(fā)展極為重視。盡管縣域經(jīng)濟的發(fā)展,尤其是后發(fā)地區(qū)縣域經(jīng)濟的發(fā)展已取得長足的進步,但新常態(tài)下影響和制約后發(fā)地區(qū)縣域經(jīng)濟發(fā)展的困難和問題還很多。以山東省商河縣為例,縣域經(jīng)濟發(fā)展存在工業(yè)經(jīng)濟發(fā)展不足、傳統(tǒng)農(nóng)業(yè)轉(zhuǎn)型緩慢、城鎮(zhèn)化水平低、特色產(chǎn)業(yè)未形成規(guī)模、科技創(chuàng)新水平總體較低等問題。在新常態(tài)下要進一步解放思想,強化積極進取和開拓創(chuàng)新意識,深化政府管理體制改革,增強政府駕馭市場能力,加大引"智"力度,建設(shè)區(qū)域人才高地,積極探索新的投融資渠道,廣辟資金來源等措施推動山東省后發(fā)展地區(qū)促進縣域經(jīng)濟跨越發(fā)展。
[Abstract]:County economy is an important part of national economy. In recent years, the country attaches great importance to the development of county economy, especially to the development of county economy in late development area. Although the development of the county economy, especially the development of the county economy in the latecomer area, has made great progress, there are still many difficulties and problems in influencing and restricting the development of the county economy in the late region under the new normal condition. Taking Shanghe County of Shandong Province as an example, there are some problems in the development of county economy, such as insufficient development of industrial economy, slow transformation of traditional agriculture, low level of urbanization, unformed scale of characteristic industry and low level of scientific and technological innovation. Under the new normal, we should further emancipate the mind, strengthen the consciousness of active enterprising and pioneering innovation, deepen the reform of the government's management system, strengthen the government's ability to control the market, increase the intensity of "intelligence", and build up the highland of regional talents. We should actively explore new channels of investment and financing, and open up a wide range of sources of funds to promote the development of county economy in the post-development areas of Shandong Province.
