【摘要】：經(jīng)濟(jì)增長是各個國家和地區(qū)都十分重視的問題，而各類增長要素對經(jīng)濟(jì)增長的推動力又是學(xué)術(shù)界關(guān)注的問題，人力資本在經(jīng)濟(jì)增長中起著關(guān)鍵作用越來越成為學(xué)者們的共識。安徽省是我國的人口大省，人力資源豐富，改革開放以來，安徽省經(jīng)濟(jì)得到了迅速的發(fā)展，并且在經(jīng)濟(jì)增長的過程中，物質(zhì)資本發(fā)揮著重要作用，但是關(guān)于人力資本對其經(jīng)濟(jì)增長的貢獻(xiàn)尚無系統(tǒng)的研究。本文希望通過對安徽省人力資本與其經(jīng)濟(jì)增長關(guān)系的研究，客觀評價人力資本在當(dāng)前安徽省經(jīng)濟(jì)發(fā)展中的作用，提出相關(guān)的建議，以推動安徽省經(jīng)濟(jì)更好的發(fā)展。 通過對人力資本和經(jīng)濟(jì)增長相關(guān)理論的梳理，結(jié)合安徽省的現(xiàn)狀，采用人力資本外部性模型對安徽省人力資本與經(jīng)濟(jì)增長關(guān)系進(jìn)行測算，結(jié)果顯示，安徽省的經(jīng)濟(jì)增長主要是靠物質(zhì)資本來推動，人力資本對經(jīng)濟(jì)增長的貢獻(xiàn)率遠(yuǎn)小于物質(zhì)資本，據(jù)此提出了加大教育投入、繼續(xù)普及基礎(chǔ)教育、持續(xù)發(fā)展高等教育、大力推進(jìn)職業(yè)教育、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、增強(qiáng)經(jīng)濟(jì)集聚能力、創(chuàng)造良好的人才引進(jìn)環(huán)境、加強(qiáng)政策指導(dǎo)和管理、建立公平、公正的就業(yè)保障體系和社會保障制度等建議，構(gòu)造一個“培養(yǎng)人才、留住人才、吸引人才”的人力資本環(huán)境，以促進(jìn)安徽省人力資本的投資，優(yōu)化人力資本結(jié)構(gòu)，提升人力資本對安徽省經(jīng)濟(jì)增長的貢獻(xiàn)率。
[Abstract]:Economic growth is a problem that all countries and regions attach great importance to, and the driving force of all kinds of growth factors to economic growth is concerned by academic circles. Human capital plays a key role in economic growth and has become a common understanding among scholars. Anhui Province is a large province with large population and abundant human resources. Since the reform and opening up, the economy of Anhui Province has been developing rapidly, and material capital plays an important role in the process of economic growth. However, there is no systematic research on the contribution of human capital to its economic growth. This paper hopes to objectively evaluate the role of human capital in the current economic development of Anhui Province through the study of the relationship between human capital and its economic growth in Anhui Province, and put forward relevant suggestions in order to promote the better economic development of Anhui Province. By combing the relevant theories of human capital and economic growth and combining the present situation of Anhui Province, this paper uses the externality model of human capital to measure the relationship between human capital and economic growth in Anhui Province, and the results show that, The economic growth of Anhui Province is mainly driven by material capital, and the contribution rate of human capital to economic growth is much smaller than that of material capital. Accordingly, it is proposed to increase educational investment, to continue to popularize basic education, and to develop higher education continuously. We should vigorously promote vocational education, readjust the industrial structure, enhance the ability of economic agglomeration, create a good environment for the introduction of talents, strengthen policy guidance and management, and establish a fair and just employment security system and social security system. In order to promote the investment of human capital in Anhui Province, optimize the structure of human capital and enhance the contribution rate of human capital to the economic growth of Anhui Province, we should construct a human capital environment of "training talents, retaining talents and attracting talents" in order to promote the investment of human capital in Anhui Province.
