【摘要】：文章通過對(duì)于平樂縣目前的經(jīng)濟(jì)發(fā)展的狀況以及相關(guān)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)基本理論的介紹,明確縣域經(jīng)濟(jì)轉(zhuǎn)型升級(jí)的基本思路和要求。梳理出本地的優(yōu)勢資源和各級(jí)的優(yōu)惠政策,面對(duì)西部開發(fā)戰(zhàn)略以及國家改革旅游試驗(yàn)區(qū),世界旅游文化名城等大的環(huán)境背景,總結(jié)平樂縣發(fā)展需要把握的機(jī)遇。整理出縣域經(jīng)濟(jì)發(fā)展的諸多方面的短板,如總量偏低,發(fā)展不平衡,產(chǎn)業(yè)結(jié)構(gòu)不合理,產(chǎn)業(yè)集聚水平偏低等。 接著,對(duì)平樂縣域經(jīng)濟(jì)發(fā)展的問題進(jìn)行整體的分析和把握,剝絲抽繭,尋找問題的根源,并從平樂縣縣域經(jīng)濟(jì)的實(shí)際情況出發(fā),結(jié)合各產(chǎn)業(yè)與組織結(jié)構(gòu)、政治體制改革等方面詳細(xì)分析了平樂縣域經(jīng)濟(jì)發(fā)展的特點(diǎn),在收集了大量統(tǒng)計(jì)資料的基礎(chǔ)上,運(yùn)用實(shí)證分析方法,從宏觀經(jīng)濟(jì)環(huán)境、區(qū)域經(jīng)濟(jì)環(huán)境、產(chǎn)業(yè)結(jié)構(gòu)要素、政治體制改革等方面入手分析,指出了平樂縣域經(jīng)濟(jì)轉(zhuǎn)型升級(jí)的必要性。通過分析現(xiàn)狀,指出存在的問題,并引入相關(guān)先進(jìn)縣域發(fā)展的經(jīng)驗(yàn),綜合借鑒,以期提出平樂縣域經(jīng)濟(jì)轉(zhuǎn)型升級(jí)的幾條思路。 最后,主要從明確圍繞“以突出工業(yè)發(fā)展,帶動(dòng)一產(chǎn)和三產(chǎn)”的戰(zhàn)略目標(biāo),從明確發(fā)展的規(guī)劃、改善發(fā)展環(huán)境、加大人才儲(chǔ)備、提升調(diào)控能力等幾個(gè)方面出發(fā),通過政府職能的轉(zhuǎn)變來實(shí)現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型升級(jí),最終協(xié)調(diào)解決宏觀經(jīng)濟(jì)與三農(nóng)問題之間的契合點(diǎn),達(dá)到統(tǒng)籌發(fā)展的目的。
[Abstract]:Based on the introduction of the current situation of economic development and the basic theories of economic transformation and upgrading in Pingle County, this paper clarifies the basic ideas and requirements of the transformation and upgrading of county economy. Combing out the local advantage resources and preferential policies at all levels, facing the western development strategy, the national reform tourism experimental area, the world tourism cultural city and other big environmental background, summed up the development of Pingle County need to grasp the opportunity. The short board of county economic development is sorted out, such as low total amount, unbalanced development, unreasonable industrial structure, low level of industrial agglomeration and so on. Then, it analyzes and grasps the problem of Pingle county economic development as a whole, strips silk and draws cocoons, looks for the root of the problem, and starts from the actual situation of Pingle county economy, combines the various industries and organization structure. On the basis of collecting a large amount of statistical data, this paper analyzes the characteristics of the economic development of Pingle county in detail from the aspects of political system reform, and applies the empirical analysis method to analyze the factors of macro-economic environment, regional economic environment and industrial structure. This paper analyzes the political system reform and points out the necessity of economic transformation and upgrading in Pingle County. Based on the analysis of the present situation, this paper points out the existing problems, introduces the relevant experience of the development of advanced counties, and synthetically draws lessons from them, in order to put forward several ideas for the transformation and upgrading of Pingle county economy. Finally, it mainly focuses on the strategic goal of "giving prominence to industrial development, driving one industry and three industries," from such aspects as clear development planning, improving the development environment, increasing talent reserves, and upgrading the ability to regulate and control. Through the transformation of government functions to realize the economic transformation and upgrade, finally to coordinate the solution of macroeconomic and the "three rural" issues of convergence point, to achieve the purpose of overall development.
