【摘要】：在西咸新區(qū)的發(fā)展規(guī)劃中,融資活動是一項重要的經(jīng)濟支撐,在外部經(jīng)濟環(huán)境的作用下,融資活動將決定西咸新區(qū)的經(jīng)濟發(fā)展程度與經(jīng)濟發(fā)展水平。由于政府財政有限,西咸新區(qū)需要多種渠道、多種手段地籌集規(guī)劃建設(shè)資金,因此便產(chǎn)生了西咸新區(qū)發(fā)展建設(shè)的投融資活動。西咸新區(qū)融資模式的構(gòu)建涉及到政府、銀行、企業(yè)和證券等各種資源的相互配合、相互協(xié)作與相互促進。西咸新區(qū)的融資活動,既包括政府的宏觀投融資活動,又包括企業(yè)的微觀投融資活動,是一個集政府行為、市場行為為一體的融資活動。因此,西咸新區(qū)的發(fā)展建設(shè)需要一個系統(tǒng)性的融資模式。西咸新區(qū)的融資理論指導、融資模式構(gòu)建和融資渠道選擇等問題,是有別于單一功能區(qū)的融資活動的,是值得我們進行深入地分析和研究的。 以西成新區(qū)資金供給缺口及西咸新區(qū)的規(guī)劃建設(shè)目標為依據(jù),本文提出了構(gòu)建一個預算內(nèi)資金、國內(nèi)貸款資金、外商投資資金、自籌及其他資金通力協(xié)作的系統(tǒng)性融資模式,以求有效地推動西咸新區(qū)投融資活動的進行。西咸新區(qū)系統(tǒng)性融資模式的提出與構(gòu)建,將很有效地解決西咸新區(qū)資金“貧血”問題,對西部其他城市或地區(qū)的投融資活動具有借鑒意義。
[Abstract]:In the development planning of Xixian New area, financing activity is an important economic support. Under the action of external economic environment, financing activity will determine the economic development degree and economic development level of Xixian New area. Due to the limited government finance, Xixian New area needs a variety of channels and various means to raise funds for planning and construction, so the investment and financing activities for the development and construction of Xixian New area are produced. The construction of the financing model of Xixian New area involves the cooperation, cooperation and mutual promotion of various resources, such as government, banks, enterprises and securities. The financing activities of Xixian New area include both the macro investment and financing activities of the government and the micro investment and financing activities of enterprises. It is a financing activity that integrates government behavior and market behavior. Therefore, the development and construction of Xixian New area needs a systematic financing model. The financing theory guidance, financing mode construction and financing channel selection of Xixian New area are different from the financing activities of a single functional area, and are worthy of our in-depth analysis and study. Based on the shortage of capital supply in Xicheng New area and the planning and construction objectives of Xixian New area, this paper proposes a systematic financing model of budget, domestic loan, foreign investment, self-financing and other funds. In order to effectively promote the investment and financing activities. The proposal and construction of the systematic financing model in Xixian New area will solve the problem of "anemia" of funds in Xixian New area, and it will be useful for the investment and financing activities of other cities or regions in the west.
