【摘要】：隨著我國產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)升級(jí)的發(fā)展需要,產(chǎn)業(yè)轉(zhuǎn)移已經(jīng)成為了我國中西部地區(qū)政府、人民群眾和經(jīng)濟(jì)學(xué)術(shù)界倍受關(guān)注的問題,對(duì)承接產(chǎn)業(yè)轉(zhuǎn)移的研究也越來越多。關(guān)于產(chǎn)業(yè)轉(zhuǎn)移承接力這個(gè)概念,可以表述為是產(chǎn)業(yè)的承接方在產(chǎn)業(yè)轉(zhuǎn)移過程中,向準(zhǔn)備移入的企業(yè)展現(xiàn)出來的主動(dòng)接納和幫助企業(yè)發(fā)展的綜合能力。產(chǎn)業(yè)轉(zhuǎn)移的承接力的強(qiáng)弱,也體現(xiàn)了某個(gè)國家或地區(qū)在經(jīng)濟(jì)和社會(huì)整體發(fā)展方面的綜合實(shí)力。 郴州市作為國家級(jí)產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)之一湘南產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)的重要組成部分,要果斷把握好國內(nèi)沿海發(fā)達(dá)地區(qū)進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,大量產(chǎn)業(yè)向中西部地區(qū)轉(zhuǎn)移的經(jīng)濟(jì)發(fā)展良機(jī),充分利用好國家和湖南省給予的政策優(yōu)勢,通過了解自身在產(chǎn)業(yè)轉(zhuǎn)移承接力方面的特點(diǎn)、不足,明確本地區(qū)的支柱產(chǎn)業(yè)發(fā)展方向,進(jìn)一步加強(qiáng)郴州市產(chǎn)業(yè)轉(zhuǎn)移的承接力,吸引更多具有實(shí)力的產(chǎn)業(yè)轉(zhuǎn)移企業(yè),這對(duì)于郴州市的經(jīng)濟(jì)快速健康發(fā)展很有意義。 本文將以產(chǎn)業(yè)轉(zhuǎn)移承接力為研究對(duì)象,首先介紹了國內(nèi)外關(guān)于產(chǎn)業(yè)轉(zhuǎn)移和產(chǎn)業(yè)轉(zhuǎn)移承接力的相關(guān)理論,然后對(duì)產(chǎn)業(yè)轉(zhuǎn)移承接力的影響因素進(jìn)行了梳理,通過對(duì)影響因素的分析進(jìn)行評(píng)價(jià)指標(biāo)的細(xì)化,建立了一套產(chǎn)業(yè)轉(zhuǎn)移承接力評(píng)價(jià)指標(biāo)體系。在此基礎(chǔ)上,針對(duì)郴州市的實(shí)際情況,進(jìn)行廣泛的社會(huì)調(diào)查,選擇17項(xiàng)具體指標(biāo)對(duì)郴州市等5個(gè)城市的產(chǎn)業(yè)轉(zhuǎn)移承接力進(jìn)行分析評(píng)價(jià),并運(yùn)用主成分分析法和SPSS軟件,逐項(xiàng)分析郴州承接產(chǎn)業(yè)轉(zhuǎn)移吸引力、鑒別力、支撐力和發(fā)展力的現(xiàn)狀,并重點(diǎn)剖析了郴州市在產(chǎn)業(yè)轉(zhuǎn)移承接力方面的不足和問題。 最后,提出提升郴州市產(chǎn)業(yè)轉(zhuǎn)移承接力的發(fā)展思路和對(duì)策,這對(duì)于承接地的產(chǎn)業(yè)發(fā)展具有理論和實(shí)際的雙重價(jià)值。
[Abstract]:With the development of industrial structure adjustment and industrial upgrading, industrial transfer has become the central and western governments, the people and the economic and academic circles have been paid close attention to, and more research has been done to undertake industrial transfer. The concept of industry transfer undertaking power can be expressed as the comprehensive ability of the undertaking party of industry to actively accept and help the enterprise to develop in the process of industrial transfer. The strength of industry transfer also reflects the comprehensive strength of a country or region in the overall economic and social development. Chenzhou is an important part of the industrial transfer demonstration zone in southern Hunan, one of the national industrial transfer demonstration areas. It is necessary to firmly grasp the economic development opportunities of the domestic coastal developed areas for industrial restructuring and the transfer of a large number of industries to the central and western regions. Making full use of the policy advantages given by the state and Hunan Province, by understanding their own characteristics and shortcomings in the field of industrial transfer undertaking, clarifying the development direction of the pillar industries in this region, and further strengthening the undertaking power of Chenzhou's industrial transfer, Attract more powerful industry transfer enterprises, which is very significant for the rapid and healthy economic development of Chenzhou. This article will take the industry transfer undertaking as the research object, first introduced the domestic and foreign related theories about the industry transfer and the industry transfer undertaking ability, then carried on the comb to the industry transfer undertaking ability influence factor. Based on the analysis of the influencing factors, the evaluation index system of the industry transfer capacity is established. On this basis, according to the actual situation of Chenzhou, a wide range of social surveys are carried out, 17 specific indicators are selected to analyze and evaluate the industrial transfer capacity of five cities, including Chenzhou, and the principal component analysis method and SPSS software are used. This paper analyzes the present situation of Chenzhou's attraction, discrimination, support and development of industrial transfer, and analyzes the deficiency and problems of Chenzhou's industry transfer. Finally, the author puts forward the development ideas and countermeasures to enhance the industry transfer capacity of Chenzhou City, which has both theoretical and practical value for the industrial development of the undertaking area.
