【摘要】：產(chǎn)業(yè)轉(zhuǎn)移是最近幾年經(jīng)濟學研究的熱點問題,也是我國進入改革開放時期區(qū)域產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的經(jīng)濟現(xiàn)象。2011年10月6日,國家正式批復湖南郴州、衡陽、永州三市設立湘南承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū),這是目前全國第四個(安徽皖江、廣西桂東、重慶沿江)、中部第二個國家承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū),也是我省繼長株潭城市群“兩型社會”綜合配套改革試驗區(qū)之后第二個納入國家層面的區(qū)域規(guī)劃。湖南省先后出臺了《湖南省湘南承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)規(guī)劃》、《關于加快湘南地區(qū)開發(fā)開放的決定》、《關于支持郴州市承接產(chǎn)業(yè)轉(zhuǎn)移先行先試的若干政策措施》等政策性文件,并設立了承接產(chǎn)業(yè)轉(zhuǎn)移發(fā)展加工貿(mào)易專項資金。湘南地區(qū)作為欠發(fā)達區(qū)域,在承接產(chǎn)業(yè)轉(zhuǎn)移過程中,如何讓更多的產(chǎn)業(yè)“跳躍”轉(zhuǎn)移到示范區(qū),如何為產(chǎn)業(yè)轉(zhuǎn)移創(chuàng)造良好條件和融資環(huán)境,都是研究的重點。 本文首先對湘南地區(qū)發(fā)展現(xiàn)狀進行定性分析,通過與長株潭經(jīng)濟的對比,發(fā)現(xiàn)湘南地區(qū)在經(jīng)濟上存在的問題,提出湘南地區(qū)經(jīng)濟發(fā)展目標與重點發(fā)展領域。其次,對湘南地區(qū)在先進制造業(yè)、基礎設施、現(xiàn)代物流和礦產(chǎn)開發(fā)及加工四大重點投資領域的項目進行梳理和配套資金設計,再次,運用定性分析,進一步發(fā)展壯大湘南地區(qū)投資主體,利用各種金融產(chǎn)品,設計各種投融資模式,最后對區(qū)域配套政策措施進行系統(tǒng)性設計,完善提升各類融資平臺,最終從源頭上成批量地構(gòu)筑項目,從體制上破解經(jīng)濟社會發(fā)展的融資瓶頸約束,服務國家和地方經(jīng)濟社會發(fā)展。
[Abstract]:Industrial transfer is a hot issue in recent years of economic research, and it is also the economic phenomenon of the optimization and upgrading of regional industrial structure in China during the period of reform and opening up. On October 6, 2011, the state officially approved Chenzhou, Hengyang, Hunan Province, The three cities of Yongzhou have set up an industrial transfer demonstration zone in southern Hunan, which is currently the fourth in the country (Anhui River, Guangxi East Guangxi, Chongqing River) and the second central country to undertake industrial transfer demonstration areas. It is also the second regional planning at the national level after the pilot area of comprehensive reform of Changsha-Zhuzhou-Xiangtan urban agglomeration. Hunan Province has successively issued the "Plan for Hunan Province's demonstration Zone for undertaking Industrial transfer in Southern Hunan Province", the "decision on speeding up the Development and opening up of Southern Hunan Province," and "some Policy measures for supporting Chenzhou City to undertake Industrial transfer first," and other policy documents. And set up a special fund to undertake industrial transfer and development of processing trade. As an underdeveloped region, in the process of undertaking industrial transfer, how to make more industries "jump" and how to create favorable conditions and financing environment for industrial transfer are the key points of the study. This article first carries on the qualitative analysis to the Hunan south area development present situation, through the comparison with the Changsha-Zhuzhou-Xiangtan economy, discovers the southern Hunan area in the economic existence question, proposes the Hunan south area economic development goal and the key development domain. Secondly, combing and supporting capital design in the four key investment fields of advanced manufacturing, infrastructure, modern logistics and mineral development and processing in southern Hunan, again, using qualitative analysis, To further develop and strengthen the investment bodies in southern Hunan, to use various financial products, to design various investment and financing models, and finally to systematically design regional supporting policies and measures to improve and upgrade various financing platforms. Finally, it constructs the project in batches from the source, breaks the financing bottleneck of the economic and social development from the system, and serves the national and local economic and social development.
