【摘要】：大力發(fā)展循環(huán)經(jīng)濟是落實科學發(fā)展觀、轉變經(jīng)濟增長方式、全面建設小康社會的戰(zhàn)略選擇和有效途徑。循環(huán)經(jīng)濟的核心是資源的高效利用和循環(huán)利用，基本原則是減量化、再利用、資源化，基本特征為低消耗、低排放、高效率，是一種可持續(xù)的經(jīng)濟增長模式，代表著現(xiàn)代經(jīng)濟發(fā)展的大趨勢[1]。實施新一輪西部大開發(fā)戰(zhàn)略以來，四川省經(jīng)濟增速較快，但卻受到環(huán)境和資源的制約，水、土地、能源等消耗過量，造成了環(huán)境污染、供求關系緊張的局面。 四川省循環(huán)經(jīng)濟的快速發(fā)展對于保障我國經(jīng)濟社會和四川經(jīng)濟社會的持續(xù)、快速、健康發(fā)展有著重要意義。如果沒有發(fā)展好循環(huán)經(jīng)濟，或者循環(huán)經(jīng)濟發(fā)展戰(zhàn)略不符合四川省情，則會對四川經(jīng)濟社會發(fā)展產(chǎn)生不利影響，甚至影響全國的經(jīng)濟社會發(fā)展。 本文基于對四川省循環(huán)經(jīng)濟建設案例的思考，從國家循環(huán)經(jīng)濟發(fā)展戰(zhàn)略和四川省循環(huán)經(jīng)濟發(fā)展現(xiàn)狀入手，對四川省循環(huán)經(jīng)濟建設的規(guī)劃、發(fā)展模式、發(fā)展要素進行了深入分析；對目前已有的循環(huán)經(jīng)濟研究成果的理論觀點和對策進行歸納，分析了當前的研究熱點和難點問題以及循環(huán)經(jīng)濟發(fā)展趨勢；通過描述四川省循環(huán)經(jīng)濟發(fā)展現(xiàn)狀，全面反應四川省循環(huán)經(jīng)濟發(fā)展中的各種問題的真實情況；對循環(huán)經(jīng)濟相關理論進行簡要闡述，并對比發(fā)達國家循環(huán)經(jīng)濟發(fā)展戰(zhàn)略，對四川省循環(huán)經(jīng)濟發(fā)展現(xiàn)狀進行分析；通過借鑒學術界的案例研究成果，對國內外循環(huán)經(jīng)濟典型案例、四川省循環(huán)經(jīng)濟規(guī)劃和發(fā)展模式進行分析，總結經(jīng)驗，，探索規(guī)律，提出四川省循環(huán)經(jīng)濟發(fā)展的關鍵要素；比較全面、系統(tǒng)地提出了四川省循環(huán)經(jīng)濟發(fā)展的建議和對策，為我國循環(huán)經(jīng)濟發(fā)展的戰(zhàn)略制定和經(jīng)驗累積供參考意見，具有較強的實踐性。
[Abstract]:Developing circular economy vigorously is the strategic choice and effective way to implement the scientific development view, change the mode of economic growth and build a well-off society in an all-round way. The core of circular economy is the efficient utilization and recycling of resources. The basic principle is to reduce, reuse and recycle. The basic characteristics of circular economy are low consumption, low emission and high efficiency. It is a sustainable economic growth model. Represents the general trend of modern economic development [1]. Since the implementation of the new round of western development strategy, the economic growth rate of Sichuan Province has been relatively fast, but it is restricted by the environment and resources. The excessive consumption of water, land and energy has caused environmental pollution and tight relationship between supply and demand. The rapid development of Sichuan circular economy plays an important role in ensuring the sustained, rapid and healthy development of China's economic society and Sichuan's economic society. If the circular economy is not developed well, or the development strategy of circular economy does not conform to the situation of Sichuan Province, it will have a negative impact on the economic and social development of Sichuan, and even affect the economic and social development of the whole country. Based on the case of circular economy construction in Sichuan Province, this paper analyzes the planning, development model and development elements of circular economy construction in Sichuan Province from the perspective of the national circular economy development strategy and the current situation of circular economy development in Sichuan Province. This paper sums up the theoretical viewpoints and countermeasures of the current research achievements on circular economy, analyzes the current research hot and difficult issues and the development trend of circular economy, and describes the present situation of circular economy development in Sichuan Province. This paper comprehensively reflects the real situation of various problems in the development of circular economy in Sichuan Province, briefly expounds the relevant theories of circular economy, compares the development strategies of circular economy in developed countries, and analyzes the present situation of circular economy development in Sichuan Province. By referring to the case study results of academic circles, this paper analyzes the typical cases of circular economy at home and abroad, the planning and development mode of Sichuan circular economy, summarizes the experience, explores the rules, and puts forward the key elements of the circular economy development in Sichuan Province. The suggestions and countermeasures for the development of circular economy in Sichuan Province are put forward in a comprehensive and systematic way, which can be used as a reference for the strategic formulation and accumulation of experience in the development of circular economy in China.
