【摘要】：生產(chǎn)力促進(jìn)中心是我國(guó)科技創(chuàng)新體系的重要組成部分，，國(guó)家《生產(chǎn)力促進(jìn)中心“十二五“規(guī)劃》中明確提出將強(qiáng)化生產(chǎn)力促進(jìn)中心體系聯(lián)盟作為重點(diǎn)任務(wù)之一。本文通過(guò)國(guó)內(nèi)外生產(chǎn)力促進(jìn)中心和科技中介機(jī)構(gòu)的發(fā)展歷程和概況，介紹了省會(huì)生產(chǎn)力促進(jìn)聯(lián)盟的誕生背景，從服務(wù)資源，人力資源，服務(wù)社會(huì)三個(gè)方面運(yùn)用灰色分析對(duì)省會(huì)生產(chǎn)力促進(jìn)聯(lián)盟各成員服務(wù)資源競(jìng)爭(zhēng)力進(jìn)行評(píng)價(jià)評(píng)價(jià)。并運(yùn)用聚類分析將會(huì)員分類，找到他們共同的優(yōu)勢(shì)與劣勢(shì)，以便更好的資源共享。 此外成立調(diào)研小組，對(duì)河北省省會(huì)生產(chǎn)力促進(jìn)中心16家會(huì)員單位進(jìn)行調(diào)研，通過(guò)調(diào)查問(wèn)卷，實(shí)地訪談，參觀學(xué)習(xí)了解了各生產(chǎn)力促進(jìn)中心的共享現(xiàn)狀，對(duì)聯(lián)盟成員的共享現(xiàn)狀做出了數(shù)據(jù)分析和比對(duì)。 最后運(yùn)用中心年報(bào)數(shù)據(jù)和調(diào)查數(shù)據(jù)分析結(jié)果，提出了省會(huì)生產(chǎn)力促進(jìn)聯(lián)盟服務(wù)資源共享機(jī)制和對(duì)省會(huì)生產(chǎn)力促進(jìn)聯(lián)盟服務(wù)資源共享機(jī)制的建議。
[Abstract]:The productivity promotion center is an important part of our country's science and technology innovation system. In the 12th Five-Year Plan of the National Productivity Promotion Center, it is clearly proposed to strengthen the productivity promotion center system alliance as one of the key tasks. This paper introduces the background of productivity promotion alliance in provincial capital through the development of productivity promotion center and science and technology intermediary at home and abroad, including service resources, human resources, etc. Three aspects of service society use grey analysis to evaluate the competitiveness of service resources of the members of provincial capital productivity promotion alliance. And cluster analysis will be used to classify members to find their common strengths and weaknesses in order to better share resources. In addition, a research group was set up to investigate 16 member units of the Productivity Promotion Center in the provincial capital of Hebei Province. Through questionnaires and field interviews, they visited and learned about the sharing status of the productivity promotion centers. The data analysis and comparison of the sharing status of alliance members are made. Finally, based on the analysis of the annual report data and the survey data, the paper puts forward the sharing mechanism of the service resources of the provincial capital productivity promotion alliance and the suggestion of the provincial capital productivity promotion alliance service resources sharing mechanism.
