【摘要】：摘要：近年來隨著湖南經(jīng)濟(jì)的穩(wěn)定增長,湖南省外貿(mào)發(fā)展速度很快,但是其規(guī)模較小,外貿(mào)依存度及外資依存度都很低,這與湖南省宏觀經(jīng)濟(jì)的發(fā)展?fàn)顩r相不協(xié)調(diào)。而外向型經(jīng)濟(jì)承載平臺對外向型經(jīng)濟(jì)的促進(jìn)作用越來越受重視,承載平臺在建設(shè)發(fā)展過程中也存在一些與經(jīng)濟(jì)發(fā)展形勢不相適應(yīng)的問題,為了加快湖南省外向型經(jīng)濟(jì)的發(fā)展,首先必須面對現(xiàn)實,客觀評價外向型經(jīng)濟(jì)承載平臺。 目前,我國外向型經(jīng)濟(jì)承載平臺的建設(shè)還處于不斷加強(qiáng)和完善的過程中,它正在逐步實現(xiàn)服務(wù)平臺科技化、信息化及社會化的目標(biāo)。而關(guān)于外向型經(jīng)濟(jì)承載平臺的綜合評價及考核問題,國內(nèi)學(xué)術(shù)和實踐領(lǐng)域的研究尚欠缺。本文分析了湖南省外向型經(jīng)濟(jì)及其承載平臺現(xiàn)狀,在新公共管理理論、新公共服務(wù)理論及“雙元綜合評估”模型的基礎(chǔ)上,試圖構(gòu)建外向型經(jīng)濟(jì)承載平臺綜合評價體系,通過專家調(diào)查法確定3個一級指標(biāo)、13個二級指標(biāo)、40個三級指標(biāo),并采用層次分析法(AHP)確定各項評價指標(biāo)的權(quán)重,最后通過模糊綜合評價法對湖南省外向型經(jīng)濟(jì)承載平臺進(jìn)行評價,并得出結(jié)論。湖南省外向型經(jīng)濟(jì)承載平臺總體情況不容樂觀,其服務(wù)性承載平臺幾乎是空白,政策性承載平臺綜合評價結(jié)果是一般,功能性平臺綜合評價結(jié)果較差,根據(jù)評價結(jié)果及問題分析,本文分別對湖南省外向型三類經(jīng)濟(jì)承載平臺服務(wù)及建設(shè)管理提出相應(yīng)的對策與建議,最后從政策、人才、信息技術(shù)等幾個方面針對性地提出幾點平臺服務(wù)及管理的保障措施。
[Abstract]:Abstract: with the steady growth of Hunan's economy in recent years, Hunan's foreign trade develops rapidly, but its scale is relatively small, and its dependence on foreign trade and foreign capital is very low, which is incompatible with the development of Hunan's macro economy. In order to accelerate the development of export-oriented economy in Hunan Province, there are some problems which are not suitable for the situation of economic development in the process of construction and development of the platform. First of all, we must face the reality and objectively evaluate the bearing platform of export-oriented economy. At present, the construction of export-oriented economy bearing platform in our country is still in the process of strengthening and perfecting, and it is gradually realizing the goal of service platform science and technology, information and socialization. However, the domestic academic and practical research on the comprehensive evaluation and assessment of the export-oriented economy bearing platform is still lacking. This paper analyzes the current situation of export-oriented economy and its carrying platform in Hunan Province. Based on the theory of new public management, the theory of new public service and the model of "dual comprehensive evaluation", this paper attempts to construct a comprehensive evaluation system for the carrying platform of export-oriented economy. Through the method of expert investigation, three first-grade indexes, 13 second-class indexes and 40 third-grade indexes were determined, and the weight of each evaluation index was determined by AHP. Finally, the fuzzy comprehensive evaluation method is used to evaluate the bearing platform of export-oriented economy in Hunan Province, and the conclusion is drawn. The overall situation of export-oriented economic bearing platform in Hunan Province is not optimistic, its service bearing platform is almost blank, the comprehensive evaluation result of policy bearing platform is general, and the comprehensive evaluation result of functional platform is poor. According to the evaluation results and problem analysis, this paper puts forward corresponding countermeasures and suggestions on service and construction management of three export-oriented economic bearing platforms in Hunan Province. Finally, from the perspective of policies and talents, Information technology and other aspects of several targeted platform services and management security measures.
