【摘要】：“低碳經(jīng)濟(jì)”是以低污染、低排放為基礎(chǔ)的經(jīng)濟(jì)模式，，是人類社會(huì)繼農(nóng)業(yè)文明、工業(yè)文明之后的又一次重大進(jìn)步。低碳經(jīng)濟(jì)的實(shí)質(zhì)是能源利用高效率、清潔能源結(jié)構(gòu)和追求綠色GDP的問題，核心是能源技術(shù)創(chuàng)新、制度創(chuàng)新和人類發(fā)展觀念的根本性改變。 本文以我國(guó)山西省河津市為例，基于低碳發(fā)展的初衷和目的，以產(chǎn)業(yè)結(jié)構(gòu)調(diào)整為切入點(diǎn)對(duì)河津市如何實(shí)現(xiàn)低碳發(fā)展進(jìn)行分析研究。河津市長(zhǎng)期以來延續(xù)傳統(tǒng)經(jīng)濟(jì)增長(zhǎng)模式和經(jīng)濟(jì)增長(zhǎng)對(duì)自然資源與能源的高度依賴，已經(jīng)造成了嚴(yán)重的生態(tài)破壞和環(huán)境污染。在全國(guó)建設(shè)生態(tài)文明、發(fā)展低碳經(jīng)濟(jì)和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型的新形勢(shì)下，河津市面臨著快速發(fā)展經(jīng)濟(jì)和降低能源消耗、減少碳排放的雙重壓力。為了促進(jìn)河津市低碳經(jīng)濟(jì)的發(fā)展，要抓住當(dāng)前產(chǎn)業(yè)結(jié)構(gòu)調(diào)整轉(zhuǎn)型的有利時(shí)機(jī)，立足自身的資源優(yōu)勢(shì)和產(chǎn)業(yè)基礎(chǔ)，把進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和積極發(fā)展低碳經(jīng)濟(jì)相結(jié)合，從而促使河津市經(jīng)濟(jì)由高碳向低碳轉(zhuǎn)型。 本文共分為六個(gè)部分，第一章為緒論部分，主要介紹了本論文選題的背景、研究目的與意義、國(guó)內(nèi)外有關(guān)低碳經(jīng)濟(jì)和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的研究綜述、研究?jī)?nèi)容、研究方法與技術(shù)路線。第二章主要對(duì)可持續(xù)發(fā)展理論、循環(huán)經(jīng)濟(jì)理論、清潔生產(chǎn)理論、產(chǎn)業(yè)結(jié)構(gòu)理論、資源型產(chǎn)業(yè)轉(zhuǎn)型理論進(jìn)行了分析。第三章對(duì)本文要研究的區(qū)域河津市進(jìn)行了概述，從河津市的自然概況、資源稟賦以及社會(huì)經(jīng)濟(jì)發(fā)展概況進(jìn)行了介紹。第四章分析了河津市的產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀、存在問題及其形成的原因進(jìn)行了探討，重點(diǎn)分析了河津市三次產(chǎn)業(yè)產(chǎn)值結(jié)構(gòu)與就業(yè)結(jié)構(gòu)、三次產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)效益、能耗與碳排放特征等。第五章從發(fā)展低碳經(jīng)濟(jì)的角度對(duì)河津市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的方略進(jìn)行了分析，重點(diǎn)探討了河津市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的背景條件（SOWT分析），提出了河津市“產(chǎn)業(yè)帶動(dòng)型低碳化”發(fā)展模式、基于低碳經(jīng)濟(jì)視野的河津市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整途徑與問題對(duì)策。第六章為主要結(jié)論與問題討論，對(duì)本論文的主要研究結(jié)論進(jìn)行了概括總結(jié)，并提出了需要進(jìn)一步深入研究的問題。
[Abstract]:"low carbon economy" is an economic model based on low pollution and low emission. It is another important progress of human society after agricultural and industrial civilization. The essence of low carbon economy is energy efficiency, clean energy structure and the pursuit of green GDP, the core of which is the innovation of energy technology, the innovation of system and the fundamental change of the concept of human development. Taking Hejin City of Shanxi Province as an example, based on the original intention and purpose of low-carbon development, this paper analyzes and studies how to realize low-carbon development in Hexin City from the point of view of industrial structure adjustment. The traditional economic growth model and the high dependence of economic growth on natural resources and energy have caused serious ecological damage and environmental pollution in Hejin city for a long time. Under the new situation of constructing ecological civilization, developing low-carbon economy and transforming industrial structure, Hejin City is faced with the double pressure of rapid economic development, reducing energy consumption and reducing carbon emissions. In order to promote the development of low carbon economy in Hejin City, we should seize the favorable opportunity of the current industrial structure adjustment and transformation, base on our own resource advantages and industrial foundation, combine the industrial structure adjustment with the active development of low carbon economy. So as to promote the economy of Hejin City from high carbon to low carbon transition. This paper is divided into six parts. The first chapter is the introduction part. It mainly introduces the background, purpose and significance of this thesis, the summary of the domestic and foreign research on low-carbon economy and industrial structure adjustment, the content of the research. Research methods and technical routes. The second chapter mainly analyzes the theory of sustainable development, the theory of circular economy, the theory of cleaner production, the theory of industrial structure and the theory of resource-based industry transformation. The third chapter gives an overview of Hejin city, including its natural situation, resource endowment and social and economic development. The fourth chapter analyzes the present situation of the industrial structure of Hejin city, the existing problems and the reasons for its formation, focusing on the structure of output value and employment, the internal structure of the three industries, and the benefits of the industrial structure in Hejin City. Energy consumption and carbon emission characteristics. The fifth chapter analyzes the strategy of industrial structure adjustment in Hejin from the point of view of developing low-carbon economy, discusses the background conditions of industrial structure adjustment in Hejin (SOWT analysis), and puts forward the development mode of "industry driven low carbonization" in Hejin. The ways and countermeasures of industrial structure adjustment in Hejin city based on low-carbon economy. The sixth chapter is the main conclusion and problem discussion. The main conclusions of this paper are summarized, and the problems that need to be further studied are put forward.
