【摘要】：隨著經(jīng)濟(jì)全球化進(jìn)程的加快,科學(xué)技術(shù)的迅猛發(fā)展,世界各主要發(fā)達(dá)國家紛紛構(gòu)建一流的科技創(chuàng)新平臺(tái),對(duì)外吸納、集聚知識(shí)和技術(shù),對(duì)內(nèi)整合創(chuàng)新資源,滿足區(qū)域內(nèi)創(chuàng)新需求,支撐創(chuàng)新活動(dòng),提供相關(guān)產(chǎn)業(yè)、企業(yè)的競(jìng)爭(zhēng)力,進(jìn)而帶動(dòng)區(qū)域經(jīng)濟(jì)的發(fā)展。論文致力于研究區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)的發(fā)展模式與機(jī)制,對(duì)國家與地方建設(shè)區(qū)域科技創(chuàng)新平臺(tái)具有重要的理論意義。論文在對(duì)國內(nèi)外區(qū)域科技創(chuàng)新平臺(tái)、組織生態(tài)學(xué)等理論的研究進(jìn)行系統(tǒng)分析的基礎(chǔ)上,闡釋區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)的內(nèi)涵,通過對(duì)比區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)與自然生態(tài)系統(tǒng),刻畫區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)的結(jié)構(gòu),分析區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)的生態(tài)學(xué)特征;揭示區(qū)域科技創(chuàng)新平臺(tái)生態(tài)化系統(tǒng)演化機(jī)理,提出區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)研究思想,設(shè)計(jì)其研究框架�；趨^(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)的演化機(jī)理,設(shè)計(jì)區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)發(fā)展模式:在區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)發(fā)展的初創(chuàng)期,平臺(tái)中種群間主要進(jìn)行的是生存競(jìng)爭(zhēng)發(fā)展模式,依據(jù)種群數(shù)量細(xì)分為單一種群的Logistic模型和多種群的競(jìng)爭(zhēng)創(chuàng)新發(fā)展模型;在區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)發(fā)展的成長期,平臺(tái)中種群間主要進(jìn)行的是合作共生發(fā)展模式,依據(jù)合作種群的實(shí)力是否對(duì)稱,細(xì)分為實(shí)力不對(duì)稱合作共生模式和創(chuàng)新實(shí)力對(duì)稱合作共生創(chuàng)新模型;在區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)發(fā)展成熟期,平臺(tái)中種群間主要進(jìn)行的是創(chuàng)新協(xié)同進(jìn)化模式。論文研究構(gòu)建區(qū)域科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)發(fā)展機(jī)制,提出為系統(tǒng)提供物質(zhì)、信息和能量的發(fā)展動(dòng)力機(jī)制、平衡發(fā)展機(jī)制、環(huán)境支撐機(jī)制、創(chuàng)新與服務(wù)融合機(jī)制、協(xié)同共生機(jī)制等5個(gè)機(jī)制,并對(duì)它們之間的相互作用進(jìn)行研究。運(yùn)用AHP法和系統(tǒng)設(shè)計(jì)方法,建立區(qū)域科技創(chuàng)新平臺(tái)評(píng)價(jià)與區(qū)域科技創(chuàng)新平臺(tái)產(chǎn)業(yè)群落評(píng)價(jià)指標(biāo)體系;從區(qū)域科技創(chuàng)新平臺(tái)大群落層面和創(chuàng)新種群圍繞某一產(chǎn)業(yè)構(gòu)成的子系統(tǒng)、小群落(區(qū)域科技創(chuàng)新平臺(tái)產(chǎn)業(yè)群落)層面研究生態(tài)位的評(píng)價(jià),反映群落的狀態(tài)、能力和發(fā)展空間,作為平臺(tái)生態(tài)系統(tǒng)發(fā)展機(jī)制中生態(tài)位決策機(jī)制的評(píng)價(jià)方法�；谝陨涎芯�,以黑龍江省科技創(chuàng)新平臺(tái)為實(shí)證對(duì)象,對(duì)黑龍江省科技創(chuàng)新平臺(tái)發(fā)展現(xiàn)狀進(jìn)行研究,并使用模糊評(píng)價(jià)方法,評(píng)價(jià)黑龍江省科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)的生態(tài)位,依據(jù)結(jié)果進(jìn)行模式選擇。其次根據(jù)設(shè)計(jì)的區(qū)域科技創(chuàng)新平臺(tái)產(chǎn)業(yè)群落生態(tài)位評(píng)價(jià)指標(biāo)體系,對(duì)黑龍江科技創(chuàng)新平臺(tái)中新能源、新材料、節(jié)能環(huán)保、信息技術(shù)、裝備制造5個(gè)產(chǎn)業(yè)群落的市場(chǎng)、技術(shù)、資源生態(tài)位進(jìn)行評(píng)價(jià),依據(jù)結(jié)果提出調(diào)整黑龍江省科技創(chuàng)新平臺(tái)的發(fā)展機(jī)制。本文以黑龍江省為實(shí)證進(jìn)行的科技創(chuàng)新平臺(tái)生態(tài)系統(tǒng)發(fā)展模式與機(jī)制所進(jìn)行的研究,可以為各區(qū)域科技創(chuàng)新平臺(tái)的建設(shè)和發(fā)展提供理論指導(dǎo)和決策依據(jù)。
[Abstract]:With the acceleration of the process of economic globalization and the rapid development of science and technology, major developed countries in the world have constructed first-class scientific and technological innovation platforms to absorb and gather knowledge and technology, and integrate innovative resources internally. To meet the regional innovation needs, support innovation activities, provide the competitiveness of related industries and enterprises, and then promote the development of regional economy. This paper is devoted to studying the development mode and mechanism of regional sci-tech innovation platform ecosystem, which has important theoretical significance for national and local construction of regional sci-tech innovation platform. Based on the systematic analysis of the theories of regional sci-tech innovation platform and organizational ecology at home and abroad, this paper explains the connotation of the regional sci-tech innovation platform ecosystem. By comparing the regional sci-tech innovation platform ecosystem with the natural ecosystem, the structure of the regional sci-tech innovation platform ecosystem is described, and the ecological characteristics of the regional sci-tech innovation platform ecosystem are analyzed. This paper reveals the evolution mechanism of regional sci-tech innovation platform ecological system, puts forward the research thought of regional sci-tech innovation platform ecosystem, and designs its research framework. Based on the evolution mechanism of regional sci-tech innovation platform ecosystem, the development model of regional sci-tech innovation platform ecosystem is designed: in the initial stage of regional sci-tech innovation platform ecosystem development, The development model of survival competition is mainly carried out among the populations in the platform, which is subdivided into single population logistic model and multi-group competitive innovation development model according to the population quantity, and in the growing period of regional sci-tech innovation platform ecosystem development. The cooperative symbiotic development model is mainly carried out among the populations in the platform. According to whether the strength of the cooperative population is symmetrical or not, it is divided into two models: the asymmetrical cooperative symbiotic model of strength and the symbiotic innovation model of innovation strength. In the mature stage of regional sci-tech innovation platform ecosystem, the innovation co-evolution mode is the main one among the populations. This paper studies the ecosystem development mechanism of the regional scientific and technological innovation platform, and puts forward the development motive mechanism, balanced development mechanism, environment supporting mechanism, innovation and service integration mechanism of providing material, information and energy for the system. Cooperative symbiosis mechanism and their interaction were studied. By using AHP method and system design method, the evaluation index system of regional sci-tech innovation platform and the industrial community of regional sci-tech innovation platform is established, and the subsystem formed by regional sci-tech innovation platform and innovation population around a certain industry is established, and the evaluation index system of regional sci-tech innovation platform and regional sci-tech innovation platform industrial community is established. Small community (regional sci-tech innovation platform industrial community) level studies niche evaluation, reflecting the status, ability and development space of the community, as a platform ecosystem development mechanism of niche decision-making mechanism evaluation method. Based on the above research, taking Heilongjiang province science and technology innovation platform as the empirical object, this paper studies the present situation of Heilongjiang province science and technology innovation platform development, and evaluates the ecological niche of Heilongjiang province science and technology innovation platform ecosystem by using fuzzy evaluation method. The model was selected according to the results. Secondly, according to the designed index system for evaluating the niche of the industrial community of the regional scientific and technological innovation platform, the market and technology of the five industrial communities, namely, new energy, new materials, energy saving and environmental protection, information technology and equipment manufacturing, are analyzed in Heilongjiang Science and Technology Innovation platform. Based on the evaluation of resource niche, the development mechanism of scientific and technological innovation platform in Heilongjiang Province is proposed. The research on ecosystem development model and mechanism of sci-tech innovation platform in Heilongjiang Province can provide theoretical guidance and decision basis for the construction and development of sci-tech innovation platform in various regions.
