【摘要】：縣域經(jīng)濟(jì)是國(guó)民經(jīng)濟(jì)的重要組成部分,縣域經(jīng)濟(jì)發(fā)展水平高低直接影響著國(guó)民經(jīng)濟(jì)的發(fā)展水平和狀況。我國(guó)目前縣域人口占到全國(guó)人口的70%以上,縣域經(jīng)濟(jì)的國(guó)內(nèi)生產(chǎn)總值占全國(guó)的一半以上,從規(guī)模、經(jīng)濟(jì)總量等方面都占有較大比重。自黨的十六大報(bào)告明確提出縣域經(jīng)濟(jì)概念后,中央相關(guān)經(jīng)濟(jì)和社會(huì)改革的文件中均有關(guān)于縣域經(jīng)濟(jì)發(fā)展的內(nèi)容,對(duì)縣域經(jīng)濟(jì)發(fā)展實(shí)踐的重視和對(duì)縣域經(jīng)濟(jì)發(fā)展相關(guān)理論的研究也相應(yīng)展開和深入,各省市政府都出臺(tái)了促進(jìn)縣域經(jīng)濟(jì)發(fā)展的相關(guān)政策和措施,各種縣域經(jīng)濟(jì)發(fā)展相關(guān)研究的著作的文章也相繼問世,在此背景下對(duì)具有西部地區(qū)典型資源型城市特征的準(zhǔn)格爾旗展開研究就具有了現(xiàn)實(shí)意義。 縣域經(jīng)濟(jì)是在縣級(jí)行政區(qū)劃的地域內(nèi)統(tǒng)籌安排和優(yōu)化經(jīng)濟(jì)社會(huì)資源而形成的開放的、功能完備的,具有地域特色的區(qū)域經(jīng)濟(jì),它具有區(qū)域性、綜合性、層次性和開放性等特點(diǎn)。研究縣域經(jīng)濟(jì)主要有兩方面的意義：一是縣域經(jīng)濟(jì)是整個(gè)國(guó)民經(jīng)濟(jì)的重要經(jīng)濟(jì)基礎(chǔ),是國(guó)家政權(quán)得以鞏固的基石；二是發(fā)展縣域經(jīng)濟(jì)是解決“三農(nóng)”問題的突破口和切入點(diǎn)。 位于內(nèi)蒙古西部,鄂爾多斯高原東端的準(zhǔn)格爾旗農(nóng)業(yè)生產(chǎn)條件差,但礦產(chǎn)資源十分豐富,特別是儲(chǔ)有大量的煤炭資源。近幾年依托礦產(chǎn)資源優(yōu)勢(shì),地方政府抓住西部大開發(fā)和國(guó)家能源戰(zhàn)略西移的機(jī)遇,利用國(guó)有大企業(yè)、大項(xiàng)目,其經(jīng)濟(jì)得到了快速發(fā)展。但在推進(jìn)經(jīng)濟(jì)發(fā)展的過程中,準(zhǔn)格爾旗也存在著產(chǎn)業(yè)結(jié)構(gòu)不合理、礦產(chǎn)資源浪費(fèi)、環(huán)境污染以及地方經(jīng)濟(jì)自主性不強(qiáng)等問題。針對(duì)存在的問題,首先,應(yīng)加強(qiáng)準(zhǔn)格爾旗產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化,這既包括三次產(chǎn)業(yè)之間的調(diào)整,也包括各產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)的調(diào)整優(yōu)化；其次,在繼續(xù)推進(jìn)工業(yè)經(jīng)濟(jì)發(fā)展的過程中,引進(jìn)先進(jìn)技術(shù),充分挖掘煤炭資源的附加值,延長(zhǎng)產(chǎn)業(yè)鏈,積極發(fā)展循環(huán)經(jīng)濟(jì),節(jié)約資源,減少污染,保護(hù)生態(tài)環(huán)境。同時(shí)推進(jìn)產(chǎn)業(yè)多元化,積極發(fā)展后續(xù)產(chǎn)業(yè),避免形成單一的資源型經(jīng)濟(jì)發(fā)展模式。第三,國(guó)家應(yīng)認(rèn)真研究資源型地區(qū)的長(zhǎng)遠(yuǎn)發(fā)展問題,合理規(guī)劃,科學(xué)管理,從政策制定、利益分配等方面給予傾斜和支持,保持地方經(jīng)濟(jì)的健康、協(xié)調(diào)、可持續(xù)發(fā)展。 本文通過對(duì)準(zhǔn)格爾旗縣域經(jīng)濟(jì)發(fā)展的綜合分析,試圖探索一條以資源為依托的西部少數(shù)民族地區(qū)如何既能合理利用資源發(fā)展地方經(jīng)濟(jì),又能保持當(dāng)?shù)厣鷳B(tài)環(huán)境不被破壞的可持續(xù)發(fā)展之路。
[Abstract]:County economy is an important part of national economy. At present, the county population accounts for more than 70% of the national population, and the GDP of the county economy accounts for more than half of the whole country. Since the report of the 16th National Congress of the Communist Party of China explicitly put forward the concept of county economy, the relevant economic and social reform documents of the Central Committee have all contained contents on the development of county economy. The emphasis on the practice of county economic development and the research on the relevant theories of county economic development have been carried out and deepened accordingly. The provincial and municipal governments have issued relevant policies and measures to promote the development of the county economy. In this context, it is of practical significance to study the Zhungeer Banner, which has the characteristics of typical resource-based cities in the western region. County economy is an open, well-functioning, regional economy with regional characteristics, which is formed by overall arrangement and optimization of economic and social resources in the district of county administrative divisions. It has the characteristics of regional, comprehensive, hierarchical and open. The study of county economy has two main meanings: first, county economy is the important economic base of the whole national economy and the cornerstone of state power consolidation; second, the development of county economy is the breakthrough point and entry point to solve the problem of "agriculture, countryside and farmers". Located in the west of Inner Mongolia, the Zhungeer Banner in the eastern end of Ordos Plateau has poor agricultural production conditions, but is rich in mineral resources, especially a large amount of coal resources. In recent years, relying on the advantages of mineral resources, local governments have seized the opportunity of the great development of the western region and the national energy strategy to move westward, and made use of the large state-owned enterprises and large projects, and their economy has been developed rapidly. However, in the process of promoting economic development, there are also some problems such as unreasonable industrial structure, waste of mineral resources, environmental pollution and weak autonomy of local economy in Zhungeer Banner. In view of the existing problems, first of all, we should strengthen the adjustment and optimization of the industrial structure of Zhungeer Banner, which includes the adjustment among the three industries as well as the adjustment and optimization of the internal structure of each industry; secondly, In the process of continuing to promote the development of industrial economy, we should introduce advanced technology, fully tap the added value of coal resources, prolong the industrial chain, actively develop circular economy, save resources, reduce pollution and protect the ecological environment. At the same time, promote industrial diversification, actively develop follow-up industries, avoid the formation of a single resource-based economic development model. Third, the state should seriously study the long-term development of resource-based areas, rational planning, scientific management, from the policy formulation, benefit distribution and other aspects of the tilt and support, to maintain the health of the local economy, coordination, sustainable development. Based on the comprehensive analysis of the development of the county economy in Zhungeer Banner, this paper attempts to explore how a western minority area based on resources can use resources reasonably to develop the local economy. Can also maintain the local ecological environment is not destroyed the road to sustainable development.
