【摘要】:隨著世界人口規(guī)模的不斷擴(kuò)大和經(jīng)濟(jì)發(fā)展速度的不斷加快,人類(lèi)社會(huì)對(duì)資源的過(guò)度索取和不合理利用導(dǎo)致了碳排放的不斷增加,全球變暖已嚴(yán)重影響到人類(lèi)的生存和發(fā)展,應(yīng)對(duì)氣候變化已經(jīng)成為全球面臨的重大挑戰(zhàn),隨著低碳經(jīng)濟(jì)時(shí)代的到來(lái),越來(lái)越多的學(xué)者和企業(yè)開(kāi)始思索低碳經(jīng)濟(jì)對(duì)企業(yè)可持續(xù)發(fā)展的深刻影響。企業(yè)既是社會(huì)財(cái)富的創(chuàng)造者,GDP的主要?jiǎng)?chuàng)造者,又是生態(tài)和環(huán)境的主要破壞者和污染源,因此在謀求自身利潤(rùn)最大化的同時(shí),企業(yè)更應(yīng)該不斷改造提升自我,最大限度地減少對(duì)資源的消耗,減少?gòu)U棄物的排放,努力建設(shè)“資源節(jié)約型和環(huán)境友好型”的生態(tài)企業(yè)。株洲市清水塘工業(yè)區(qū)污染企業(yè)傳統(tǒng)模式的經(jīng)營(yíng)對(duì)該地區(qū)造成了巨大的能量消耗和嚴(yán)重的環(huán)境破壞,與低碳經(jīng)濟(jì)和可持續(xù)發(fā)展的理念相背離。 面對(duì)低碳經(jīng)濟(jì)發(fā)展的訴求,筆者致力于株洲市清水塘工業(yè)區(qū)污染型企業(yè)低碳化改造的研究,本文是在查閱了國(guó)內(nèi)外大量相關(guān)文獻(xiàn)、運(yùn)用可持續(xù)發(fā)展理論、環(huán)境庫(kù)茲涅茨理論、脫鉤發(fā)展理論和技術(shù)創(chuàng)新理論等理論,結(jié)合國(guó)內(nèi)外污染型企業(yè)低碳化改造的先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上展開(kāi),首先介紹了清水塘工業(yè)區(qū)污染型企業(yè)的發(fā)展概況,闡述了其進(jìn)行低碳化改造所具備的基礎(chǔ)條件及所存在的瓶頸問(wèn)題。然后,利用德?tīng)柗萍夹g(shù)構(gòu)建了低碳經(jīng)濟(jì)下清水塘工業(yè)區(qū)污染型企業(yè)低碳化改造的影響因素指標(biāo)體系,其中包括企業(yè)、政府和社會(huì)三個(gè)層面的23個(gè)影響因素,再依托ANP網(wǎng)絡(luò)層次分析法對(duì)各因素之間的相互影響關(guān)系進(jìn)行分析,建立關(guān)系矩陣作為初始矩陣,借助Super Decisions軟件分析處理數(shù)據(jù),定量地得到各指標(biāo)的權(quán)重,即各因素對(duì)低碳經(jīng)濟(jì)下清水塘工業(yè)區(qū)污染型企業(yè)低碳化改造的影響程度。 通過(guò)分析權(quán)重進(jìn)而得出結(jié)論,低碳經(jīng)濟(jì)下污染型企業(yè)的低碳化改造受到來(lái)自企業(yè)、政府和社會(huì)三個(gè)層面不同程度的影響,本文從政府、企業(yè)、社會(huì)三方面入手,對(duì)污染型企業(yè)低碳化改造途徑進(jìn)行探討,提出在低碳經(jīng)濟(jì)背景下清水塘工業(yè)區(qū)污染型企業(yè)進(jìn)行低碳化改造的建議:政府的科學(xué)引導(dǎo)、社會(huì)公眾的監(jiān)督是污染型企業(yè)低碳化改造的重要外部條件;企業(yè)自身的不斷提高是其低碳化改造的內(nèi)因,企業(yè)應(yīng)構(gòu)建低碳文化,將低碳意識(shí)融入到生產(chǎn)、管理的各個(gè)方面,不斷提升企業(yè)的低碳競(jìng)爭(zhēng)力。最后文章從體制機(jī)制、組織機(jī)構(gòu)、技術(shù)人才、法律法規(guī)等方面建立了清水塘工業(yè)區(qū)污染型企業(yè)低碳化改造的保障體系。
[Abstract]:With the continuous expansion of the world population and the acceleration of economic development, the excessive exploitation and irrational use of resources in human society have led to the continuous increase of carbon emissions. Global warming has seriously affected the survival and development of human beings. Coping with climate change has become a major challenge to the world. With the arrival of low-carbon economy, more and more scholars and enterprises begin to think about the profound impact of low-carbon economy on the sustainable development of enterprises. Enterprises are not only the main creators of GDP of social wealth, but also the main destroyers and polluters of ecology and environment. Therefore, while seeking to maximize their own profits, enterprises should constantly transform and upgrade themselves. To minimize the consumption of resources, reduce waste emissions, and strive to build "resource-saving and environment-friendly" ecological enterprises. The management of pollution enterprises in Zhuzhou Qingshuitang Industrial Zone has caused huge energy consumption and serious environmental damage, which deviates from the concept of low carbon economy and sustainable development. In the face of the demand of low-carbon economy development, the author devotes himself to the study of low-carbon transformation of pollution-type enterprises in Qingshuitang Industrial Zone of Zhuzhou City. This paper refers to a large number of relevant documents at home and abroad, applies the theory of sustainable development and environmental Kuznets theory. Based on the theory of decoupling development and the theory of technological innovation, combined with the advanced experience of low-carbon transformation of pollution-type enterprises at home and abroad, the development of pollution-type enterprises in Qingshui Reservoir Industrial Zone is introduced. The basic conditions and bottleneck problems of low-carbonization reconstruction are described. Then, using Delphi technology to construct the index system of influencing factors of low carbonization transformation of pollution-type enterprises in Qingshui Reservoir Industrial Zone under low carbon economy, which includes 23 influencing factors in three levels: enterprise, government and society. Based on the analytic hierarchy process (AHP) of ANP network, the relationship matrix is established as the initial matrix, and the weight of each index is obtained quantitatively by analyzing and processing the data with the help of Super decisions software. That is, the influence of various factors on the low carbonization transformation of pollution-type enterprises in clear reservoir industrial area under low carbon economy. By analyzing the weight, the paper draws a conclusion that the low-carbon transformation of pollution-type enterprises under low-carbon economy is influenced by different degrees from three levels: enterprise, government and society. This paper starts with three aspects: government, enterprise and society. This paper probes into the ways of low-carbon transformation of pollution-type enterprises, and puts forward some suggestions for low-carbon transformation of pollution-type enterprises in clear reservoir industrial areas under the background of low-carbon economy: the scientific guidance of the government, The supervision of the public is an important external condition for the low-carbon transformation of the pollution-type enterprises, and the continuous improvement of the enterprises themselves is the internal cause of the low-carbon transformation. Enterprises should build a low-carbon culture and integrate the low-carbon consciousness into all aspects of production and management. Continuously improve the low-carbon competitiveness of enterprises. Finally, the paper establishes the guarantee system of low-carbon transformation of pollution-type enterprises in Qingshui Reservoir Industrial Zone from the aspects of institutional mechanism, organization, technical personnel, laws and regulations, etc.
