【摘要】：21世紀(jì),在經(jīng)濟(jì)全球化的大背景下,區(qū)域一體化浪潮正席卷世界。歐盟和北美自由貿(mào)易區(qū)已取得了巨大的成功,這無(wú)疑刺激了近年來(lái)經(jīng)濟(jì)最為活躍的東亞地區(qū)。東亞各國(guó)在全球化和區(qū)域化的背景下開(kāi)始不斷尋求東亞地區(qū)的一體化發(fā)展路徑。但是,東亞地區(qū)歷史遺留問(wèn)題較為復(fù)雜不易解決；社會(huì)政治制度、經(jīng)濟(jì)發(fā)展水平、文化信仰等方面存在著明顯差異。從東亞一體化的提法出現(xiàn)至今,一體化的發(fā)展仍處于初級(jí)階段,其中絕大部分原因都來(lái)自于政治方面。正確認(rèn)識(shí)和全面把握東亞一體化的政治影響因素,是推進(jìn)東亞一體化的必要前提和基礎(chǔ)。 本文首先對(duì)東亞一體化的概念做了理論解讀,梳理了東亞一體化的發(fā)展歷程以及進(jìn)入21世紀(jì)以后的發(fā)展現(xiàn)狀。通過(guò)現(xiàn)狀和問(wèn)題的分析,表明現(xiàn)在的東亞一體化進(jìn)程明顯慢于世界其他地區(qū)的合作進(jìn)程,進(jìn)而讓我們不得不反思,東亞一體化究竟存在區(qū)別于世界其他地區(qū)一體化的哪些因素。所以第二部分本文著重分析了阻礙東亞一體化發(fā)展的政治因素。筆者認(rèn)為,影響東亞一體化進(jìn)程的眾多復(fù)雜因素中,政治因素當(dāng)屬核心問(wèn)題。東亞區(qū)域內(nèi)的政治影響因素也相較歐洲和北美要復(fù)雜很多。第二部分中主要從冷戰(zhàn)遺留問(wèn)題、政治分歧、主導(dǎo)權(quán)問(wèn)題以及美國(guó)因素四個(gè)方面分析。通過(guò)分析可以得出目前東亞地區(qū)內(nèi)的部分政治問(wèn)題仍然不可調(diào)和,東亞一體化如不能妥善處理政治因素,其進(jìn)程將舉步維艱。于是本文第三部分探討了應(yīng)對(duì)東亞一體化困境的政策。包括正視歷史,加強(qiáng)對(duì)話；促進(jìn)政治互信,培育東亞認(rèn)同;深化機(jī)制改革；妥善處理美國(guó)因素。東亞一體化過(guò)程中,雖然政治問(wèn)題成為主要障礙,但我們?nèi)匀粦?yīng)保持樂(lè)觀心態(tài),要確信東亞一體化進(jìn)程只要開(kāi)始,便不會(huì)停止。探索東亞一體化的組織建設(shè)之路任重而道遠(yuǎn)。 筆者相信只有深刻剖析東亞一體化的阻礙因素,才能從根本上解決其動(dòng)力問(wèn)題。東亞一體化符合東亞各國(guó)的國(guó)家利益和人民愿望。雖然困難重重,但只要確立東亞一體化目標(biāo),通過(guò)對(duì)話解決各國(guó)的政治經(jīng)濟(jì)文化分歧,建立長(zhǎng)效的東亞一體化機(jī)制,東亞一體化一定會(huì)不斷進(jìn)步發(fā)展下去。
[Abstract]:In the 21st century, under the background of economic globalization, the tide of regional integration is sweeping the world. The European Union and the North American Free Trade area (NAFTA) have achieved great success, which has undoubtedly spurred East Asia, where the economy has been most dynamic in recent years. Under the background of globalization and regionalization, East Asian countries began to seek the integration path of East Asia. However, the problems left over from history in East Asia are complicated and difficult to solve, and there are obvious differences in social and political system, economic development level, cultural belief and so on. Since the emergence of East Asian integration, the development of integration is still in the initial stage, most of the reasons come from the political aspect. Correctly understanding and comprehensively grasping the political influence factors of East Asian integration is the necessary premise and foundation to promote East Asian integration. Firstly, this paper makes a theoretical interpretation of the concept of East Asian Integration. Combing the development of East Asian integration and the current situation after entering the 21 st century. Through the analysis of the present situation and problems, it shows that the process of East Asian integration is obviously slower than the process of cooperation in other parts of the world, and then we have to reflect on what factors are different from the integration of other regions of the world in East Asian integration. So the second part focuses on the political factors that hinder the development of East Asian integration. The author thinks that among the many complicated factors influencing the process of East Asian integration, the political factor is the core issue. Political influence in East Asia is also much more complex than in Europe and North America. The second part mainly analyzes the problems left over by the Cold War, political differences, dominance and American factors. Through analysis, we can conclude that some political problems in East Asia are still irreconcilable, and if East Asian integration can not properly deal with political factors, its process will be difficult. The third part of this paper discusses the policies to deal with the dilemma of East Asian integration. These include facing history, strengthening dialogue, promoting political mutual trust, fostering East Asian identity, deepening institutional reform, and properly handling the American factor. In the process of East Asian integration, although the political problems have become the main obstacle, we should remain optimistic and make sure that the process of East Asian integration will not stop as long as it begins. The author believes that only by deeply analyzing the obstructing factors of East Asian integration can the motive force be solved fundamentally. East Asian integration conforms to the national interests of East Asian countries and the aspirations of the people. Although there are many difficulties, as long as the goal of East Asian integration is established, the political, economic and cultural differences of various countries can be resolved through dialogue, and a long-term mechanism of East Asian integration is established, East Asian integration will surely continue to progress and develop.
