【摘要】：文章在一個(gè)內(nèi)生增長框架下,考察了雙重委托-代理關(guān)系下政府部門間的財(cái)政分權(quán)對經(jīng)濟(jì)增長的影響。通過對內(nèi)生財(cái)政分權(quán)與經(jīng)濟(jì)增長之間的轉(zhuǎn)型動態(tài)分析,揭示了多重均衡的存在,這與各國財(cái)政分權(quán)實(shí)證研究中所發(fā)現(xiàn)的不一致的事實(shí)互為應(yīng)證。說明財(cái)政分權(quán)與經(jīng)濟(jì)增長之間并非簡單的線性關(guān)系,而應(yīng)考慮不同層級政府支出對產(chǎn)出的貢獻(xiàn)度來選擇何時(shí)的財(cái)政分權(quán)度。同時(shí)為發(fā)展中國家(低產(chǎn)出國家)既存在高分權(quán)也存在高集權(quán)的現(xiàn)象提供了一種較為合理的解釋。
[Abstract]:Under the framework of endogenous growth, this paper examines the influence of fiscal decentralization among government departments on economic growth under the dual principal-agent relationship. Through the dynamic analysis of the transition between endogenous fiscal decentralization and economic growth, this paper reveals the existence of multiple equilibrium, which can be proved by the inconsistent facts found in the empirical study of fiscal decentralization in various countries. It shows that the relationship between fiscal decentralization and economic growth is not a simple linear relationship, but should consider the contribution of different levels of government expenditure to output to choose when fiscal decentralization. At the same time, it provides a reasonable explanation for the phenomenon of high decentralization and high centralization in developing countries (low output countries).
