【摘要】：隨著經濟全球化的深入發(fā)展,標準的競爭已上升到戰(zhàn)略高度。20世紀90年代后期,特別是進入21世紀以后,發(fā)達國家紛紛制定各自標準化戰(zhàn)略,以應對經濟全球化對自身帶來的影響,我國也相應地開展了一系列的標準化戰(zhàn)略活動。標準化對內可以保證產品質量、促進技術發(fā)展；對外促進國際貿易和應對技術壁壘。所以,技術標準戰(zhàn)略作為一種措施、一種方法和手段,首先要為產業(yè)發(fā)展服務。本文正是從這個角度出發(fā),研究促進產業(yè)轉型升級的技術標準戰(zhàn)略。 本文分六章對產業(yè)轉型升級技術標準戰(zhàn)略作出為較為全面的闡述分析。第一章緒論部分,主要介紹了轉型升級期技術標準戰(zhàn)略的作用及對策研究問題的提出,國內外理論研究的成果總結以及發(fā)展趨勢。第二章論述了產業(yè)轉型升級與技術標準戰(zhàn)略的一般理論。根據(jù)全球價值鏈理論分析了產業(yè)的轉型升級,介紹了標準化概念、分類、原理和戰(zhàn)略等基本理論內容,從而找出了技術標準與產業(yè)轉型升級之間的內在關系及作用機理,為運用標準化手段促進產業(yè)的轉型升級打下了基礎。第三章介紹了國內外技術標準戰(zhàn)略的現(xiàn)狀、特點和實施效果。第四章運用PEST分析和SWOT分析方法對產業(yè)轉型升級背景下廣東省實施技術標準戰(zhàn)略的實施情況進行了系統(tǒng)的闡述。第五章是針對廣東省目前技術標準戰(zhàn)略的現(xiàn)狀,提出了產業(yè)轉型升級背景下廣東省實施技術標準戰(zhàn)略的定位和實施措施,并以LED標準化工作作為案例,總結了廣東省標準化研究院在實施技術標準戰(zhàn)略的實踐。 通過上述理論與實踐相結合的分析研究,本文認為,在產業(yè)升級過程中,我們應當充分重視標準化的作用,著力制定標準戰(zhàn)略并貫徹實施,由目前標準的“從屬者”和“遵守者”的地位,通過對先進技術標準的繼承和創(chuàng)新,發(fā)展出更先進、更適應市場的技術標準,成為新標準的制訂者,掌握標準話語權,實現(xiàn)“技術專利化,專利標準化,標準全球化”的道路,實現(xiàn)產業(yè)升級的目標。
[Abstract]:With the deepening of economic globalization, the standard competition has risen to the strategic height of the late.20 century in the late 90s. Especially after the twenty-first Century, developed countries have formulated their respective standardization strategies to cope with the impact of economic globalization on themselves. China has also carried out a series of standardized strategic activities. It can guarantee the quality of the products, promote the development of technology, promote international trade and deal with the technical barriers to the outside world. So, as a measure, the technology standard strategy is a method and means to serve the industrial development first. This article is from this point of view, to study the technical standard strategy to promote the industrial transformation and upgrading.
This article is divided into six chapters to make a more comprehensive exposition and Analysis on the technical standard strategy of industrial transformation and upgrading. The first chapter is the introduction part, which mainly introduces the role of the technical standard strategy in the period of transformation and upgrading, the proposal of the countermeasures research, the summary of the achievements of theoretical research at home and abroad and the trend of development. The second chapter discusses the upgrading of industrial transformation and the technology. According to the theory of global value chain, the transformation and upgrading of industry is analyzed, and the basic theoretical contents of standardization concept, classification, principle and strategy are introduced, and the internal relationship and mechanism between technical standards and industrial transformation and upgrading are found out, and the promotion of industrial transformation and upgrading by using standardized means is made. The third chapter introduces the status of technical standard strategy at home and abroad, the characteristics and implementation effect. The fourth chapter systematically expounds the implementation of the implementation of technical standard strategy in Guangdong Province under the background of industrial transformation and upgrading in the context of PEST analysis and SWOT analysis. The fifth chapter is the status of the current technical standard strategy of Guangdong province. This paper puts forward the positioning and implementation measures of the implementation of technical standard strategy in Guangdong Province under the background of industrial transformation and upgrading, and takes the LED standardization work as a case, and summarizes the practice of the implementation of technical standard strategy in Guangdong Standardization Research Institute.
Through the analysis and study of the above theory and practice, we think that in the process of industrial upgrading, we should pay full attention to the role of standardization, make efforts to formulate standard strategy and implement it, and develop the status of "subordinates" and "compliance" by the current standard, and develop more advanced by the inheritance and innovation of advanced technical standards. More adapt to the technical standards of the market, become the maker of the new standard, master the standard of discourse, realize the road of "technology patent, patent standardization, standard globalization", and realize the goal of industrial upgrading.
