【摘要】:交通運(yùn)輸業(yè)在我國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展中起著重要作用,是經(jīng)濟(jì)和社會(huì)發(fā)展的基礎(chǔ),它能夠保障國(guó)民經(jīng)濟(jì)各產(chǎn)業(yè)部門(mén)正常運(yùn)轉(zhuǎn),同時(shí)也是高效率現(xiàn)代社會(huì)化大生產(chǎn)的重要先決條件。水路運(yùn)輸具有其特有的技術(shù)經(jīng)濟(jì)特點(diǎn)和鮮明的產(chǎn)業(yè)特性,是綜合運(yùn)輸體系中非常重要的組成部分的,對(duì)我國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展起到了較為有力的支撐保障。水路運(yùn)輸業(yè)的發(fā)展使得我國(guó)綜合交通運(yùn)輸體系得到了完善協(xié)調(diào),促進(jìn)了國(guó)民經(jīng)濟(jì)快速、健康、持續(xù)發(fā)展,在國(guó)民經(jīng)濟(jì)運(yùn)行中的生產(chǎn)、流通、消費(fèi)等環(huán)節(jié)起到了重要作用,其影響是廣泛而深遠(yuǎn)的,對(duì)于我國(guó)經(jīng)濟(jì)建設(shè)各方面的順利進(jìn)行有著重要意義。 我國(guó)水路運(yùn)輸事業(yè)在改革開(kāi)放以來(lái)取得了較大發(fā)展,為國(guó)民經(jīng)濟(jì)的發(fā)展做出了重要貢獻(xiàn)。水路運(yùn)輸行業(yè)是基礎(chǔ)產(chǎn)業(yè),是為整個(gè)社會(huì)服務(wù)的,其投資效益主要表現(xiàn)為國(guó)民經(jīng)濟(jì)效益和社會(huì)效益。 但是長(zhǎng)期以來(lái),我國(guó)學(xué)者大多對(duì)水路運(yùn)輸行業(yè)對(duì)國(guó)民經(jīng)濟(jì)影響方面的研究重視程度不夠,與此有關(guān)的研究相對(duì)較少。因此,本文把水路運(yùn)輸行業(yè)對(duì)國(guó)民經(jīng)濟(jì)的影響以及測(cè)算作為研究重點(diǎn),具有較為重要的理論意義和現(xiàn)實(shí)意義。 本文從社會(huì)效益和經(jīng)濟(jì)效益兩個(gè)方面分別進(jìn)行了閘述論證,對(duì)水路運(yùn)輸業(yè)對(duì)國(guó)民經(jīng)濟(jì)各方面的影響進(jìn)行了較為系統(tǒng)地總結(jié)分析。社會(huì)效益采用了定性分析方法,對(duì)水路運(yùn)輸行業(yè)在促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展、產(chǎn)業(yè)布局、主要貨物運(yùn)輸主通道建設(shè)以及環(huán)保、節(jié)能等方面的地位和作用進(jìn)行了分析研究,閘述了其社會(huì)效益。國(guó)民經(jīng)濟(jì)評(píng)價(jià)是按照資源配置合理的原則,從國(guó)家角度研究該項(xiàng)目在經(jīng)濟(jì)上的可行性。根據(jù)項(xiàng)目所在地區(qū)的社會(huì)經(jīng)濟(jì)、自然狀況、交通運(yùn)輸、產(chǎn)業(yè)布局以及發(fā)展規(guī)劃等進(jìn)行綜合分析研究,計(jì)算項(xiàng)目在評(píng)價(jià)期內(nèi)可能發(fā)生的國(guó)民經(jīng)濟(jì)費(fèi)用和效益,分析論證項(xiàng)目建設(shè)的可行性和經(jīng)濟(jì)合理性。在國(guó)民經(jīng)濟(jì)評(píng)價(jià)中則采用了費(fèi)用、效益分析方法,計(jì)算出了港口等水運(yùn)建設(shè)項(xiàng)目中,國(guó)民經(jīng)濟(jì)為建設(shè)項(xiàng)目付出的全部代價(jià)即費(fèi)用,以及建設(shè)項(xiàng)目為國(guó)民經(jīng)濟(jì)所做的貢獻(xiàn)即效益。在項(xiàng)目的效益和費(fèi)用計(jì)算中,遵循費(fèi)用和效益對(duì)應(yīng)一致的原則、可比原則和“有項(xiàng)目”與“無(wú)項(xiàng)目”對(duì)比的原則。效益和費(fèi)用的計(jì)算均采用影子價(jià)格。論文以山東省京杭運(yùn)河某復(fù)線船閘工程為例,采用“有-無(wú)”對(duì)比方法,對(duì)有項(xiàng)目和無(wú)項(xiàng)目情況下發(fā)生的費(fèi)用和效益分別進(jìn)行了對(duì)比分析,計(jì)算中對(duì)項(xiàng)目費(fèi)用和效益采用相同口徑進(jìn)行計(jì)量。 從研究結(jié)果可以看出,水路運(yùn)輸項(xiàng)目產(chǎn)生的社會(huì)效益和經(jīng)濟(jì)效益是巨大的,對(duì)于經(jīng)濟(jì)增長(zhǎng)起到了促進(jìn)作用,增加了勞動(dòng)力就業(yè),為經(jīng)濟(jì)社會(huì)發(fā)展做出了重要貢獻(xiàn)。水路運(yùn)輸行業(yè)在發(fā)展的同時(shí),也對(duì)其他相關(guān)產(chǎn)業(yè)產(chǎn)生很大的拉動(dòng)作用,促進(jìn)了相關(guān)產(chǎn)業(yè)發(fā)展。水路運(yùn)輸業(yè)的發(fā)展對(duì)于國(guó)民經(jīng)濟(jì)的發(fā)展起到了巨大的支撐作用。 對(duì)水路運(yùn)輸項(xiàng)目應(yīng)該進(jìn)行重點(diǎn)扶持和發(fā)展,項(xiàng)目的建設(shè)對(duì)于改善項(xiàng)目影響區(qū)的交通運(yùn)輸條件,改善項(xiàng)目影響區(qū)的經(jīng)濟(jì)、社會(huì)和自然環(huán)境,創(chuàng)造就業(yè)機(jī)會(huì)和促進(jìn)腹地經(jīng)濟(jì)發(fā)展均具有重要意義。要充分發(fā)揮水路運(yùn)輸業(yè)的特點(diǎn)和優(yōu)勢(shì),把它作為交通運(yùn)輸業(yè)的發(fā)展重點(diǎn)。
[Abstract]:Transportation industry plays an important role in the national economy and social development. It is the basis of economic and social development. It can guarantee the normal operation of all sectors of the national economy. At the same time, it is also an important prerequisite for high efficiency and modern socialized production. Water transportation has its unique technical and economic characteristics and distinctive industrial characteristics. Nature, which is a very important part of the comprehensive transportation system, has played a strong support for the economic and social development of our country. The development of the waterway transportation industry has made the comprehensive transportation system in our country perfect coordination, and promoted the rapid, healthy and sustainable development of the national economy, and the production and circulation of the national economy. Consumption and other sectors played an important role, its impact is extensive and far-reaching, and is of great significance for the smooth progress of China's economic construction.
Water transportation in China has made great progress since the reform and opening up. It has made important contributions to the development of the national economy. The waterway transportation industry is the basic industry and serves the whole society. Its investment benefit is mainly reflected in the economic and social benefits of the national economy.
But for a long time, most scholars in China have not paid much attention to the research on the influence of the water transportation industry on the national economy, and the research related to this is relatively small. Therefore, this paper has a more important theoretical and practical significance to the influence and calculation of the waterway transportation industry to the national economy.
From the two aspects of social and economic benefits, this paper has carried out the argumentation about the impact of the water road transport industry on all aspects of the national economy. The social benefit adopts the qualitative analysis method, and the construction of the waterway transportation industry in promoting regional economic development, industrial layout and main transportation main channel construction. The status and function of environmental protection, energy saving and other aspects are analyzed and studied, and the social benefits are described. The national economic evaluation is based on the principle of rational allocation of resources. The economic feasibility of the project is studied from the national point of view. According to the social economy, self condition, transportation, industrial layout and development planning of the area of the project Through comprehensive analysis and research, we calculate the possible national economic costs and benefits that may occur during the evaluation period, analyze and demonstrate the feasibility and economic rationality of the project construction. In the national economic evaluation, the cost and benefit analysis method are adopted, and the national economy is given to the construction projects in the port and other water transportation projects. In the project benefit and cost calculation, it follows the principle that the cost and benefit correspond to the same principle, the principle of comparison between the principle and the "project" and the "no project". The calculation of the benefit and the cost of the project adopts the shadow price. The paper is based on the Beijing Hangzhou canal of Shandong province. As an example of a double line ship lock project, the cost and benefit of the project and non project are compared and analyzed with the "no" comparison method. The same calibre is used to measure the cost and benefit of the project.
From the result of the study, it can be seen that the social and economic benefits of the waterway transportation project are huge, which have promoted the economic growth, increased the employment of the labor force and made an important contribution to the economic and social development. At the same time, the waterway transportation industry also has a great pull on other related industries, and promotes the development of the water transportation industry. The development of the related industries has greatly supported the development of the national economy.
It is important to support and develop water transportation projects. The construction of the project is of great significance to improving the traffic and transportation conditions in the affected areas, improving the economic, social and natural environment, creating employment opportunities and promoting the development of the hinterland economy.
