【摘要】：有關(guān)影響經(jīng)濟(jì)增長(zhǎng)因素的研究一直以來(lái)是國(guó)內(nèi)外經(jīng)濟(jì)學(xué)家們積極探索的領(lǐng)域。研究表明,一個(gè)國(guó)家或地區(qū)的經(jīng)濟(jì)增長(zhǎng)不僅有賴于這個(gè)地區(qū)的物質(zhì)資本投資,而且還會(huì)受到人力資本投資的影響,在知識(shí)經(jīng)濟(jì)時(shí)代,后者的影響會(huì)更深遠(yuǎn)。所以,一個(gè)國(guó)家或地區(qū)若要通過(guò)集約型的經(jīng)濟(jì)增長(zhǎng)模式實(shí)現(xiàn)該地區(qū)的持續(xù)發(fā)展,就必須強(qiáng)調(diào)人力資本的有效投資與合理利用。那么,地處青藏高原的安多藏區(qū),其人力資本狀況如何?人力資本投資對(duì)其經(jīng)濟(jì)增長(zhǎng)是否有影響?貢獻(xiàn)有多大?人力資本投資是否真正推動(dòng)了該地區(qū)的經(jīng)濟(jì)增長(zhǎng)?這些問(wèn)題到目前為止還未曾有人研究。因此,本文從安多藏區(qū)的實(shí)際出發(fā),借助于相關(guān)年鑒及當(dāng)?shù)亟y(tǒng)計(jì)資料,分析了安多藏區(qū)的經(jīng)濟(jì)增長(zhǎng)水平,從教育、在職培訓(xùn)、衛(wèi)生保健和勞動(dòng)力遷移等四個(gè)方面考察和分析了安多藏區(qū)34個(gè)樣本縣及縣級(jí)市人力資本投資的現(xiàn)狀,并以青海為例,搜集和整理了1990-2011共22年的樣本數(shù)據(jù),運(yùn)用Eviews統(tǒng)計(jì)軟件,以改進(jìn)了的柯布—道格拉斯函數(shù)進(jìn)行了實(shí)證研究。研究結(jié)果顯示,在安多藏區(qū)22年的經(jīng)濟(jì)增長(zhǎng)過(guò)程中,物質(zhì)資本投資對(duì)經(jīng)濟(jì)增長(zhǎng)的影響遠(yuǎn)遠(yuǎn)大于人力資本投資對(duì)經(jīng)濟(jì)增長(zhǎng)的影響,安多藏區(qū)人力資本投資對(duì)該地區(qū)經(jīng)濟(jì)增長(zhǎng)雖然發(fā)揮了積極作用,但其影響并不顯著。據(jù)此,文章最后分析了導(dǎo)致安多藏區(qū)人力資本投資對(duì)經(jīng)濟(jì)增長(zhǎng)影響不顯著的原因,并提出了以人力資本推動(dòng)安多藏區(qū)經(jīng)濟(jì)持續(xù)增長(zhǎng)的對(duì)策建議。
[Abstract]:The research on the factors affecting economic growth has been an active field for economists at home and abroad. The study shows that the economic growth of a country or region depends not only on the investment in material capital in this region, but also by the investment of human capital. In the era of knowledge economy, the latter will be more far-reaching. In order to realize the sustainable development of the region by intensive economic growth mode, it is necessary to emphasize the effective investment and rational use of human capital. Then, how is the human capital situation in the Tibetan Plateau of the Qinghai Tibet plateau? How does human capital investment have an impact on its economic growth? How much manpower is contributed to it? Does capital investment really promote economic growth in this region? These problems have not been studied so far. Therefore, this paper analyzes the economic growth level in Ando Tibetan area from the reality of Ando Tibetan area, with the help of relevant yearbooks and local statistical data, from education, in-service training, health care and labor migration, and so on. Four The present situation of human capital investment in 34 sample counties and county-level cities in Ando Tibetan area was investigated and analyzed. Taking Qinghai as an example, the sample data of 1990-2011 for 22 years was collected and arranged. The improved Kolk Bbu Douglas function was studied by using the statistical software of Eviews. The results showed that the economy of 22 years in the Tibetan area was 22 years. In the process of growth, the impact of material capital investment on economic growth is far greater than the impact of human capital investment on economic growth. Although human capital investment in Ando Tibetan area has played an active role in the economic growth of the region, its impact is not significant. The reasons for this effect are not obvious, and puts forward some countermeasures and suggestions to promote sustainable economic growth in Ando Tibetan area with human capital.
