【摘要】：改革開放以來,中國(guó)地方政府在國(guó)家權(quán)力下放和中央開放政策的鼓勵(lì)下,為促進(jìn)地方社會(huì)經(jīng)濟(jì)發(fā)展,大力實(shí)施國(guó)際化發(fā)展戰(zhàn)略,對(duì)外交流的規(guī)模、水平、渠道和方式都得到了前所未有的發(fā)展。然而,區(qū)級(jí)地方政府作為更低一層的次國(guó)家政府,在現(xiàn)實(shí)中數(shù)量眾多,但其國(guó)際行為的戰(zhàn)略與實(shí)施仍然是次國(guó)家政府國(guó)際行為研究中一個(gè)較少涉及的領(lǐng)域。閔行區(qū)的國(guó)際化發(fā)展歷程具有一定的代表性,對(duì)于反映我國(guó)區(qū)級(jí)地方政府成功開展國(guó)際化戰(zhàn)略管理具有典型意義。本論文主要運(yùn)用次國(guó)家政府國(guó)際行為理論和公共部門戰(zhàn)略管理理論,通過分析閔行區(qū)在過去20年的國(guó)際化戰(zhàn)略與實(shí)施的實(shí)踐,研究我國(guó)改革開放后區(qū)級(jí)地方政府是如何去認(rèn)識(shí)、適應(yīng)和利用正在塑造全球經(jīng)濟(jì)的各種力量,制定創(chuàng)造性的國(guó)際化戰(zhàn)略,如何加以實(shí)施,并根據(jù)形勢(shì)的發(fā)展進(jìn)行變革,促進(jìn)本地的經(jīng)濟(jì)社會(huì)發(fā)展。本文首先對(duì)閔行區(qū)1993年至今的國(guó)際化戰(zhàn)略規(guī)劃和實(shí)施分階段進(jìn)行了梳理和歸納;然后,通過對(duì)次國(guó)家政府國(guó)際行為和公共部門戰(zhàn)略管理理論的分析,得出了如下結(jié)論：地方國(guó)際化發(fā)展緊跟全球化的趨勢(shì),依托央地之間的良性互動(dòng),需要地方準(zhǔn)確分析內(nèi)外部環(huán)境,制定合理的戰(zhàn)略規(guī)劃并有效組織實(shí)施和績(jī)效評(píng)估,同時(shí)隨著形勢(shì)的變化,地方政府還需要不斷優(yōu)化升級(jí)國(guó)際化戰(zhàn)略。
[Abstract]:Since the reform and opening up, with the encouragement of the state decentralization and the central opening policy, local governments in China have vigorously implemented the international development strategy and the scale and level of foreign exchanges in order to promote local social and economic development. Channels and ways have been unprecedented development. However, as a sub-national government at a lower level, the regional local government has a large number in reality, but the strategy and implementation of its international behavior is still a less involved field in the study of international behavior of sub-national government. The internationalization development course of Minhang District has certain representativeness, which is of typical significance to reflect the successful development of internationalization strategic management by local governments at the district level in our country. This paper mainly uses the international behavior theory of sub-national government and the theory of public sector strategic management, through analyzing the internationalization strategy and practice of Minhang District in the past 20 years, the author studies how the local government at the district level know how to realize the reform and opening up of our country after the reform and opening to the outside world. Adapting and utilizing all kinds of forces that are shaping the global economy, formulating creative internationalization strategy, how to implement it, and making changes according to the development of the situation to promote the local economic and social development. In this paper, the international strategic planning and implementation of Minhang District from 1993 to present are summarized in stages, and then, through the analysis of international behavior and public sector strategic management theory of sub-national governments, The conclusions are as follows: the development of local internationalization closely follows the trend of globalization, relying on the positive interaction between central and central areas, it needs to accurately analyze the internal and external environment, formulate reasonable strategic planning, and effectively organize implementation and performance evaluation. At the same time, with the change of the situation, local governments also need to optimize and upgrade the internationalization strategy.
