【摘要】：近年來,隨著經(jīng)濟的快速發(fā)展,消費活動帶來的環(huán)境污染越來越嚴(yán)重,人們在消費活動中產(chǎn)生的面源污染問題已經(jīng)成為環(huán)境管理面臨的新挑戰(zhàn)。上世紀(jì)90年代之后,消費領(lǐng)域內(nèi)的環(huán)境問題開始越來越多的受到人們的關(guān)注,針對消費領(lǐng)域內(nèi)的環(huán)境問題,各國家和地區(qū)紛紛制定了相關(guān)的環(huán)境政策。 但由于消費領(lǐng)域內(nèi)的環(huán)境政策仍然處于起步階段,無論是政府部門還是學(xué)術(shù)機構(gòu),對于該領(lǐng)域的研究和實踐還相對缺乏,僅有的研究也大部分集中在某幾個政策的專題研究中,彼此間缺少聯(lián)系和借鑒,研究結(jié)果對該領(lǐng)域其他政策的制定和優(yōu)化的指導(dǎo)意義有限。在此背景下,本文將研究視野投向整個消費領(lǐng)域,將消費領(lǐng)域的環(huán)境政策作為一個整體加以系統(tǒng)研究,以探討對于該領(lǐng)域政策有效性具有普遍重要影響的因素,從而對今后其他消費領(lǐng)域環(huán)境政策的制定提供借鑒。 本文中,首先梳理了國內(nèi)外消費領(lǐng)域內(nèi)大部分環(huán)境政策,對各種典型的該領(lǐng)域政策在制定和實施全過程中的情況進(jìn)行梳理和分析,并對比國內(nèi)外消費領(lǐng)域內(nèi),有效、部分有效、無效的環(huán)境政策在制定和執(zhí)行的過程中考慮的各項因素,找到對消費領(lǐng)域環(huán)境政策有效性具有重要影響的因素。進(jìn)一步地,對相似政策在不同國家和地區(qū)制定和施行情況進(jìn)行對比,獲取在排除政策本底異質(zhì)性后,同一政策在不同地區(qū)施行過程中導(dǎo)致其有效性有所不同的更為關(guān)鍵的因素。最后將我國該領(lǐng)域不同政策執(zhí)行的情況進(jìn)行對比,研究我國該領(lǐng)域政策制定特點。 同時,為對政策有效性及其影響因素進(jìn)行進(jìn)一步分析驗證,本文利用對上海市限塑令實施前后居民生活垃圾中垃圾袋的數(shù)據(jù)采集和分析獲得的結(jié)果,以定量和定性相結(jié)合的方式進(jìn)行了個案的實證分析。
[Abstract]:In recent years, with the rapid development of economy, environmental pollution caused by consumption activities is becoming more and more serious. The problem of non-point source pollution produced by people in consumption activities has become a new challenge to environmental management. Since 1990s, more and more attention has been paid to the environmental problems in the field of consumption. In view of the environmental problems in the field of consumption, various countries and regions have formulated related environmental policies. However, as the environmental policy in the field of consumption is still in its infancy, the research and practice in this field is still relatively lacking, whether in government departments or academic institutions, and most of the only studies are concentrated in the thematic studies of certain policies. The research results are of limited significance for the formulation and optimization of other policies in this field. In this context, this paper focuses on the whole field of consumption, and systematically studies the environmental policy in the field of consumption as a whole, in order to explore the factors that have a general and important impact on the effectiveness of the policy in this field. In order to provide reference for the formulation of environmental policy in other areas of consumption in the future. In this paper, the author firstly combs most of the environmental policies in the field of domestic and foreign consumption, combs and analyzes the situation of various typical policies in this field in the whole process of formulation and implementation, and compares the domestic and foreign consumption fields, which are effective and partial effective. The factors considered in the formulation and implementation of ineffective environmental policies are found to have an important impact on the effectiveness of environmental policies in the field of consumption. Furthermore, by comparing the formulation and implementation of similar policies in different countries and regions, the more critical factors leading to the different effectiveness of the same policy in different regions are obtained after the policy background heterogeneity is excluded. Finally, the different policy implementation in this field is compared, and the characteristics of policy making in this field are studied. At the same time, in order to further analyze and verify the effectiveness of the policy and its influencing factors, this paper makes use of the data collection and analysis of the garbage bags in the household solid waste before and after the implementation of the Shanghai limiter. The empirical analysis is carried out by combining quantitative and qualitative methods.
