【摘要】：經(jīng)濟(jì)的快速、穩(wěn)定、健康發(fā)展絕不離開合理的產(chǎn)業(yè)結(jié)構(gòu)，產(chǎn)業(yè)結(jié)構(gòu)的不斷改善促進(jìn)經(jīng)濟(jì)的快速發(fā)展。產(chǎn)業(yè)結(jié)構(gòu)的這種改善建立在詳細(xì)的，合情合理的分析研究上。本文在大量的文獻(xiàn)查閱和調(diào)查的基礎(chǔ)上，對(duì)烏魯木齊產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行了理論研究和科學(xué)分析。烏魯木齊產(chǎn)業(yè)結(jié)構(gòu)的研究通過以下三種分析方法展開，即變動(dòng)度（產(chǎn)業(yè)結(jié)構(gòu)的變化程度）、偏離度（檢驗(yàn)產(chǎn)業(yè)結(jié)構(gòu)的特別有效方法之一）和偏離一份額分析法（SSA分析法）。總結(jié)出了烏魯木齊產(chǎn)業(yè)結(jié)構(gòu)中最明顯的問題。 烏魯木齊是新疆的最重要、最大的綜合性生產(chǎn)基地，是我國向西連接的通道和對(duì)外經(jīng)濟(jì)貿(mào)易的重要出口，戰(zhàn)略地位具有極大的優(yōu)勢(shì)。因此,烏魯木齊產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化和城市經(jīng)濟(jì)的快速發(fā)展對(duì)全疆、全國具有極大的重要意義。從烏魯木齊經(jīng)濟(jì)發(fā)展的現(xiàn)狀出發(fā)，應(yīng)用區(qū)域經(jīng)濟(jì)研究的相關(guān)理論和方法，對(duì)烏魯木齊的產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行了研究，且根據(jù)分析結(jié)果給出了一定的調(diào)整措施和建議。 通過對(duì)烏魯木齊產(chǎn)業(yè)結(jié)構(gòu)的分析，筆者認(rèn)為，改革開放以來烏魯木齊市的產(chǎn)業(yè)結(jié)構(gòu)面向工業(yè)化成熟階段的轉(zhuǎn)化。烏魯木齊具有“大城市,小郊區(qū)”的地區(qū)結(jié)構(gòu),也有第一產(chǎn)業(yè)發(fā)展的限制因素,因此產(chǎn)值占GDP的比重不足2%�？勺鳛樾陆恼巍⒔�(jīng)濟(jì)、文化中心,第二、第三產(chǎn)業(yè)高度聚集,社會(huì)化和工業(yè)化的程度比較高。烏魯木齊是全疆第三產(chǎn)業(yè)最發(fā)達(dá)的城市,2000年第三產(chǎn)業(yè)占GDP的比重高達(dá)61.68%，所以，要結(jié)合烏魯木齊區(qū)情進(jìn)行調(diào)整，可達(dá)到改善和提升產(chǎn)業(yè)結(jié)構(gòu)的目的。 我們以烏魯木齊目前的產(chǎn)業(yè)結(jié)構(gòu)特色為出發(fā)點(diǎn)，運(yùn)用相關(guān)的科學(xué)知識(shí)和研究方法，在本文里建立了區(qū)域主導(dǎo)產(chǎn)業(yè)評(píng)價(jià)指標(biāo)體系，利用區(qū)位熵法和實(shí)證研究，進(jìn)行各產(chǎn)業(yè)對(duì)比，篩選出烏魯木齊的主導(dǎo)產(chǎn)業(yè)。通過分析，本文篩選出以下產(chǎn)業(yè)可以作為烏魯木齊今后一段時(shí)間內(nèi)的主導(dǎo)產(chǎn)業(yè)，即交通運(yùn)輸及倉儲(chǔ)業(yè)、建筑業(yè)、批發(fā)零售業(yè)、餐飲業(yè)和其他服務(wù)業(yè)。此研究結(jié)論與烏魯木齊社會(huì)經(jīng)濟(jì)發(fā)展的基本狀況相符合，，擁有比較出色的客觀性和現(xiàn)實(shí)性。
[Abstract]:The rapid, stable and healthy development of the economy never leaves the rational industrial structure, and the continuous improvement of the industrial structure promotes the rapid development of the economy. This improvement of industrial structure is based on detailed and reasonable analysis and research. On the basis of a lot of literature review and investigation, this paper makes a theoretical study and scientific analysis on the industrial structure of Urumqi. The research on the industrial structure of Urumqi is carried out by the following three analytical methods: the degree of variation (the degree of change of industrial structure, the degree of deviation (one of the most effective methods for testing industrial structure) and the method of deviating from one share analysis method. Summed up the most obvious problems in the industrial structure of Urumqi. Urumqi is the most important and largest comprehensive production base in Xinjiang. It is the channel connecting to the west and the important export of foreign economy and trade. Therefore, the optimization of Urumqi industrial structure and the rapid development of urban economy are of great significance to the whole Xinjiang. Based on the present situation of economic development in Urumqi, this paper studies the industrial structure of Urumqi by applying the relevant theories and methods of regional economic research, and puts forward some adjustment measures and suggestions according to the analysis results. Based on the analysis of the industrial structure of Urumqi, the author thinks that the industrial structure of Urumqi has been oriented to the transformation of the mature stage of industrialization since the reform and opening up. Urumqi has the regional structure of "big city, small suburb" and the limiting factor of the development of primary industry, so the proportion of output value in GDP is less than 2%. It can be regarded as the political, economic and cultural center of Xinjiang. Second, the tertiary industry is highly concentrated, and the degree of socialization and industrialization is relatively high. Urumqi is the most developed city of the tertiary industry in Xinjiang. The proportion of tertiary industry in GDP reached 61.68 in 2000. Therefore, it is necessary to adjust the situation of Urumqi to improve and upgrade the industrial structure. Taking the current industrial structure characteristics of Urumqi as the starting point, using the relevant scientific knowledge and research methods, we have established the regional leading industry evaluation index system in this paper, using the location entropy method and empirical research, to carry on the comparison of various industries. Screen out the leading industry in Urumqi. Through analysis, the following industries can be selected as the leading industries in Urumqi for some time to come, namely, transportation and storage industry, construction industry, wholesale and retail industry, catering industry and other service industries. This conclusion accords with the basic condition of Urumqi's social and economic development, and has excellent objectivity and reality.
