【摘要】：招商引資是我國(guó)地方政府一項(xiàng)重要的經(jīng)濟(jì)活動(dòng)，它對(duì)地方的經(jīng)濟(jì)建設(shè)起到了強(qiáng)有力的推動(dòng)作用，并且深切影響著地方的經(jīng)濟(jì)社會(huì)發(fā)展。但是，隨著經(jīng)濟(jì)全球化進(jìn)程的迅速加快以及我國(guó)市場(chǎng)經(jīng)濟(jì)體制的逐步完善，這種由政府主導(dǎo)的招商引資模式也慢慢暴露出一些問(wèn)題。目前，一些地方政府的招商引資成果并不理想，這其中包含著地域、資源、產(chǎn)業(yè)基礎(chǔ)等各種復(fù)雜因素的影響，，但是一些地方政府在招商引資活動(dòng)中作出的不同選擇所產(chǎn)生結(jié)果上的差別也是值得研究的。例如，某些地方政府制定優(yōu)惠政策沒(méi)有吸引來(lái)規(guī)模大、質(zhì)量高的優(yōu)質(zhì)招商引資項(xiàng)目，并且單純?yōu)榱艘M(jìn)招商引資項(xiàng)目而濫用退稅、免稅等優(yōu)惠政策，造成了產(chǎn)業(yè)園區(qū)泛濫、盲目征用土地資源，甚至違反我國(guó)經(jīng)濟(jì)發(fā)展政策的原則和宗旨，大大阻礙了地區(qū)經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。研究探討這一系列問(wèn)題，摸索如何有效合理的開(kāi)展招商引資工作，更好的發(fā)揮地方政府招商引資活動(dòng)的積極作用，這對(duì)地方經(jīng)濟(jì)社會(huì)實(shí)現(xiàn)跨越式發(fā)展具有十分重要的意義。 本文首先較為全面的分析了我國(guó)地方政府開(kāi)展招商引資活動(dòng)中所處的外部環(huán)境情況，在招商引資工作中的地位和作用，以及招商引資活動(dòng)中的一系列轉(zhuǎn)變；總結(jié)歸納了開(kāi)封市在招商引資活動(dòng)中所出現(xiàn)的五方面問(wèn)題：招商引資認(rèn)識(shí)方面、招商引資工作舉措方面、招商引資成效方面、招商引資基礎(chǔ)工作方面、招商引資軟硬環(huán)境方面。進(jìn)而，筆者針對(duì)這五個(gè)方面的問(wèn)題，舉例闡述了招商引資活動(dòng)較為成功的地方政府的先進(jìn)經(jīng)驗(yàn)，歸納出了這些先進(jìn)經(jīng)驗(yàn)給予開(kāi)封市政府招商引資工作的啟示。在此基礎(chǔ)上，提出開(kāi)封市政府在招商引資活動(dòng)中應(yīng)做好七個(gè)方面工作：進(jìn)一步提高認(rèn)識(shí)、轉(zhuǎn)變思路；建立科學(xué)的選擇機(jī)制，突出招大引強(qiáng)；建立多樣的招商機(jī)制，突出中介、企業(yè)招商主體地位，注重產(chǎn)業(yè)鏈、產(chǎn)業(yè)集群招商；建立完善的工作機(jī)制，注重項(xiàng)目落地和項(xiàng)目包裝；建立有效的創(chuàng)新機(jī)制，注重拓寬招商領(lǐng)域；建立強(qiáng)效的監(jiān)督機(jī)制，注重招商項(xiàng)目土地集約節(jié)約利用；建立完善的投資軟環(huán)境，注重完善投資環(huán)境。
[Abstract]:Attracting investment is an important economic activity of local government in China. It has played a strong role in promoting local economic construction and deeply affects the economic and social development of the local government. However, with the rapid acceleration of the process of economic globalization and the gradual improvement of the system of market economy in China, this kind of investment is led by the government. The investment model has also gradually exposed some problems. At present, some local government investment and investment results are not ideal, which includes various complex factors such as regions, resources, industrial base and other factors, but the differences in the results made by some local governments in attracting investment activities are also worth studying. For example, In some local governments, preferential policies have not been drawn up to attract large scale and high quality investment projects, and the preferential policies such as tax rebate and tax exemption, such as tax rebate and tax exemption, have been abused solely for the introduction of investment projects, which have caused a flood of industrial parks, blind expropriation of land resources, and even violated the principles and purposes of our country's economic development policies, and greatly hindered them. The sustainable development of regional economic and social society. Research and discussion of this series of problems, explore how to effectively and reasonably carry out the investment and investment work, better play the active role of local government investment activities, which is of great significance for the local economic and social realization of the leap forward development.
This article first makes a comprehensive analysis of the external environment in China's local government in attracting investment and investment activities, the position and role of the investment and attracting investment, and a series of changes in the activities of attracting investment. To establish a perfect working mechanism, pay attention to the project landing and project packaging, establish an effective innovation mechanism, pay attention to expanding the area of investment, establish a powerful supervision mechanism, pay attention to the intensive and economical utilization of the land for investment projects, establish a perfect soft environment for investment, and pay attention to the improvement of investment environment.
