【摘要】：全球化背景下,中國(guó)在注重招商引資“引進(jìn)來(lái)”的同時(shí),中國(guó)企業(yè)“走出去”也獲得了空前的發(fā)展和巨大的進(jìn)步。特別是中國(guó)加入WTO后,對(duì)外貿(mào)易發(fā)展迅速,近年來(lái)針對(duì)中國(guó)商品的反傾銷、非關(guān)稅壁壘等貿(mào)易摩擦也日益增多,人民幣升值壓力加大。在此背景下,對(duì)外投資在一定程度上可以規(guī)避貿(mào)易摩擦,這成為中國(guó)企業(yè)新的選擇。中國(guó)企業(yè)在境外投資建設(shè)經(jīng)貿(mào)合作區(qū)就是中國(guó)與非洲國(guó)家開(kāi)展經(jīng)濟(jì)活動(dòng)的合作形式之一。境外經(jīng)貿(mào)合作區(qū)是以企業(yè)為主體,以商業(yè)運(yùn)作為基礎(chǔ),以促進(jìn)互利共贏為目的,主要由企業(yè)根據(jù)市場(chǎng)情況、東道國(guó)投資環(huán)境和引資政策等多方面因素進(jìn)行決策。通過(guò)建設(shè)經(jīng)貿(mào)合作區(qū),吸引更多的企業(yè)到東道國(guó)投資建廠,增加?xùn)|道國(guó)就業(yè)和稅收,擴(kuò)大出口創(chuàng)匯,提升技術(shù)水平,促進(jìn)經(jīng)濟(jì)共同發(fā)展。 本文先總結(jié)了境外經(jīng)貿(mào)合作區(qū)建設(shè)的理論基礎(chǔ)。在此之上,詳細(xì)分析了中非經(jīng)貿(mào)合作區(qū)建設(shè)的現(xiàn)狀,得出了我國(guó)在非洲建設(shè)境外經(jīng)貿(mào)合作區(qū)的產(chǎn)業(yè)定位、操作模式等。文章接著分析了兩大成功建設(shè)的工業(yè)園——泰中羅勇工業(yè)園和新加坡蘇州工業(yè)園在建設(shè)運(yùn)營(yíng)過(guò)程中的經(jīng)驗(yàn)和教訓(xùn),為中非境外經(jīng)貿(mào)合作區(qū)提供了寶貴的成功經(jīng)驗(yàn)以及特別值得注意的問(wèn)題,避免出現(xiàn)犯同樣的錯(cuò)誤。最后,根據(jù)非洲國(guó)家的政治經(jīng)濟(jì)現(xiàn)狀,列舉了經(jīng)貿(mào)合作區(qū)建設(shè)和運(yùn)營(yíng)過(guò)程中會(huì)面臨到的諸多問(wèn)題,并針對(duì)不同問(wèn)題給予了相應(yīng)的解決措施。 我國(guó)在非洲建設(shè)境外經(jīng)貿(mào)合作區(qū)應(yīng)主要注意兩大問(wèn)題的出現(xiàn)：一是明確工業(yè)園的產(chǎn)業(yè)定位,避免出現(xiàn)重復(fù)建設(shè)情況,使得資源沒(méi)有得到有效合理的利用；二是努力解決好對(duì)外投資企業(yè)的融資問(wèn)題,工業(yè)園的前期建設(shè)需要大量的固定資產(chǎn)投入,企業(yè)的資金壓力巨大。幫助企業(yè)拓寬融資渠道,解決企業(yè)的資金短缺成為工業(yè)園建設(shè)的主要問(wèn)題之一。
[Abstract]:Under the background of globalization, while China pays attention to attracting investment, Chinese enterprises have made unprecedented development and great progress. Especially after China's entry into WTO, foreign trade develops rapidly. In recent years, trade frictions such as anti-dumping and non-tariff barriers against Chinese commodities are increasing, and the pressure of RMB appreciation is increasing. In this context, foreign investment to some extent can avoid trade friction, which has become a new choice for Chinese enterprises. Investment by Chinese enterprises in overseas economic and trade cooperation zones is one of the forms of cooperation between China and African countries in carrying out economic activities. The foreign economic and trade cooperation zone is based on the enterprises, the commercial operation as the foundation, the promotion of mutual benefit and win-win as the purpose. The decision is mainly made by the enterprises according to the market situation, the investment environment of the host country and the foreign investment policy and so on. Through the construction of economic and trade cooperation zones, more enterprises will be attracted to invest in the host countries to build factories, increase employment and taxation in the host countries, expand export earnings, raise the level of technology, and promote common economic development. This paper summarizes the theoretical basis of overseas economic and trade cooperation zone construction. On this basis, the present situation of the construction of China-Africa economic and trade cooperation zone is analyzed in detail, and the industrial orientation and operation mode of China's construction of overseas economic and trade cooperation zone in Africa are obtained. The article then analyzes the experiences and lessons of the two successful industrial parks, namely Thailand and China Luoyong Industrial Park and Singapore Suzhou Industrial Park, in the course of construction and operation. It provides valuable successful experiences and special problems for the China-Africa economic and trade cooperation zone, and avoids making the same mistakes. Finally, according to the current political and economic situation of African countries, this paper lists many problems that will be faced in the process of construction and operation of the economic and trade cooperation zone, and gives corresponding solutions to different problems. China should pay attention to the emergence of two major problems in the construction of overseas economic and trade cooperation zones in Africa: first, to clarify the industrial positioning of industrial parks, avoid duplication of construction, so that the resources have not been effectively and reasonably utilized; The second is to solve the financing problem of foreign investment enterprises. The construction of industrial park needs a lot of fixed assets investment, and the capital pressure of enterprises is enormous. One of the main problems in industrial park construction is to help enterprises widen their financing channels and solve their shortage of funds.
