【摘要】：在全球化時(shí)代背景下,城市群作為我國(guó)最具活力的區(qū)域和參與國(guó)際競(jìng)爭(zhēng)的基本單元,其發(fā)展正深刻地影響著我國(guó)的國(guó)際競(jìng)爭(zhēng)力。城市群通過產(chǎn)業(yè)集聚和發(fā)散的功能使其在區(qū)域間、國(guó)際上參與全球分工、互相競(jìng)爭(zhēng)、尋求交流與合作,并影響著21世紀(jì)全球經(jīng)濟(jì)的新格局。國(guó)家“十一五”規(guī)劃指出,要把城市群作為推進(jìn)城鎮(zhèn)化建設(shè)的主體形態(tài),將其作為中國(guó)未來經(jīng)濟(jì)發(fā)展中最具活力和潛力的增長(zhǎng)極。我國(guó)現(xiàn)已形成23個(gè)城市群,其快速擴(kuò)張和發(fā)展已成為帶有普遍意義的不可阻擋之勢(shì)。近年來,城市群經(jīng)濟(jì)的發(fā)展已受到理論界和實(shí)踐部門的極大關(guān)注,但是目前對(duì)影響城市群經(jīng)濟(jì)發(fā)展的基本動(dòng)力因素仍不清晰,缺少對(duì)經(jīng)濟(jì)發(fā)展機(jī)制的闡釋和升華。 本文結(jié)合當(dāng)前社會(huì)經(jīng)濟(jì)發(fā)展的時(shí)代特征,以南北欽防城市群為研究對(duì)象,以眾多前輩在城市群相關(guān)理論的研究為基礎(chǔ),在經(jīng)濟(jì)學(xué)、地理學(xué)等相關(guān)理論的指導(dǎo)下,對(duì)南北欽防城市群經(jīng)濟(jì)發(fā)展機(jī)制展開研究,具體分析南北欽防城市群經(jīng)濟(jì)職能定位、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、經(jīng)濟(jì)空間布局變化的規(guī)律和趨勢(shì),具有重要的理論意義和現(xiàn)實(shí)意義。通過相關(guān)研究,不僅可以彌補(bǔ)現(xiàn)有城市群經(jīng)濟(jì)發(fā)展理論研究的不足,豐富西部城市群經(jīng)濟(jì)發(fā)展的研究?jī)?nèi)容,進(jìn)而為我國(guó)經(jīng)濟(jì)領(lǐng)域改革的實(shí)質(zhì)性推進(jìn)方面提供新思路和新路徑。同時(shí)可以為西部沿海地區(qū)的經(jīng)濟(jì)發(fā)展提供現(xiàn)實(shí)指導(dǎo),進(jìn)而為南北欽防城市群建設(shè)、產(chǎn)業(yè)結(jié)構(gòu)發(fā)展、經(jīng)濟(jì)空間優(yōu)化運(yùn)行、經(jīng)濟(jì)職能提升制定合理的發(fā)展規(guī)劃。 本研究在明確認(rèn)識(shí)城市群經(jīng)濟(jì)發(fā)展內(nèi)涵的前提下,對(duì)影響城市群經(jīng)濟(jì)發(fā)展本質(zhì)的動(dòng)力因素進(jìn)行提煉和總結(jié),進(jìn)而分析重點(diǎn)因素在經(jīng)濟(jì)運(yùn)行中的影響和作用,采用宏觀——中觀——微觀尺度相結(jié)合、定性分析和定量分析相結(jié)合的方法,歸納總結(jié)南北欽防城市群經(jīng)濟(jì)職能定位、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、經(jīng)濟(jì)空間布局的規(guī)律,對(duì)當(dāng)前時(shí)代背景下南北欽防城市群經(jīng)濟(jì)發(fā)展的動(dòng)力因素及實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展內(nèi)涵的作用機(jī)制展開深入的分析,進(jìn)而預(yù)測(cè)其發(fā)展趨勢(shì)。論文分為以下七個(gè)部分： 第一章,導(dǎo)論。主要討論論文的選題背景和研究?jī)r(jià)值,指出南北欽防城市群經(jīng)濟(jì)發(fā)展的重要性。在對(duì)相關(guān)研究歸納和整理的基礎(chǔ)上,提出論文研究的思路、重點(diǎn)和方法。南北欽防城市群目前經(jīng)濟(jì)增速較快,但正遭遇經(jīng)濟(jì)發(fā)展質(zhì)量不高的問題,研究其經(jīng)濟(jì)發(fā)展機(jī)制對(duì)豐富西部城市群經(jīng)濟(jì)發(fā)展理論和指導(dǎo)城市群經(jīng)濟(jì)發(fā)展具有十分重要的意義,由此提出論文研究的主題。南北欽防城市群經(jīng)濟(jì)發(fā)展的內(nèi)涵,就是要實(shí)現(xiàn)經(jīng)濟(jì)職能提升、產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化和經(jīng)濟(jì)空間優(yōu)化布局,即要以影響城市群經(jīng)濟(jì)發(fā)展的動(dòng)力因素為基礎(chǔ),形成相應(yīng)完善的城市群經(jīng)濟(jì)發(fā)展動(dòng)力機(jī)制。 第二章,城市群經(jīng)濟(jì)發(fā)展理論框架的構(gòu)建�；诂F(xiàn)階段城市群經(jīng)濟(jì)發(fā)展影響因素的系統(tǒng)性特點(diǎn),從理論上構(gòu)建各種影響城市群經(jīng)濟(jì)發(fā)展因素的作用機(jī)制。經(jīng)濟(jì)全球化、區(qū)域整合、信息化、交通通達(dá)性、技術(shù)水平、綠色環(huán)保等是現(xiàn)階段城市群經(jīng)濟(jì)發(fā)展的重要因素,城市群經(jīng)濟(jì)發(fā)展機(jī)制則是以六個(gè)動(dòng)力因素的相互作用及其在實(shí)現(xiàn)經(jīng)濟(jì)職能定位提升、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化、經(jīng)濟(jì)布局合理等經(jīng)濟(jì)發(fā)展內(nèi)涵中的關(guān)系。 第三章,南北欽防城市群經(jīng)濟(jì)發(fā)展歷程。本章從城市群經(jīng)濟(jì)職能定位、產(chǎn)業(yè)結(jié)構(gòu)演替、經(jīng)濟(jì)布局變化等方面探討南北欽防城市群經(jīng)濟(jì)發(fā)展的歷程。通過分析認(rèn)為,南北欽防城市群經(jīng)濟(jì)職能定位由地區(qū)中心城市群轉(zhuǎn)變?yōu)橹匾膰?guó)際區(qū)域經(jīng)濟(jì)合作區(qū)；產(chǎn)業(yè)結(jié)構(gòu)正由農(nóng)業(yè)為主導(dǎo),逐步向高級(jí)化發(fā)展；經(jīng)濟(jì)空間布局呈現(xiàn)出集聚化和分散化并存、新生集聚點(diǎn)不斷呈現(xiàn)的特征。 第四章,南北欽防城市群經(jīng)濟(jì)職能定位研究�；诔鞘腥旱慕�(jīng)濟(jì)職能集中表現(xiàn)在調(diào)節(jié)經(jīng)濟(jì)部門分工、市場(chǎng)監(jiān)管和提供服務(wù)和產(chǎn)品等方面,本文以經(jīng)濟(jì)全球化因素和區(qū)域整合因素為主導(dǎo),以外資視角下外商投資對(duì)城市群經(jīng)濟(jì)的影響分析其投資開放程度,以外貿(mào)視角下的貿(mào)易依存度分析城市群參與國(guó)際分工的類型。同時(shí),以西部12省區(qū)經(jīng)濟(jì)發(fā)展態(tài)勢(shì)及分工格局為參照系,選取經(jīng)濟(jì)發(fā)展的六個(gè)角度及24個(gè)指標(biāo)建立城市群綜合競(jìng)爭(zhēng)力評(píng)價(jià)體系,進(jìn)而結(jié)合中國(guó)—東盟自由貿(mào)易區(qū)和自身產(chǎn)業(yè)優(yōu)勢(shì)提升南北欽防城市群的定位。 第五章,南北欽防城市群產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化研究。本章以經(jīng)濟(jì)全球化、技術(shù)水平、綠色環(huán)保等因素為主導(dǎo),以外資和外貿(mào)結(jié)構(gòu)、信息技術(shù)的影響、技術(shù)創(chuàng)新的市場(chǎng)和產(chǎn)業(yè)需求、經(jīng)費(fèi)供給、產(chǎn)業(yè)和能源結(jié)構(gòu)改善政策等方面對(duì)南北欽防城市群產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的影響和動(dòng)力體系加以分析,完善南北欽防城市群的產(chǎn)業(yè)調(diào)整政策和機(jī)制。 第六章,南北欽防城市群經(jīng)濟(jì)空間布局研究。本章以交通通達(dá)性、信息化和經(jīng)濟(jì)全球化因素為主導(dǎo),從南北欽防城市群空間結(jié)構(gòu)的形成與變遷和重要的空間單元入手,分析其經(jīng)濟(jì)空間結(jié)構(gòu)現(xiàn)狀。以區(qū)位交通通達(dá)性的空間節(jié)點(diǎn)、空間軸與專業(yè)化的產(chǎn)業(yè)集聚單元耦合,得出南北欽防城市群經(jīng)濟(jì)空間聚合程度的基本判斷,以產(chǎn)業(yè)和空間兩個(gè)層面來研究南北欽防城市群區(qū)域經(jīng)濟(jì)差距和影響,以產(chǎn)業(yè)的優(yōu)化合理配置為目標(biāo),得出經(jīng)濟(jì)空間結(jié)構(gòu)布局的發(fā)展趨勢(shì)和價(jià)值取向。 第七章.結(jié)論與討論。通過對(duì)南北欽防城市群經(jīng)濟(jì)發(fā)展的研究發(fā)現(xiàn),南北欽防城市群經(jīng)濟(jì)發(fā)展特點(diǎn)主要有：(1)相對(duì)于東部沿海城市群經(jīng)濟(jì)全球化作用較小。(2)區(qū)域整合的作用機(jī)制與國(guó)際化大都市相比存在差距。(3)內(nèi)生性技術(shù)創(chuàng)新活動(dòng)較為弱勢(shì)。(4)政策是經(jīng)濟(jì)發(fā)展動(dòng)力的媒介。(5)傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè)需要適當(dāng)留存。從南北欽防城市群的經(jīng)濟(jì)發(fā)展軌跡來看,經(jīng)歷了經(jīng)濟(jì)職能定位不斷提升,產(chǎn)業(yè)結(jié)構(gòu)不斷高級(jí)化和經(jīng)濟(jì)空間結(jié)構(gòu)逐漸復(fù)雜化的過程。 從南北欽防城市群的經(jīng)濟(jì)發(fā)展機(jī)制的作用關(guān)系來看,(1)南北欽防城市群更多的商機(jī)、更大的潛力,在于如何利用好“中國(guó)——東盟集散和交易中心”這一無形資源,成為中國(guó)與東盟實(shí)現(xiàn)雙向投資和經(jīng)貿(mào)合作的物流中心、人流中心、資金流中心和信息流中心。(2)南北欽防城市群產(chǎn)業(yè)結(jié)構(gòu)的高級(jí)化發(fā)展要依托機(jī)械設(shè)備制造業(yè)支撐發(fā)展、生產(chǎn)性服務(wù)業(yè)協(xié)調(diào)發(fā)展、傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè)深度開發(fā)和高新技術(shù)產(chǎn)業(yè)的探索式發(fā)展。(3)未來南北欽防城市群經(jīng)濟(jì)空間布局變化的趨勢(shì)主要有：一是經(jīng)濟(jì)空間結(jié)構(gòu)集中化與分散化并行；二是經(jīng)濟(jì)核心區(qū)域的邊緣化；三是城市群中心城區(qū)清潔化。
[Abstract]:Under the background of globalization , the city group is the most dynamic region of our country and the basic unit participating in international competition . Its development is deeply affecting the international competitiveness of our country . In recent years , the development of the city group has become the most dynamic and potential growth pole in China ' s future economic development .

Combining with the characteristics of the current social and economic development , this paper studies the economic development mechanism of the north - south Qingnu city group based on the research of the theory of urban agglomerations in the north and south , and analyzes the economic development mechanism of the north and the south in the guidance of the relevant theories such as economics and geography . It can provide practical guidance for the economic development of the western coastal areas , and further develop the reasonable development plan for the construction of the urban agglomeration , industrial structure development , economic space optimization and economic functions .

Based on the clear understanding of the connotation of the economic development of the urban agglomerations , this study summarizes and summarizes the dynamic factors that affect the essence of the economic development of the urban agglomerations , and then analyzes the influence and function of the key factors in the economic operation , summarizes the economic function positioning , industrial structure adjustment and economic space layout of the north - south Qingnu city group , and analyzes the dynamic factors of the economic development of the north and south in the background of the current time and the mechanism of realizing the connotation of the economic development . The paper is divided into seven parts :

In the first chapter , the paper mainly discusses the background and the research value of the thesis , and points out the importance of the economic development of the city group .

The second chapter is the construction of the theory frame of the economic development of the city group . Based on the systematic characteristics of the influencing factors of the economic development of the urban agglomerations in the present stage , the paper constructs various mechanisms that influence the economic development of the urban agglomerations . The economic globalization , the regional integration , the informatization , the transportation accessibility , the technology level , the green environmental protection and so on are the important factors of the economic development of the urban agglomerations .

In chapter 3 , the course of the economic development of the north - south Qingnu city group is discussed in this chapter . This chapter discusses the course of the economic development of the north and south in the aspects of the location of the economic functions of the city group , the succession of the industrial structure and the change of the economic layout .
The industrial structure is dominated by agriculture , and gradually advanced to the advanced development ;
The economic spatial layout is characterized by the coexistence of centralization and decentralization , and the continuous presentation of the new accumulation point .

On the basis of the factors of economic globalization and regional integration factors , this paper focuses on the economic globalization factors and regional integration factors , and analyzes the influence of foreign investment on the economy of the urban agglomerations in the view of foreign investment . At the same time , the paper takes the economic development situation and division pattern of the western region 12 as the reference system , selects six angles of economic development and 24 indexes to establish the evaluation system of the comprehensive competitiveness of the urban agglomerations , and then combines the advantages of China - ASEAN Free Trade Area and its own industry to promote the positioning of the urban agglomeration of the north and south .

In chapter 5 , the study on the optimization of the industrial structure of the urban agglomerations in the north and south of China is discussed in this chapter , which is based on the factors such as economic globalization , technology level , green environmental protection and so on , and analyzes the influence of the structure of foreign capital and foreign trade , the influence of information technology , the market of technological innovation and the improvement of energy structure .

In chapter 6 , the research on the economic spatial distribution of the urban agglomerations in the north and south of China is carried out . This chapter starts with the formation and change of the space structure and the important space unit of the urban agglomeration in the north and south , and analyzes the present situation of the economic space structure .

Chapter 7 . Conclusion and Discussion . Through the study of the economic development of the North - South Qingnu city group , the characteristics of the economic globalization of the North - South Qingnu city group are as follows : ( 1 ) Compared with the eastern coastal city group , the economic globalization is relatively small . ( 2 ) The mechanism of regional integration is weaker than that of the international metropolis .

From the perspective of the relationship between the economic development mechanism of the north and south Qingnu city group , ( 1 ) the more business opportunity and potential of the North - South Qingnu city group is the logistics center , the human flow center , the fund flow center and the information flow center which realize the two - way investment and economic and trade cooperation between China and ASEAN .
Second , the marginalization of economic core regions ;
Third , the center of the urban agglomerations is cleaner .
