【摘要】：青海省也是國內(nèi)區(qū)域經(jīng)濟(jì)差異比較大的省份之一,作為青藏高原的一個(gè)重要省份,有著獨(dú)特的地理位置和至關(guān)重要的戰(zhàn)略地位,而隨著經(jīng)濟(jì)的不斷發(fā)展,區(qū)域經(jīng)濟(jì)差異的擴(kuò)大持續(xù)影響著區(qū)域內(nèi)的社會(huì)發(fā)展和穩(wěn)定,社會(huì)經(jīng)濟(jì)貧富分化和區(qū)域內(nèi)極化現(xiàn)象更加嚴(yán)重,形成了青海省獨(dú)特的區(qū)域經(jīng)濟(jì)空間極化格局。區(qū)域經(jīng)濟(jì)不平衡隨著經(jīng)濟(jì)的發(fā)展進(jìn)一步加劇,經(jīng)濟(jì)空間極化現(xiàn)象隨著經(jīng)濟(jì)的發(fā)展愈發(fā)明顯,中心城市與其他城市以及各個(gè)州縣、區(qū)之間的差距隨之拉大。因此,區(qū)域經(jīng)濟(jì)的可持續(xù)協(xié)調(diào)發(fā)展成為當(dāng)務(wù)之急,研究青海省內(nèi)的區(qū)域經(jīng)濟(jì)空間和可持續(xù)的戰(zhàn)略格局和對(duì)策具有較重要的現(xiàn)實(shí)意義。 本文主要從以下幾個(gè)方面對(duì)青海省區(qū)域經(jīng)濟(jì)極化格局進(jìn)行探討： 首先,以43個(gè)縣市為研究單位,應(yīng)用威爾遜指數(shù)和T-w指數(shù)對(duì)青海省從1997年至2011年區(qū)域空間極化現(xiàn)象的發(fā)展以及演變過程進(jìn)行測度,并且運(yùn)用ARCGIS軟件當(dāng)中的空間分析技術(shù),對(duì)1997年、2001年、2005年、2008年以及2011年進(jìn)行二維空間模擬分析,指出青海省區(qū)域經(jīng)濟(jì)極化格局呈現(xiàn)出向多級(jí)核、由點(diǎn)到面的趨勢發(fā)展,并主要以公路、鐵路為主要方向蔓延,增長極由上世紀(jì)90年代末的格爾木市轉(zhuǎn)向區(qū)位條件更好的省會(huì)城市西寧市和資源稟賦相對(duì)集中地青海湖周邊地區(qū)。 其次,運(yùn)用歐氏距離法和引力模型分別測算青海省市、州、區(qū)之間的經(jīng)濟(jì)聯(lián)系強(qiáng)度和西寧市、格爾木市、德令哈市三市之間的地緣經(jīng)濟(jì)關(guān)系即競合關(guān)系,指出青海省要繼續(xù)加強(qiáng)各州間的經(jīng)濟(jì)聯(lián)系,完善基礎(chǔ)設(shè)施,在今后的經(jīng)濟(jì)發(fā)展當(dāng)中,西寧市作為一級(jí)的極化核心城市,與海東地區(qū)的經(jīng)濟(jì)聯(lián)系要更加密切,開展更多的經(jīng)濟(jì)合作；而海北州、黃南州、海南州和海西州要更加加強(qiáng)與省會(huì)城市西寧市的經(jīng)濟(jì)往來,爭取創(chuàng)造對(duì)自身更加有利的經(jīng)濟(jì)發(fā)展條件；果洛州和玉樹州則要更加掌握好自身的資源稟賦,將自身的經(jīng)濟(jì)發(fā)展起來以便今后更好的與其他地區(qū)經(jīng)濟(jì)經(jīng)濟(jì)上的往來。三市之間地緣經(jīng)濟(jì)關(guān)系均為經(jīng)濟(jì)互補(bǔ)型,其中,其他兩市與西寧市為強(qiáng)互補(bǔ)型,說明資本轉(zhuǎn)換效率方面的強(qiáng)互補(bǔ)型帶來綜合性的互補(bǔ)型表現(xiàn)。 最后依據(jù)測算結(jié)果,探討了青海省區(qū)域經(jīng)濟(jì)極化格局中存在的問題,并提出對(duì)策。
[Abstract]:Qinghai Province is also one of the provinces with relatively large regional economic differences in China. As an important province of the Qinghai-Tibet Plateau, it has a unique geographical location and a vital strategic position, and with the continuous development of the economy, The expansion of regional economic differences has a continuous impact on the social development and stability in the region. The polarization between the rich and the poor and the intraregional polarization is becoming more serious, which forms the unique regional economic spatial polarization pattern in Qinghai Province. With the development of economy, the imbalance of regional economy intensifies, the phenomenon of economic spatial polarization becomes more and more obvious with the development of economy, and the gap between central cities and other cities, as well as between states and counties, is widened. Therefore, the sustainable and coordinated development of regional economy has become an urgent matter. It is of great practical significance to study the regional economic space and the sustainable strategic pattern and countermeasures in Qinghai Province. This paper mainly discusses the pattern of regional economic polarization in Qinghai province from the following aspects: First of all, with 43 counties and cities as research units, the development and evolution of regional spatial polarization in Qinghai Province from 1997 to 2011 are measured by using Wilson index and T-w index, and the spatial analysis technology in ARCGIS software is used. The two-dimensional spatial simulation analysis was carried out in 1997, 2001, 2005, 2008 and 2011. It was pointed out that the regional economic polarization pattern of Qinghai Province showed a trend of multi-level core, from point to surface, and spread mainly in the direction of road and railway. The growth pole changed from Golmud in the late 1990s to Xining, the capital city with better location conditions, and to the surrounding area of Qinghai Lake, where resource endowment is relatively concentrated. Secondly, using Euclidean distance method and gravity model to calculate the intensity of economic connection among Qinghai city, state and district, and the competing economic relationship between Xining, Golmud and Delingha, respectively. It is pointed out that Qinghai should continue to strengthen economic ties among the states and improve infrastructure. In the future economic development, Xining, as the core city of polarization at the first level, will have closer economic ties with Haidong. More economic cooperation should be carried out, and Haibei, Huangnan, Hainan and Haixi prefectures should strengthen their economic contacts with Xining, the provincial capital, in order to create more favorable conditions for their own economic development. Guoluo and Yushu prefectures should master their own natural resources and develop their own economy in order to have better economic contacts with other regions in the future. The geo-economic relations among the three cities are all economic complementation, among which the other two cities and Xining are strong complementary, which shows that the strong complementation in capital conversion efficiency brings comprehensive complementary performance. Finally, according to the results of calculation, the paper discusses the problems existing in the pattern of regional economic polarization in Qinghai Province, and puts forward some countermeasures.
