【摘要】：利益多元化固然會對改革有不同的視角、不同的主張,但不能成為反對共識的理由。要具體分析各種利益的來龍去脈,不是所有的利益都是永久的、合理合法不可撼動的,不能不分青紅皂白地搞平衡、都兼顧。對不合理的"奶酪"就必須動,不能妥協(xié)遷就�！稕Q定》對全面深化改革有很多全新的闡述,從所要解決的核心要害問題來看,改革的主攻方向極為明確,就是"破除體制機制弊端"和"突破利益固化的藩籬"。為理清思路,牢牢把握這一主攻方向,形成最大共識,首先需要明確區(qū)分識別性質成因完全不同的"市場性不平等"和"體制性不平等"。作為全面深化改革主攻方向,鏟除體制性不平等的難度和阻力不容低估,時間不容拖延,必須以最大的決心組織實施階段性戰(zhàn)略決戰(zhàn)。
[Abstract]:Diversity of interests will certainly have different perspectives and opinions on reform, but it cannot be a reason to oppose consensus. Not all interests are permanent, reasonable and unshakable, and we must strike an indiscriminate balance and take them into account. The unreasonable "cheese" must be moved and cannot be compromised. [decision] there are many new expositions on the overall deepening of reform, and from the point of view of the core and key issues to be solved, the main direction of attack of the reform is extremely clear. It is to break down the malpractice of institutional mechanism and break through the fence of interest solidification. In order to clear up the train of thought, firmly grasp this main direction of attack and form the greatest consensus, we should first clearly distinguish between "market inequality" and "institutional inequality", which have completely different causes of nature. As the main direction of deepening the reform in an all-round way, the difficulty and resistance of eradicating institutional inequality should not be underestimated, time should not be delayed, and the stage strategic decisive battle must be organized with the greatest determination.
