【摘要】：正"不患寡而患不均",這是我們對共享發(fā)展的最原始理解。中華民族幾千年來的歷史已經無數次驗證了多寡不均給發(fā)展帶來的破壞,而財富和資源分配中的不平衡問題也是當下國家治理所面臨的一個嚴峻挑戰(zhàn)。高層并非沒有意識到這個問題,但在發(fā)展取得壓倒性優(yōu)勢的情況下,分配不均并未引起足夠的重視。此次"十三五"規(guī)劃建議提出的"共享發(fā)展",要使全體人民在共建共享發(fā)展中有更多獲得感。從"共同富裕"到"共享發(fā)
