【摘要】：伴隨著經(jīng)濟發(fā)和人們物質(zhì)生活水平,人們的環(huán)境意識的逐步提高,對環(huán)境質(zhì)量的敏感程度日益增加。人們在追逐富裕的物質(zhì)文化生活的基礎上,更渴望一個良好的生活環(huán)境。改革開放以來,赤峰市的經(jīng)濟實現(xiàn)了突飛猛進的增長,但環(huán)境污染問題日益嚴重,并已成為制約經(jīng)濟協(xié)調(diào)發(fā)展的瓶頸。赤峰市必須正確處理發(fā)展與環(huán)境的關系,注重經(jīng)濟發(fā)展與環(huán)境保護相協(xié)調(diào),才能實現(xiàn)經(jīng)濟效益和環(huán)境效益共贏。 本文在赤峰市的經(jīng)濟狀況和環(huán)境狀況的詳細分析的基礎上,對全市經(jīng)濟與環(huán)境協(xié)調(diào)發(fā)展關系進行深入分析,提出促進赤峰經(jīng)濟發(fā)展與環(huán)境協(xié)調(diào)發(fā)展的建議。本文以環(huán)境經(jīng)濟學的相關理論為依據(jù),運用大量的數(shù)據(jù)和圖表,采取比較分析與統(tǒng)計分析相結(jié)合的方法,從經(jīng)濟總體概況、三次產(chǎn)業(yè)結(jié)構(gòu)、經(jīng)濟發(fā)展階段三方面來描述赤峰市整體經(jīng)濟變動趨勢,并將大量的經(jīng)濟發(fā)展數(shù)據(jù)和環(huán)境相關數(shù)據(jù)與其他的盟市及全區(qū)的情況進行比較,指出經(jīng)濟增長的過程中,全市所面臨的生態(tài)環(huán)境污染的情況及惡化的情況。文中重點部分,一方面闡述了赤峰市經(jīng)濟增長與環(huán)境的協(xié)調(diào)發(fā)展情況。首先,從以高投入、高排放、高耗能特征的經(jīng)濟增長方式,來詳述赤峰市粗放型經(jīng)濟增長方式給環(huán)境帶來的影響；其次,從赤峰市重工業(yè)階段的工業(yè)化階段,工業(yè)企業(yè)“三廢”排放量來闡述工業(yè)化過程中給環(huán)境帶來的影響；最后,敘述了環(huán)保投入的增加,促進了空氣質(zhì)量改善。另一方面闡述了赤峰市環(huán)境污染與生態(tài)環(huán)境的協(xié)調(diào)情況。首先從環(huán)境污染對以糧食和肉類為主的農(nóng)畜產(chǎn)品的人均擁有量減少,農(nóng)畜產(chǎn)品質(zhì)量下降,來敘述環(huán)境污染對農(nóng)業(yè)的影響；其次,從環(huán)境污染導致工業(yè)企業(yè)成本增加和人才流失兩方面,來敘述環(huán)境污染給工業(yè)帶來的影響,最后,敘述了環(huán)境污染帶動環(huán)保相關產(chǎn)業(yè)的發(fā)展,緩解了全市就業(yè)壓力。經(jīng)過詳細的分析,赤峰市的經(jīng)濟與環(huán)境之間的協(xié)調(diào)問題急需解決。要想緩解經(jīng)濟增長給環(huán)境帶來的稱重壓力,必須采取發(fā)展循環(huán)經(jīng)濟,轉(zhuǎn)變經(jīng)濟增長方式,增加環(huán)保投資三方面措施,才能實現(xiàn)經(jīng)濟與環(huán)境健康、持續(xù)、協(xié)調(diào)發(fā)展。
[Abstract]:Along with economic development and people's material living standard, people's environmental consciousness is gradually improved, and the sensitivity to environmental quality is increasing day by day. On the basis of pursuing rich material and cultural life, people yearn for a good living environment. Since the reform and opening up, the economy of Chifeng has achieved a rapid growth, but the problem of environmental pollution is becoming more and more serious, and has become a bottleneck restricting the coordinated development of economy. Chifeng City must correctly deal with the relationship between development and environment and pay attention to the coordination of economic development and environmental protection in order to achieve win-win economic and environmental benefits. Based on the detailed analysis of the economic and environmental conditions of Chifeng, this paper makes a thorough analysis of the relationship between the coordinated development of economy and environment in Chifeng, and puts forward some suggestions for promoting the coordinated development of economy and environment in Chifeng. Based on the relevant theories of environmental economics, this paper uses a large number of data and charts, adopts the method of combining comparative analysis and statistical analysis, from the general economic situation, the third industrial structure, This paper describes the overall economic change trend in Chifeng City from three aspects of economic development stage, and compares a large amount of economic development data and environment-related data with the situation of other cities and regions, and points out that in the process of economic growth, The ecological pollution and deterioration of the whole city. On one hand, the paper expounds the coordinated development of economic growth and environment in Chifeng City. First, from the high input, high emissions, high energy consumption characteristics of economic growth, to detail the impact of extensive economic growth mode on the environment in Chifeng City; secondly, from the industrial stage of Chifeng heavy industry stage, The "three wastes" emissions of industrial enterprises are used to expound the impact on the environment in the process of industrialization, and finally, the increase of investment in environmental protection is described, which promotes the improvement of air quality. On the other hand, it expounds the coordination of environmental pollution and ecological environment in Chifeng City. First of all, the impact of environmental pollution on agriculture is described in terms of the decrease in per capita ownership of agricultural and livestock products, which are mainly food and meat, and the decline in the quality of agricultural and livestock products. In this paper, the impact of environmental pollution on industry is described from two aspects: the cost increase of industrial enterprises caused by environmental pollution and the loss of talents. Finally, the development of environmental protection related industries is described, and the employment pressure in the whole city is alleviated. After detailed analysis, the problem of coordination between economy and environment in Chifeng is urgently needed to be solved. In order to alleviate the weighing pressure brought by economic growth to the environment, it is necessary to develop circular economy, change the mode of economic growth and increase environmental protection investment in order to realize healthy, sustainable and coordinated development of economy and environment.
