【摘要】：產(chǎn)業(yè)集聚作為產(chǎn)業(yè)組織的一種新形態(tài),在世界范圍內(nèi)得到廣泛關(guān)注。產(chǎn)業(yè)的空間集聚可以使群體競(jìng)爭(zhēng)優(yōu)勢(shì)與集聚的規(guī)模效益得到很好發(fā)揮,進(jìn)而有效地促進(jìn)產(chǎn)業(yè)的形成和壯大,提升區(qū)域競(jìng)爭(zhēng)力。目前,我國為了提高區(qū)域競(jìng)爭(zhēng)力正在積極探索產(chǎn)業(yè)升級(jí)發(fā)展的道路,而加大產(chǎn)業(yè)園區(qū)結(jié)構(gòu)優(yōu)化調(diào)整力度,促進(jìn)優(yōu)勢(shì)產(chǎn)業(yè)向園區(qū)集聚是促進(jìn)產(chǎn)業(yè)升級(jí)的重要路徑之一。 本論文嘗試對(duì)廣西國家級(jí)產(chǎn)業(yè)園區(qū)綜合發(fā)展水平進(jìn)行評(píng)價(jià),目的在于探討廣西國家級(jí)產(chǎn)業(yè)園區(qū)的建設(shè)發(fā)展與區(qū)域工業(yè)化、城市化發(fā)展有效互動(dòng)的機(jī)制和對(duì)策,避免因建設(shè)中存在的各種問題而導(dǎo)致資源配置的損失。在充分分析和科學(xué)評(píng)價(jià)廣西國家級(jí)產(chǎn)業(yè)園區(qū)發(fā)展水平的基礎(chǔ)上,找出廣西國家級(jí)產(chǎn)業(yè)園區(qū)建設(shè)中存在的不足,并有針對(duì)性地提出未來的發(fā)展建議。這項(xiàng)研究,理論上有助于進(jìn)一步挖掘欠發(fā)達(dá)地區(qū)國家級(jí)產(chǎn)業(yè)園區(qū)面臨的問題和前景,深化國家級(jí)產(chǎn)業(yè)園區(qū)在區(qū)域工業(yè)化、城市化進(jìn)程中驅(qū)動(dòng)機(jī)制的認(rèn)識(shí),有助于豐富和發(fā)展我國欠發(fā)達(dá)地區(qū)區(qū)域產(chǎn)業(yè)集聚評(píng)價(jià)研究拓展。實(shí)踐上有利于提高產(chǎn)業(yè)園區(qū)自身的發(fā)展水平,并可為西部地區(qū)其他產(chǎn)業(yè)園區(qū)的發(fā)展提供經(jīng)驗(yàn)。 本文首先界定了產(chǎn)業(yè)園區(qū)的定義與分類,對(duì)基于產(chǎn)業(yè)集聚的產(chǎn)業(yè)園區(qū)基本理論進(jìn)行了梳理,在借鑒我國與發(fā)達(dá)國家園區(qū)發(fā)展現(xiàn)狀、成功經(jīng)驗(yàn)的基礎(chǔ)上,對(duì)廣西國家級(jí)產(chǎn)業(yè)園區(qū)發(fā)展現(xiàn)狀進(jìn)行分析。結(jié)合產(chǎn)業(yè)園區(qū)基礎(chǔ)理論,從園區(qū)區(qū)域背景(區(qū)域產(chǎn)業(yè)基礎(chǔ)、區(qū)域綜合交通條件、區(qū)域扶持政策)、園區(qū)基礎(chǔ)建設(shè)(園區(qū)基礎(chǔ)設(shè)施、交通條件)、園區(qū)發(fā)展?jié)摿?泛北部灣經(jīng)濟(jì)區(qū)建立、東部產(chǎn)業(yè)轉(zhuǎn)移、西江黃金水道開發(fā))、創(chuàng)新能力和支撐條件(人才、技術(shù)、資金、制度環(huán)境)等四個(gè)方面分析了廣西國家級(jí)產(chǎn)業(yè)園區(qū)的優(yōu)勢(shì)條件；在上述要素基礎(chǔ)上構(gòu)建出廣西國家級(jí)產(chǎn)業(yè)園區(qū)綜合發(fā)展水平的評(píng)價(jià)指標(biāo)體系,并采用層次分析法來確定各個(gè)指標(biāo)的權(quán)重,然后用德爾菲法量化指標(biāo),對(duì)廣西國家級(jí)產(chǎn)業(yè)園區(qū)發(fā)展水平進(jìn)行綜合評(píng)價(jià)。研究顯示：廣西的國家級(jí)產(chǎn)業(yè)園區(qū)通過近年來的發(fā)展,在各個(gè)方面都已發(fā)展的相對(duì)成熟,管理制度和發(fā)展模式也都得到了有效完善,但是產(chǎn)業(yè)園區(qū)資源和土地浪費(fèi)、配套設(shè)施差、初級(jí)加工多等問題依然存在。因此,需根據(jù)廣西國家級(jí)產(chǎn)業(yè)園區(qū)的各自特點(diǎn),實(shí)施差異化的分類引導(dǎo)政策。 最后提出以下對(duì)策建議：1、提高招商引資能力,完善配套服務(wù)體系；2、協(xié)調(diào)各園區(qū)的發(fā)展,加強(qiáng)園區(qū)間合作；3、加大創(chuàng)新投入,引導(dǎo)企業(yè)自主創(chuàng)新；4、完善政策環(huán)境,加強(qiáng)貫徹力度；5、強(qiáng)化要素融合,促進(jìn)園城互動(dòng)。 本文創(chuàng)新之處在于,較全面地構(gòu)建了廣西國家級(jí)產(chǎn)業(yè)園區(qū)發(fā)展水平評(píng)價(jià)指標(biāo)體系,采用層次分析法,將專家評(píng)分、線性加權(quán)和函數(shù)法相結(jié)合,對(duì)廣西國家級(jí)產(chǎn)業(yè)園區(qū)發(fā)展水平進(jìn)行客觀綜合的評(píng)價(jià)�；谠u(píng)價(jià)結(jié)果,借鑒國外產(chǎn)業(yè)園區(qū)建設(shè)的成功案例,提出適合廣西國家級(jí)產(chǎn)業(yè)園區(qū)發(fā)展的對(duì)策建議。
[Abstract]:Industrial agglomeration, as a new form of industrial organization, has received extensive attention in the world. The spatial agglomeration of industry can make the group competitive advantage and agglomeration scale benefit to be played well, and thus effectively promote the formation and expansion of the industry and enhance the regional competitiveness. Before the eyes, China is active to improve the regional competitiveness. It is one of the important ways to promote industrial upgrading by exploring the road of industrial upgrading and development, and increasing the structural optimization and adjustment of industrial parks and promoting the agglomeration of advantageous industries to the park.
This paper tries to evaluate the comprehensive development level of the national industrial park in Guangxi. The purpose is to discuss the mechanism and Countermeasures of the effective interaction between the construction and development of Guangxi national industrial park and the regional industrialization and the urbanization development, so as to avoid the loss of the resource allocation caused by the various problems in the construction. On the basis of the development level of Guangxi National Industrial Park, we find out the shortcomings in the construction of Guangxi National Industrial Park, and put forward some suggestions for future development. In theory, this study will help to further excavate the problems and prospects of the national industrial parks in the underdeveloped areas, and deepen the national Industrial Park in the area. The industrialization of the region and the understanding of the driving mechanism in the process of urbanization will help to enrich and develop the research and development of regional industrial agglomeration evaluation in the underdeveloped areas in China. In practice, it can improve the development level of the industrial park itself and provide experience for the development of other industrial parks in the western region.
In this paper, the definition and classification of industrial park are defined and the basic theory of Industrial Park Based on industrial agglomeration is combed. On the basis of the experience of China and the developed countries and the successful experience, the development status of the national industrial park in Guangxi is analyzed. Regional industrial foundation, regional comprehensive traffic conditions, regional support policy), park infrastructure (Park infrastructure, traffic conditions), park development potential (Pan Beibu Gulf Economic Zone establishment, eastern industrial transfer, Xijiang Golden Waterway Development), innovation capacity and support conditions (talent, technology, capital, institutional environment) and other four aspects of the analysis of the wide range. On the basis of the above factors, the evaluation index system of the comprehensive development level of Guangxi national industrial park is built on the basis of the above elements, and the weight of each index is determined by the analytic hierarchy process, and then the development level of the national industrial park in Guangxi is evaluated comprehensively with Delphy Fa quantified index. It shows that the national industrial parks in Guangxi have developed relatively mature in all aspects through recent years, and the management system and development model have also been effectively perfected. However, the problems of industrial park resources and land waste, poor supporting facilities and primary processing are still existing. Therefore, the national industrial park of Guangxi should be based on the industrial park. And the implementation of differentiated guidance policy.
Finally, the following suggestions are put forward: 1, improve the investment ability to attract investment, improve the supporting service system; 2, coordinate the development of the various parks, strengthen the cooperation among the parks; 3, increase the innovation investment, guide the independent innovation of the enterprise; 4, improve the policy environment, strengthen the implementation; 5, strengthen the integration of the elements, and promote the interaction between the garden city.
The innovation of this paper is that the evaluation index system of the development level of Guangxi national industrial park is built in a more comprehensive way. By using the analytic hierarchy process, the expert scoring, linear weighting and function method are combined to evaluate the development level of the national industrial park in Guangxi objectively and comprehensively. Based on the evaluation results, the construction of the industrial parks in foreign countries is used for reference. The successful cases put forward countermeasures and suggestions suitable for the development of Guangxi national industrial parks.
