我國沿海地區(qū)海陸產業(yè)系統(tǒng)時空耦合研究

【摘要】:我國是陸海兼?zhèn)湫偷膰,擁有約300萬平方公里的藍色國土。隨著陸地人口、資源和環(huán)境方面的壓力不斷增大,開發(fā)利用海洋資源,發(fā)展海洋產業(yè),已經成為我國經濟發(fā)展的必然選擇,也是世界沿海國家經濟發(fā)展的趨勢。隨著我國沿海地區(qū)海洋產業(yè)板塊的日益隆起,海陸產業(yè)協(xié)同發(fā)展問題愈發(fā)凸顯,實現(xiàn)海陸產業(yè)系統(tǒng)的耦合協(xié)調發(fā)展在促進子系統(tǒng)發(fā)展的同時,也能夠推動沿海地區(qū)整體經濟的協(xié)調有序發(fā)展,因此,對海陸產業(yè)系統(tǒng)的耦合研究具有重要的理論意義和現(xiàn)實意義。 首先,以耗散結構為理論基礎,從耦合動力、耦合機制、耦合方式三個層面對海陸產業(yè)系統(tǒng)耦合機理進行剖析。對海陸產業(yè)系統(tǒng)進行了概念界定,論證了其耗散結構特征;海陸產業(yè)系統(tǒng)耦合動力歸結為海陸產業(yè)生產要素的共有性和流動性,以及子系統(tǒng)能量差異產生的勢能差;耦合機制則指海陸產業(yè)子系統(tǒng)間競爭合作機制;耦合方式包括管理體制耦合、主體功能區(qū)耦合、空間地域單元耦合、海陸產業(yè)系統(tǒng)與人口資源環(huán)境耦合。 其次,以耦合理論為基礎,構建海陸產業(yè)系統(tǒng)耦合評價指標體系,運用關聯(lián)度、耦合度模型從時間、空間兩個層面探究系統(tǒng)耦合態(tài)勢。分析得出了海陸產業(yè)子系統(tǒng)間交互作用的主要影響因素,海陸產業(yè)系統(tǒng)耦合時序演進規(guī)律,以及空間地域單元分異態(tài)勢和聚類狀況。根據海陸產業(yè)系統(tǒng)時空耦合分析結果提出相應調控對策,包括搭建海陸一體化產業(yè)鏈體系,發(fā)揮市場和宏觀調控兩種資源配置機制的協(xié)同作用,施行地域單元分區(qū)調控。 再次,以可持續(xù)發(fā)展理論為基礎,對海陸產業(yè)耦合系統(tǒng)可持續(xù)發(fā)展能力進行分析。從投入產出切入,利用DEA模型方法,,在時間空間兩個層面,對我國沿海地區(qū)海陸產業(yè)耦合系統(tǒng)可持續(xù)發(fā)展能力進行剖析。結果表明,科技水平低、資源能源消耗大、生態(tài)環(huán)境惡化以及海洋產業(yè)規(guī)模不足是制約我國沿海地區(qū)海陸產業(yè)耦合系統(tǒng)可持續(xù)發(fā)展的主要因素,各地域單元間海陸產業(yè)耦合系統(tǒng)可持續(xù)發(fā)展水平具有顯著差異性,針對分析結果提出相應政策建議。 最后,提出我國沿海地區(qū)海陸產業(yè)系統(tǒng)耦合調控保障措施,包括構建一體化海陸產業(yè)鏈,促進海陸產業(yè)有效銜接;市場與宏觀調控緊密結合,形成耦合調控綜合機制;空間地域單元分區(qū)調控,推動各區(qū)域協(xié)作互補;引導生產要素向海洋產業(yè)流入,逐步提高海洋產業(yè)比重;強化科技自主創(chuàng)新能力,提升科研成果產業(yè)化應用水平;發(fā)展循環(huán)經濟與低碳經濟,轉變資源能源利用方式;實施海陸一體化污染治理,增進生態(tài)環(huán)境承載能力等七個方面。
[Abstract]:China is a land and sea type of the country, with about 3 million square kilometers of blue land. With the increasing pressure on land population, resources and environment, the exploitation and utilization of marine resources and the development of marine industry have become the inevitable choice for the economic development of our country, as well as the trend of economic development in the coastal countries of the world. With the increasing uplift of marine industry in coastal areas of our country, the cooperative development of marine and land industries becomes more and more prominent. While promoting the development of subsystems, the coupled and coordinated development of marine and land industry system is realized. It can also promote the coordinated and orderly development of the coastal economy, so it is of great theoretical and practical significance to study the coupling of land and sea industrial systems. Firstly, based on dissipative structure, the coupling mechanism of marine and land industry system is analyzed from three aspects: coupling power, coupling mechanism and coupling mode. The concept of land and sea industry system is defined, and its dissipative structure is demonstrated, the coupling power of land and sea industry system is attributed to the common and fluidity of the production factors of land and sea industry, and the potential energy difference caused by the energy difference of the subsystem. The coupling mechanism refers to the competition and cooperation mechanism between the marine and land industry subsystems, which includes the coupling of management system, the main function area, the spatial area unit, the sea and land industry system and the population, resources and environment. Secondly, based on the coupling theory, the paper constructs the coupling evaluation index system of marine and land industry system, and probes into the coupling situation of the system from two aspects of time and space by using the model of correlation degree and coupling degree. The main influencing factors of interaction between land and sea industry subsystems, the evolution law of coupling time series of marine and land industry systems, and the trend of spatial regional unit differentiation and clustering are obtained. According to the results of space-time coupling analysis of land and sea industry system, the corresponding countermeasures are put forward, including setting up the integrated industry chain system of land and sea, giving full play to the synergistic effect of market and macro-control two kinds of resource allocation mechanism, and carrying out regional regulation and control by regional unit. Thirdly, based on the theory of sustainable development, this paper analyzes the sustainable development ability of land and sea industry coupling system. This paper analyzes the sustainable development ability of marine and land industry coupling system in coastal areas of our country from input to output, using DEA model method, in two aspects of time and space. The results show that the low level of science and technology, the large consumption of resources and energy, the deterioration of ecological environment and the insufficient scale of marine industry are the main factors restricting the sustainable development of the coupled system of land and sea industries in the coastal areas of China. There are significant differences in the sustainable development level of land and sea industry coupling system among the regional units, and the corresponding policy suggestions are put forward in the light of the results of the analysis. Finally, the paper puts forward some measures to guarantee the coupling control of marine and land industry system in coastal areas of China, including the construction of integrated marine and land industry chain to promote the effective linkage of sea and land industry, the close combination of market and macro-control, and the formation of a comprehensive mechanism of coupling regulation and control. Regional regulation and control of spatial regional units to promote regional cooperation and complementation; guide the inflow of production elements to marine industry, gradually increase the proportion of marine industry; strengthen the ability of independent innovation of science and technology, enhance the level of industrialization of scientific research results application; Developing circular economy and low carbon economy, changing the way of using resources and energy, implementing integrated pollution control of land and sea, enhancing the carrying capacity of ecological environment, etc.
