黑龍江省產(chǎn)業(yè)園區(qū)發(fā)展研究

【摘要】:產(chǎn)業(yè)園區(qū)作為發(fā)展區(qū)域經(jīng)濟(jì)的重要載體,在優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展等方面的重要作用引起了人們的廣泛關(guān)注。改革開放以來,隨著工業(yè)化進(jìn)程的不斷加快,全國(guó)各地掀起了一股“園區(qū)熱”的浪潮,各種類型、各種層次、各種規(guī)模的產(chǎn)業(yè)園區(qū)紛紛建立,園區(qū)之間的競(jìng)爭(zhēng)也是愈演愈烈。如何充分發(fā)揮產(chǎn)業(yè)園區(qū)的競(jìng)爭(zhēng)優(yōu)勢(shì),促進(jìn)園區(qū)健康可持續(xù)發(fā)展,深化園區(qū)區(qū)域經(jīng)濟(jì)增長(zhǎng)極的作用,從而帶動(dòng)地區(qū)經(jīng)濟(jì)的全面振興,已成為各省市經(jīng)濟(jì)發(fā)展過程中亟待解決的問題。 黑龍江省產(chǎn)業(yè)園區(qū)起步相對(duì)較晚,盡管在政府的大力扶持下得到了較快的發(fā)展,但受計(jì)劃經(jīng)濟(jì)的影響,市場(chǎng)機(jī)制并不成熟。根據(jù)歷史經(jīng)驗(yàn)證明,政府主導(dǎo)園區(qū)建設(shè)具有一定的階段性特征。在初始階段基礎(chǔ)設(shè)施建設(shè)、項(xiàng)目引進(jìn)、環(huán)境維護(hù)、園區(qū)管理還不成熟,政府的強(qiáng)力支持十分重要,但用發(fā)展的眼光來看,政府部門事無巨細(xì)的一手操辦,不僅會(huì)降低干預(yù)的效力,還會(huì)造成企業(yè)的依賴性,束縛產(chǎn)業(yè)園區(qū)的發(fā)展。成熟時(shí)期的產(chǎn)業(yè)園區(qū)應(yīng)該主要依靠市場(chǎng)自身的力量發(fā)展,政府只扮演“查缺補(bǔ)漏”的輔助角色,政府從直接主導(dǎo)變?yōu)殚g接引導(dǎo),園區(qū)資源在市場(chǎng)機(jī)制中得到合理配置。本文力求充分發(fā)揮市場(chǎng)力量,建立一種“政府引導(dǎo),市場(chǎng)主導(dǎo),政府服務(wù)而不干預(yù),支持而不干涉”的運(yùn)作體系,幫助園區(qū)健康穩(wěn)定發(fā)展。 本文以市場(chǎng)的角度為切入點(diǎn),以黑龍江省重點(diǎn)建設(shè)的21個(gè)產(chǎn)業(yè)園區(qū)為例,對(duì)黑龍江省產(chǎn)業(yè)園區(qū)的發(fā)展問題進(jìn)行了深入研究。首先,本文從概念、類型、功能三個(gè)方面探討了產(chǎn)業(yè)園區(qū)的內(nèi)涵,并概述了產(chǎn)業(yè)園區(qū)與市場(chǎng)機(jī)制的相關(guān)基礎(chǔ)理論。其次,對(duì)黑龍江省產(chǎn)業(yè)園區(qū)發(fā)展現(xiàn)狀及存在問題進(jìn)行了分析,指出盡管政府給予的政策和資金扶持在一定程度上加快了園區(qū)的發(fā)展速度,但仍存在園區(qū)發(fā)展內(nèi)生動(dòng)力不足、配套服務(wù)體系不健全、產(chǎn)業(yè)集群程度不高、園區(qū)管理體制不成熟、投融資渠道單一、專業(yè)人才流失嚴(yán)重等問題,完善的市場(chǎng)機(jī)制尚未形成。再次,借鑒了美國(guó)硅谷、歐洲科技工業(yè)園區(qū)、上海張江高科技園區(qū)、大連軟件園的成功經(jīng)驗(yàn),并得出“發(fā)揮園區(qū)市場(chǎng)主體的作用、輔以政府的政策支持”是世界上一些著名園區(qū)成功的關(guān)鍵所在。最后,結(jié)合黑龍江省實(shí)際,提出政府職能的轉(zhuǎn)變、完善園區(qū)服務(wù)體系、構(gòu)建區(qū)域網(wǎng)絡(luò)系統(tǒng)、拓寬市場(chǎng)融資渠道和構(gòu)筑專業(yè)人才“蓄水池”等五個(gè)方面的對(duì)策建議。
[Abstract]:As an important carrier for the development of regional economy, industrial parks have attracted wide attention in optimizing industrial structure and promoting economic and social development. Since the reform and opening up, with the continuous acceleration of the industrialization process, a wave of "park fever" has been set up all over the country. Industrial parks of various types, levels and sizes have been established one after another, and the competition among the parks has become increasingly fierce. How to give full play to the competitive advantage of the industrial park, promote the healthy and sustainable development of the park, deepen the role of the regional economic growth pole of the park, so as to promote the overall revitalization of the regional economy, It has become an urgent problem in the process of economic development of provinces and cities. The industrial park of Heilongjiang Province started relatively late. Although it has been developed rapidly under the support of the government, the market mechanism is not mature due to the influence of planned economy. According to historical experience, the government-led park construction has certain stage characteristics. In the initial stage of infrastructure construction, project introduction, environmental maintenance, park management is not yet mature, the strong support of the government is very important, but from the perspective of development, government departments handle everything in a one-size-fits-all manner. It will not only reduce the effectiveness of intervention, but also lead to the dependence of enterprises and constrain the development of industrial parks. In the mature period, the industrial park should mainly rely on the market itself to develop, the government only plays the auxiliary role of "checking the deficiency and making up the leak", the government changes from direct leading to indirect guidance, and the park resources are reasonably allocated in the market mechanism. This paper tries to give full play to market forces and establish a system of "government guidance, market leading, government service without intervention, support without interference" to help the park develop healthily and steadily. This paper takes the market angle as the breakthrough point and takes 21 key industrial parks in Heilongjiang Province as an example to deeply study the development of the industrial parks in Heilongjiang Province. Firstly, this paper discusses the connotation of industrial park from three aspects: concept, type and function, and summarizes the basic theory of industrial park and market mechanism. Secondly, the paper analyzes the present situation and existing problems of the industrial park development in Heilongjiang Province, and points out that although the policy and financial support provided by the government has accelerated the development speed of the park to a certain extent, there is still insufficient endogenous motive force for the park development. The supporting service system is not perfect, the degree of industrial cluster is not high, the management system of the park is not mature, the channel of investment and financing is single, the professional talents are losing seriously, and the perfect market mechanism has not yet been formed. Thirdly, it draws lessons from the successful experiences of Silicon Valley, European Science and Technology Industrial Park, Shanghai Zhangjiang High-Tech Park and Dalian Software Park, and draws the conclusion that "play the role of the main body of the park market." Government policy support is the key to the success of some famous parks in the world. Finally, combined with the reality of Heilongjiang Province, the paper puts forward five countermeasures and suggestions on how to change the government function, perfect the service system of the park, construct the regional network system, broaden the market financing channels and construct the "reservoir" for professional talents.
