【摘要】：財政投資,又可以稱為政府投資或公共投資,是各國政府將籌集的財政資金進(jìn)行社會投資的公共支出活動,是社會經(jīng)濟活動重要的組成部分,在經(jīng)濟發(fā)展中扮演著重要的角色。但是關(guān)于財政投資是否能夠?qū)?jīng)濟增長產(chǎn)生促進(jìn)作用,目前理論界仍然存在較大的爭議,需要作進(jìn)一步的研究。本文結(jié)合我國實際情況,運用相關(guān)理論和實證研究方法簡要分析我國財政投資對經(jīng)濟增長產(chǎn)生的影響。 本文第二章先界定了財政投資的定義及投資范圍,并在財政投資的典型特征基礎(chǔ)上,從直接和間接的角度分析財政投資影響經(jīng)濟增長的機制,并結(jié)合國內(nèi)外相關(guān)理論研究成果構(gòu)建財政投資與經(jīng)濟增長指標(biāo)國內(nèi)生產(chǎn)總值之間的理論模型,作為本文實證分析的基礎(chǔ)。第三章從實踐和實證分析的角度出發(fā),首先梳理了我國自建國以來特別是改革開放以后所出臺的財政投資政策,表明我國在促進(jìn)經(jīng)濟增長的過程中,靈活運用財政投資政策并取得了較為理想的效果,對我國取得今天的經(jīng)濟成果發(fā)揮了很重要的作用。然后根據(jù)財政投資與國內(nèi)生產(chǎn)總值之間理論上的相關(guān)性,在我國1978年-2011年的數(shù)據(jù)基礎(chǔ)上,運用ADF協(xié)整檢驗方法和格蘭杰因果關(guān)系檢驗方法分析了兩者之間的關(guān)系。第四章,在檢驗得出財政投資與國內(nèi)生產(chǎn)總值存在線性關(guān)系的基礎(chǔ)上,利用Eviews軟件估計了兩者間的簡單線性回歸函數(shù),表明財政投資規(guī)模與國內(nèi)生產(chǎn)總值之間存在定量關(guān)系,對我國合理控制投資規(guī)模,提高投資效率具有借鑒意義。在本章中還運用X低效率評價方法從定性的角度分析了我國財政投資過程中存在的低效率問題,并對可能造成其低效率的原因進(jìn)行了簡要分析。通過理論和實證分析,我們可以發(fā)現(xiàn),我國的財政投資與經(jīng)濟增長之間具有較為密切的相關(guān)關(guān)系,但是就目前的財政投資現(xiàn)狀來說,并沒有發(fā)揮應(yīng)有的作用,取得最好的效果,還有很多方面需要優(yōu)化,如財政投資結(jié)構(gòu)不夠合理,需要結(jié)合我國經(jīng)濟的實際發(fā)展情況進(jìn)行調(diào)整。因此,我國的財政投資政策還可以在經(jīng)濟發(fā)展中發(fā)揮更大的作用。在此結(jié)論基礎(chǔ)上,結(jié)合我國目前的現(xiàn)實狀況,本文提出了一些有利于優(yōu)化財政投資結(jié)構(gòu)、提高財政投資效率的政策建議。
[Abstract]:Financial investment, which can also be called government investment or public investment, is a public expenditure activity in which the government will raise financial funds for social investment. It is an important part of social economic activities and plays an important role in economic development.However, whether fiscal investment can promote economic growth is still controversial and needs further study.Based on the actual situation of our country, this paper briefly analyzes the impact of financial investment on economic growth by using relevant theories and empirical research methods.The second chapter defines the definition and scope of financial investment, and analyzes the mechanism of financial investment influencing economic growth directly and indirectly on the basis of the typical characteristics of financial investment.The theoretical model between financial investment and economic growth index GDP is constructed according to the relevant theoretical research results at home and abroad, which is the basis of the empirical analysis in this paper.The third chapter, from the perspective of practice and empirical analysis, firstly combs the fiscal investment policy since the founding of the people's Republic of China, especially after the reform and opening up, which indicates that China is promoting economic growth in the process.The flexible use of fiscal investment policy and the satisfactory results have played an important role in our country's economic achievements today.Then according to the theoretical correlation between financial investment and GDP, on the basis of the data from 1978 to 2011, the relationship between them is analyzed by using ADF cointegration test and Granger causality test.In chapter 4, on the basis of testing the linear relationship between fiscal investment and GDP, we estimate the simple linear regression function between the two by using Eviews software, and show that there is a quantitative relationship between the scale of fiscal investment and GDP.It has reference significance for our country to control the investment scale reasonably and improve the investment efficiency.In this chapter, the problem of low efficiency in the process of financial investment in China is analyzed qualitatively by using the method of X-inefficiency evaluation, and the possible causes of inefficiency are analyzed briefly.Through theoretical and empirical analysis, we can find that there is a close correlation between financial investment and economic growth in China, but as far as the current financial investment is concerned, it has not played its due role and achieved the best results.There are still many aspects to be optimized, for example, the structure of financial investment is not reasonable, and it needs to be adjusted according to the actual economic development of our country.Therefore, China's financial investment policy can also play a greater role in economic development.On the basis of this conclusion, combined with the current situation of our country, this paper puts forward some policy suggestions which are conducive to optimizing the structure of financial investment and improving the efficiency of financial investment.
