【摘要】：區(qū)域性經(jīng)濟(jì)合作是世界經(jīng)濟(jì)生活越來越國(guó)際化的產(chǎn)物和表現(xiàn),它是生產(chǎn)社會(huì)化和經(jīng)濟(jì)生活國(guó)際化發(fā)展的歷史趨勢(shì)，有著深刻的現(xiàn)實(shí)基礎(chǔ)和客觀必然性。香港、澳門回歸祖國(guó)以后，粵港澳合作成為我國(guó)區(qū)域經(jīng)濟(jì)合作中的一顆耀眼明珠，“一國(guó)兩制”的強(qiáng)大生命力在粵港澳的區(qū)域合作中得到了充分展現(xiàn)。特別是面對(duì)近年來國(guó)際金融危機(jī)帶來的嚴(yán)重沖擊，粵港澳區(qū)域經(jīng)濟(jì)合作仍然保持了平穩(wěn)發(fā)展的勢(shì)頭。2011年3月，國(guó)家出臺(tái)“十二五”規(guī)劃綱要，從“建設(shè)中華民族共同家園”的戰(zhàn)略高度，首次單列港澳內(nèi)容專章，要求打造更具綜合競(jìng)爭(zhēng)力世界級(jí)城市群，把粵港澳合作提升到新的高度。因此，我們研究總結(jié)粵港澳區(qū)域經(jīng)濟(jì)合作的成功經(jīng)驗(yàn)，特別是對(duì)其目前存在的瓶頸問題進(jìn)行梳理和分析，既是對(duì)深化粵港澳更緊密合作方式的一種探索，，同時(shí)也希望為全國(guó)其他地區(qū)開展新時(shí)期的區(qū)域間合作提供一個(gè)參考。 本文分為四個(gè)部分： 第一部分：粵港澳經(jīng)濟(jì)社會(huì)及區(qū)域經(jīng)濟(jì)合作現(xiàn)狀分析。簡(jiǎn)析粵港澳三地的經(jīng)濟(jì)社會(huì)發(fā)展概況，并對(duì)目前重點(diǎn)領(lǐng)域的合作情況進(jìn)行描述，為下一步解析粵港澳的合作經(jīng)驗(yàn)進(jìn)行鋪墊。 第二部分：粵港澳開展區(qū)域經(jīng)濟(jì)合作的經(jīng)驗(yàn)與啟示。從堅(jiān)持改革開放、“一國(guó)兩制”制度在廣東的成功實(shí)踐、堅(jiān)持科學(xué)發(fā)展、CEPA先行先試等方面進(jìn)行總結(jié)梳理，歸類和提煉出粵港澳區(qū)域經(jīng)濟(jì)合作模式的成功之處，以及對(duì)于國(guó)內(nèi)其他地區(qū)所具有的借鑒參考意義。 第三部分：粵港澳區(qū)域經(jīng)濟(jì)合作中面臨的瓶頸問題。主要從港澳特區(qū)的內(nèi)部原因、三地法律法規(guī)體制不對(duì)接、重點(diǎn)合作領(lǐng)域面臨障礙、CEPA先行先試中的“大門小門”問題、各方利益訴求不一致、廣東基層港澳工作隊(duì)伍力量薄弱等六個(gè)方面進(jìn)行剖析和論述，試圖尋找出目前制約粵港澳合作發(fā)展的問題和瓶頸。 第四部分：深化粵港澳區(qū)域經(jīng)濟(jì)合作的思路和建議。主要包括創(chuàng)新制度和合作模式、發(fā)揮重點(diǎn)區(qū)域和領(lǐng)域的改革示范作用、深化服務(wù)業(yè)對(duì)港澳開放政策、加強(qiáng)廣東省內(nèi)的涉港澳機(jī)構(gòu)建設(shè)等方面。這也是本課題研究的落腳點(diǎn)。
[Abstract]:Regional economic cooperation is the product and manifestation of the internationalization of world economic life. It is the historical trend of the socialization of production and the internationalization of economic life. It has a profound realistic foundation and objective inevitability.Since the return of Hong Kong and Macao to the motherland, the cooperation between Guangdong, Hong Kong and Macao has become a dazzling pearl in China's regional economic cooperation, and the strong vitality of "one country, two systems" has been fully displayed in the regional cooperation between Guangdong, Hong Kong and Macao.In particular, in the face of the severe impact of the international financial crisis in recent years, the regional economic cooperation between Guangdong, Hong Kong and Macao has maintained a steady development momentum. In March 2011, the state issued the outline of the 12th Five-Year Plan.From the strategic height of "building the common homeland of the Chinese nation", the contents of Hong Kong and Macao should be singled out for the first time, which calls for the creation of a more comprehensive competitive world-class urban agglomeration and promotes the cooperation between Guangdong, Hong Kong and Macao to a new height.Therefore, we study and summarize the successful experiences of the regional economic cooperation between Guangdong, Hong Kong and Macao, especially combing and analyzing the bottleneck problems, which is an exploration of deepening the closer cooperation between Guangdong, Hong Kong and Macao.At the same time, it also hopes to provide a reference for the other regions of the country to carry out the new period of interregional cooperation.This paper is divided into four parts:The first part: the analysis of the current situation of Guangdong, Hong Kong and Macao economic and social and regional economic cooperation.This paper briefly analyzes the general situation of economic and social development in Guangdong, Hong Kong and Macao, and describes the current cooperation situation in the key areas, thus laying the groundwork for the next analysis of the cooperation experience of Guangdong, Hong Kong and Macao.The second part: the experience and enlightenment of the regional economic cooperation between Guangdong, Hong Kong and Macao.The successful practice of the "one country, two systems" system in Guangdong and the scientific development of CEPA are summarized and sorted out in order to classify and refine the success of the regional economic cooperation model of Guangdong, Hong Kong and Macao.And the reference significance for other regions in China.The third part: the bottleneck in the regional economic cooperation between Guangdong, Hong Kong and Macao.Mainly from the internal reasons of the Hong Kong and Macao Special Administrative regions, the laws and regulations of the three places are not docked, the key areas of cooperation face obstacles to the "door and door" problem in the pilot trial of CEPA, and the interests of all parties are not in line with each other.In order to find out the problems and bottlenecks that restrict the development of the cooperation between Guangdong and Hong Kong and Macao at present, this paper analyzes and discusses on six aspects such as the weakness of the working force of the basic units of Hong Kong and Macao in Guangdong.Part four: thoughts and suggestions on deepening the regional economic cooperation between Guangdong, Hong Kong and Macao.It mainly includes innovating the system and cooperation mode, giving play to the role of reform in key regions and fields, deepening the policy of opening up the service industry to Hong Kong and Macao, and strengthening the construction of institutions involved in Hong Kong and Macao in Guangdong Province.This is also the foothold of this research.
