【摘要】：循環(huán)經濟作為一種全新的經濟發(fā)展模式,已成為21世紀全球經濟發(fā)展的一種趨勢和潮流。園區(qū)是循環(huán)經濟發(fā)展的有效實踐載體,是區(qū)域經濟實現(xiàn)跨越式發(fā)展的重要依托和突破口,因而成為循環(huán)經濟發(fā)展研究的重要領域之一。同時,企業(yè)與企業(yè)間、區(qū)域與區(qū)域間的競爭己逐漸升級為產業(yè)鏈間的競爭。因此,產業(yè)鏈視角下研究園區(qū)循環(huán)經濟發(fā)展,是一種新的思路和探索。 本論文對產業(yè)鏈、循環(huán)經濟等相關概念及系統(tǒng)科學理論、貿易分工理論等相關理論進行了梳理和解讀,并以此為基礎,結合國內外相關最新研究成果及實地調研心得,嘗試提出和闡釋了產業(yè)鏈視角下園區(qū)循環(huán)經濟發(fā)展的研究框架及建設思路。該框架主要包括五部分：①園區(qū)循環(huán)經濟發(fā)展研究體系闡述。主要內容細化為：外部環(huán)境研究、本底條件解析、理論案例借鑒、發(fā)展思路擬定。②園區(qū)循環(huán)經濟評價指標體系確定。在綜合官方及學術界現(xiàn)有園區(qū)循環(huán)經濟評價指標體系的基礎上,建立了一套由32項細化指標組成的園區(qū)循環(huán)經濟評價指標體系。③園區(qū)產業(yè)鏈穩(wěn)定性判定方法設計。在研讀文獻資料的基礎上,總結出了對園區(qū)產業(yè)鏈穩(wěn)定運行產生影響的主要因子,設計了一套園區(qū)產業(yè)鏈穩(wěn)定性判定指標體系,并擬選了層次分析法(AHP)對園區(qū)產業(yè)鏈穩(wěn)定性進行判定。④園區(qū)循環(huán)經濟發(fā)展實踐路徑選擇。結合實踐心得,本部分提煉出了園區(qū)產業(yè)鏈建設的“七步驟”,即產業(yè)鏈設計、產業(yè)鏈布局、產業(yè)鏈招商、產業(yè)鏈整合、產業(yè)鏈創(chuàng)新、產業(yè)鏈運行和產業(yè)鏈管理。⑤園區(qū)循環(huán)經濟發(fā)展推進機制探索。總結出了園區(qū)循環(huán)經濟發(fā)展的“四主一體”推進機制,明確了“四主(政府、園區(qū)、企業(yè)、公眾)”在園區(qū)循環(huán)經濟發(fā)展中的主要職能和工作側重點。 本論文以甘肅高臺工業(yè)園區(qū)為例,嘗試應用產業(yè)鏈視角下園區(qū)循環(huán)經濟發(fā)展的研究框架及建設思路對該園區(qū)進行實證分析,并對園區(qū)循環(huán)經濟發(fā)展中相關政策的制定、產業(yè)結構的調整、企業(yè)布局的優(yōu)化等方面提出了對策建議。 最后對本論文的主要研究成果進行了總結,對后續(xù)研究工作進行了展望。
[Abstract]:As a new mode of economic development, circular economy has become a trend and trend of global economic development in the 21st century.The park is an effective practical carrier for the development of circular economy and an important support and breakthrough point for realizing the leap-forward development of regional economy, thus becoming one of the important fields of the research on the development of circular economy.At the same time, the competition between enterprises, regions and regions has been upgraded to industrial chain competition.Therefore, it is a new idea and exploration to study the development of circular economy in industrial chain.This paper combs and interprets the related concepts, such as industry chain, circular economy, system science theory, trade division theory and so on, and combines the latest research results at home and abroad, as well as the field research experience.This paper tries to put forward and explain the research framework and construction ideas of the circular economy development of the park from the perspective of industrial chain.This framework mainly includes five parts: 1: 1 park circular economy development research system.The main contents are as follows: external environment research, background condition analysis, theoretical case study, and development thinking. 2. The evaluation index system of circular economy in the park is determined.On the basis of synthesizing the existing evaluation index system of circular economy of the park, a set of evaluation index system of circular economy of the park, which is composed of 32 detailed indexes, is established. The method of judging the stability of the industrial chain of the park is designed.On the basis of studying the literature, this paper summarizes the main factors that affect the stable operation of the industrial chain of the park, and designs a set of index system for judging the stability of the industrial chain of the park.The AHP (Analytic hierarchy process) is chosen to judge the stability of the industrial chain of the park. 4. The practical path of circular economy development in the park is chosen.Combined with practical experience, this part abstracts the "seven steps" of industrial chain construction in the park, that is, industrial chain design, industrial chain layout, industrial chain investment, industrial chain integration, industrial chain innovation, industrial chain design, industrial chain layout, industrial chain investment, industrial chain integration, industrial chain innovation.Industrial chain operation and industrial chain management .5 Park circular economy development promotion mechanism.This paper summarizes the promotion mechanism of "four main bodies" in the development of circular economy in the park, and clarifies the main functions and working emphases of the "four masters (government, park, enterprise and public)" in the development of circular economy in the park.Taking Gaotai Industrial Park in Gansu Province as an example, this paper attempts to apply the research framework and construction ideas of circular economy development in Gaotai Industrial Park under the perspective of industrial chain to make an empirical analysis of the park, and to formulate relevant policies in the development of circular economy in the park.The adjustment of industrial structure and the optimization of enterprise layout are put forward.Finally, the main research results of this paper are summarized, and the future research work is prospected.
