【摘要】：蘭州新區(qū)特殊的地理區(qū)位和經(jīng)濟環(huán)境決定了它在甘肅經(jīng)濟發(fā)展中的特殊地位。承接?xùn)|、中部地區(qū)優(yōu)良的產(chǎn)業(yè)資源是重構(gòu)甘肅產(chǎn)業(yè)鏈結(jié)構(gòu)，提升區(qū)域產(chǎn)業(yè)競爭力的捷徑。但是，東、中部優(yōu)良的產(chǎn)業(yè)資源是有限的，如何讓有限的資源更多地流入新區(qū)，是新區(qū)能否發(fā)揮出戰(zhàn)略作用的關(guān)鍵。 通過對承接產(chǎn)業(yè)轉(zhuǎn)移相關(guān)理論的梳理，進一步理解承接過程中承接地作用力的范圍和特點，總結(jié)出承接不僅包括通過某些措施將符合條件的企業(yè)吸引到承接地，更應(yīng)包括承接地與被承接企業(yè)之間進一步的相互作用。引入產(chǎn)業(yè)價值鏈等概念作為理解這種相互作用的理論依據(jù)，認為承接產(chǎn)業(yè)轉(zhuǎn)移的過程，應(yīng)是承接地與被承接企業(yè)通過產(chǎn)業(yè)鏈的重構(gòu)在各自戰(zhàn)略上取得長期共贏的過程。如果獲得這種共贏的可能性越大，那么承接的潛力就越大。 在此基礎(chǔ)上，，建立承接產(chǎn)業(yè)轉(zhuǎn)移潛力量化指標體系，探討蘭州新區(qū)與西部大開發(fā)、中部崛起地區(qū)主要的17個城市在承接地吸引力與承接地產(chǎn)業(yè)持久發(fā)展力兩方面的優(yōu)劣性，并通過因子分析對承接潛力進行量化排序。實證分析的主要結(jié)論是：新區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移的潛力在17個城市中排名第12位，新區(qū)周邊經(jīng)濟發(fā)展水平較低和產(chǎn)品市場規(guī)模較小是造成外地企業(yè)不容易被吸引的主要原因，知識技術(shù)創(chuàng)新能力較低是阻礙企業(yè)獲得戰(zhàn)略上長期盈利的重要影響因素；與物流相關(guān)的基礎(chǔ)設(shè)施建設(shè)與要素市場上勞動力成本較低是新區(qū)吸引外地企業(yè)的主要優(yōu)勢。石化、有色等產(chǎn)業(yè)稟賦優(yōu)勢較大、產(chǎn)業(yè)價值鏈較豐富；裝備制造業(yè)的產(chǎn)業(yè)價值鏈整體可創(chuàng)造高價值的環(huán)節(jié)較少，影響企業(yè)獲利能力，但隨著區(qū)域發(fā)展戰(zhàn)略的實施盈利能力將逐漸改變。這些產(chǎn)業(yè)在產(chǎn)業(yè)鏈結(jié)構(gòu)上的優(yōu)勢使得被承接企業(yè)的企業(yè)價值鏈融入難度降低，容易獲得戰(zhàn)略上長期的盈利，增加了新區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移實現(xiàn)共贏目標的可能性。
[Abstract]:The special geographical location and economic environment of Lanzhou New area determine its special position in the economic development of Gansu.It is a shortcut to reconstruct the structure of Gansu industrial chain and enhance the regional industrial competitiveness to undertake the fine industrial resources in the east and central regions.However, the fine industrial resources in the east and middle areas are limited. How to let the limited resources flow into the new area is the key to whether the new area can play a strategic role.By combing the relevant theories of undertaking industry transfer and further understanding the scope and characteristics of undertaking force in the process of undertaking, it is concluded that undertaking not only includes some measures to attract qualified enterprises to undertake.It should include the further interaction between the undertaking place and the undertaking enterprise.This paper introduces the concept of industrial value chain as the theoretical basis to understand this interaction, and holds that the process of undertaking industrial transfer should be the long-term win-win process between the undertaking place and the undertaking enterprise through the reconstruction of the industrial chain in their respective strategies.The greater the chances of such a win-win, the greater the potential to undertake.On this basis, the paper establishes the quantitative index system of undertaking industry transfer potential, probes into the advantages and disadvantages of Lanzhou New area and the Great Development of West China, and the 17 main cities in the central rising area in the attraction of the undertaking area and the sustainable development of the real estate industry.And through factor analysis to undertake potential quantitative ranking.The main conclusions of the empirical analysis are as follows: the potential of the new area to undertake industrial transfer ranks 12th among the 17 cities, and the low level of economic development and the small scale of the product market around the new area are the main reasons for the difficulty of attracting foreign enterprises.The low ability of knowledge and technology innovation is an important factor that hinders the enterprises to gain long-term profits in strategy, and the low labor cost in the logistics related infrastructure construction and factor market is the main advantage of attracting foreign enterprises in the new area.Petrochemical, nonferrous and other industries have greater endowment advantages and rich industrial value chains; the industrial value chain of the equipment manufacturing industry as a whole can create fewer links of high value, which affects the profitability of enterprises.However, with the implementation of regional development strategy profitability will gradually change.The advantages of these industries in the industrial chain structure make it easier for the enterprises to integrate into the value chain and gain long-term strategic profits, which increases the possibility of the new area to undertake industrial transfer to achieve the win-win goal.
