【摘要】：區(qū)域技術(shù)創(chuàng)新系統(tǒng)是由政府參與,企業(yè)、大學(xué)和科研機構(gòu)為主體的多個主體相互作用的系統(tǒng),核心是創(chuàng)新成果的應(yīng)用。政府作為區(qū)域技術(shù)創(chuàng)新基礎(chǔ)設(shè)施的提供者、知識產(chǎn)權(quán)的保護(hù)者、創(chuàng)新產(chǎn)品的公共采購者、創(chuàng)新主體的培育者、法律法規(guī)的制定者,其財政政策的支持為區(qū)域技術(shù)創(chuàng)新提供了保障。基于財政支持對區(qū)域技術(shù)創(chuàng)新績效的重要作用,提出了相關(guān)意見建議,一方面要增加政府財政投入,形成多元化的投資平臺;另一方面要鼓勵創(chuàng)新主體資源投入,建立合作共贏的創(chuàng)新平臺等。
[Abstract]:The regional technological innovation system is a multi-agent interaction system with government participation, enterprises, universities and scientific research institutions as the main body, the core of which is the application of the innovation achievements. The government is the provider of the regional technological innovation infrastructure. The protector of intellectual property rights, the public purchaser of innovative products, the cultivator of innovation subject, the maker of laws and regulations, Based on the important role of financial support to the performance of regional technological innovation, this paper puts forward some suggestions, on the one hand, to increase government financial input and form a diversified investment platform; On the other hand, we should encourage the main body of innovation to invest resources and establish a win-win innovation platform.
