【摘要】：收入分配是經(jīng)濟(jì)學(xué)研究的主要問題，十一屆三中全會后，我國收入分配體制改革是伴隨著經(jīng)濟(jì)所有制改革、社會主義市場經(jīng)濟(jì)的建立而不斷發(fā)展和完善的。我國收入分配體制的發(fā)展軌跡是從計劃的、單一的按勞分配體制逐漸向市場化的、按勞分配與按生產(chǎn)要素分配相結(jié)合的分配體制演進(jìn)�，F(xiàn)階段我們國家生產(chǎn)力還不夠發(fā)達(dá)，尚處于社會主義發(fā)展的初級階段，社會主義初級階段的國情要求我們在經(jīng)濟(jì)體制改革上要實(shí)現(xiàn)公平與效率的統(tǒng)一。在社會主義經(jīng)濟(jì)建設(shè)中出現(xiàn)的城市、鄉(xiāng)村的內(nèi)部相對貧困和腦力勞動和體力勞動的對立，這些居民收入差距的現(xiàn)象是由我國現(xiàn)行的所有制結(jié)構(gòu)、經(jīng)濟(jì)體制的轉(zhuǎn)軌、再分配調(diào)節(jié)不力和行政管理的缺位等原因造成的。隨著改革的進(jìn)一步深化，收入分配制度的改革勢在必行，只有在全社會范圍內(nèi)建立公平、合理的收入分配制度，才能更好地服務(wù)于和諧社會的建設(shè)。收入分配改革是伴隨著經(jīng)濟(jì)體制改革、行政體制改革而進(jìn)行的，所以收入分配制度改革要從國民收入初次分配、國民收入再分配、輔助配套制度來進(jìn)行改革，以保證收入分配改革能順利地貫徹下去。改革開放以后，我國的社會改革采用了漸進(jìn)式的發(fā)展戰(zhàn)略，在有利于社會穩(wěn)定的同時也積累了許多體制性的矛盾，例如社會貧富分化、既得利益集團(tuán)的顯現(xiàn)。隨著社會改革的進(jìn)一步深化，要求我們要敢于打破原有既得利益集團(tuán)的阻撓、消除兩極分化，加快國家經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型和經(jīng)濟(jì)體制的轉(zhuǎn)軌的進(jìn)度，從而減少改革過程中的成本和代價，，努力構(gòu)建一個造福于全體勞動人民的收入分配體制。
[Abstract]:Income distribution is a major problem in economic research. After the third Plenary session of the Eleventh Central Committee, the reform of China's income distribution system was accompanied by the reform of economic ownership. With the establishment of the socialist market economy, the development of China's income distribution system has evolved from a planned, a single distribution system according to work to a market-oriented one. The distribution system, which combines distribution according to work with distribution according to factors of production, is not well developed in our country at this stage and is still in the primary stage of socialist development. The national conditions in the primary stage of socialism require us to achieve the unity of fairness and efficiency in the reform of the economic system. In the socialist economic construction, the relative poverty within the cities and villages and the antagonism between mental and physical labor are required. The phenomenon of income gap among these residents is caused by the current ownership structure of our country, the transition of the economic system, the ineffectiveness of redistribution and regulation, and the absence of administration, etc. With the deepening of the reform, It is imperative to reform the income distribution system. Only by establishing a fair and reasonable income distribution system within the whole society can we better serve the construction of a harmonious society. The reform of income distribution is accompanied by the reform of the economic system. As a result of the reform of the administrative system, the reform of the income distribution system should be carried out from the initial distribution of national income, the redistribution of national income, and the auxiliary supporting system to ensure that the reform of income distribution can be carried out smoothly. After the reform and opening up, China's social reform has adopted a gradual development strategy, which is conducive to social stability and at the same time accumulates many systemic contradictions, such as the social polarization between the rich and the poor, the emergence of vested interest groups, and the deepening of social reform. We must dare to break the obstruction of existing vested interest groups, eliminate polarization, and speed up the transformation of the country's economic structure and economic structure, so as to reduce the costs and costs of the reform process. Strive to build an income distribution system for the benefit of all working people.
