【摘要】：繼20世紀(jì)90年代重點(diǎn)開(kāi)發(fā)建設(shè)了瑯東、鳳嶺新區(qū)之后,南寧正在邕江南岸重點(diǎn)打造一片新的區(qū)域——五象新區(qū)。五象新區(qū)建設(shè),起步于2006年,發(fā)展至今,基礎(chǔ)設(shè)施逐步完善中。為了更好滿(mǎn)足五象新區(qū)發(fā)展需求,進(jìn)一步整合資源,應(yīng)對(duì)國(guó)內(nèi)、國(guó)際形勢(shì)挑戰(zhàn),促進(jìn)五象新區(qū)產(chǎn)業(yè)規(guī)模化、標(biāo)準(zhǔn)化、集聚化發(fā)展,則必須分析產(chǎn)業(yè)的現(xiàn)狀和未來(lái)發(fā)展趨勢(shì),把握產(chǎn)業(yè)發(fā)展規(guī)律,結(jié)合外部環(huán)境和內(nèi)部條件,制定產(chǎn)業(yè)發(fā)展戰(zhàn)略。 本文從五象新區(qū)現(xiàn)狀研究入手,結(jié)合自然資源和市場(chǎng)需求,分析產(chǎn)業(yè)發(fā)展的總體概況以及第一、第二、第三產(chǎn)業(yè)的發(fā)展概況,在南寧“十二五”規(guī)劃、廣西“十二五”規(guī)劃以及廣西“14+4”產(chǎn)業(yè)的大環(huán)境政策條件下,通過(guò)剖析五象新區(qū)產(chǎn)業(yè)鉆石模型的六個(gè)因素,從產(chǎn)業(yè)發(fā)展的生產(chǎn)要素,需求條件分析,相關(guān)性產(chǎn)業(yè)分析,競(jìng)爭(zhēng)機(jī)制四個(gè)相互影響因素分析,同時(shí)結(jié)合外在機(jī)會(huì)、政府兩個(gè)客觀因素,得出五象新區(qū)產(chǎn)業(yè)發(fā)展的機(jī)遇、威脅和優(yōu)勢(shì)、劣勢(shì),經(jīng)過(guò)對(duì)五象新區(qū)產(chǎn)業(yè)戰(zhàn)略對(duì)比與整合,在現(xiàn)有的發(fā)展基礎(chǔ)上,探索五象新區(qū)產(chǎn)業(yè)發(fā)展戰(zhàn)略,研究新區(qū)產(chǎn)業(yè)發(fā)展。結(jié)合SWOT矩陣戰(zhàn)略分析工具,確定五象新區(qū)產(chǎn)業(yè)發(fā)展戰(zhàn)略為核心競(jìng)爭(zhēng)力增長(zhǎng)戰(zhàn)略和產(chǎn)業(yè)聯(lián)動(dòng)戰(zhàn)略。提出五象新區(qū)產(chǎn)業(yè)發(fā)展以一年、五年、八年為期,借助五象新區(qū)的功能區(qū)建設(shè),重點(diǎn)培育發(fā)展新能源、先進(jìn)裝備制造業(yè)、節(jié)能環(huán)保、新材料等新興產(chǎn)業(yè),著力發(fā)展文化產(chǎn)業(yè)、體育產(chǎn)業(yè)等以新區(qū)七大功能板塊建設(shè)為契機(jī)的現(xiàn)代服務(wù)業(yè)。 本文具體結(jié)合功能區(qū)建設(shè),制定出文化產(chǎn)業(yè)、體育產(chǎn)業(yè)、商貿(mào)產(chǎn)業(yè)、物流產(chǎn)業(yè)、現(xiàn)代工業(yè)、新興產(chǎn)業(yè)、旅游業(yè)、生態(tài)農(nóng)業(yè)等八大優(yōu)先發(fā)展產(chǎn)業(yè)的2013-2020年具體發(fā)展規(guī)劃,并提出從政策、產(chǎn)業(yè)集聚、決策評(píng)審、人才培養(yǎng)等體系建設(shè)上保障實(shí)施,以提高五象新區(qū)產(chǎn)業(yè)發(fā)展的效率,加速產(chǎn)業(yè)集聚能力,提升五象新區(qū)的核心競(jìng)爭(zhēng)力,確保五象新區(qū)產(chǎn)業(yè)進(jìn)展順利,從而確保五象新區(qū)2013-2020年產(chǎn)業(yè)發(fā)展總體戰(zhàn)略目標(biāo)的實(shí)現(xiàn),推動(dòng)五象新區(qū)高速發(fā)展。同時(shí),對(duì)于其他地方的新區(qū)建設(shè)產(chǎn)業(yè)發(fā)展也有極大的借鑒價(jià)值。
[Abstract]:Following the key development and construction of Luangdong and Fengling New area in 1990s, Nanning is focusing on building a new area-Wuxiang New area on the south bank of the Yongjiang River. The construction of Wuxiang New area, which started in 2006, has developed to the present. Infrastructure is gradually improving. In order to better meet the development needs of the Wuxiang New area, to further integrate resources, to meet domestic and international challenges, and to promote the industrial scale, standardization and agglomeration of the Wuxiang New area, It is necessary to analyze the present situation and future development trend of industry, grasp the law of industry development, combine external environment and internal conditions, and formulate industrial development strategy. Starting with the current situation of Wuxiang New area, combining with natural resources and market demand, this paper analyzes the general situation of industrial development and the development of the first, second and third industries, and plans for the 12th Five-Year Plan in Nanning. Under the conditions of Guangxi's 12th Five-Year Plan and the big environmental policy of Guangxi's "144" industry, through analyzing the six factors of industrial diamond model in Wuxiang New area, this paper analyzes the factors of production, demand conditions and related industries of industrial development. By analyzing the four influencing factors of the competition mechanism and combining the external opportunities and two objective factors of the government, we can draw a conclusion that the industrial development opportunities, threats, advantages and disadvantages of the Wuxiang New area are compared and integrated through the industrial strategy of the Wuxiang New area. On the basis of the existing development, this paper explores the industrial development strategy of Wuxiang New area and studies the industrial development of the New area. Combined with the SWOT matrix strategic analysis tool, The industrial development strategy of the Wuxiang New area is determined as the core competitiveness growth strategy and the industrial linkage strategy. It is proposed that the industrial development of the Wuxiang New area will take a period of one, five and eight years, with the aid of the functional area construction of the Wuxiang New area, to focus on cultivating and developing new energy sources. Advanced equipment manufacturing, energy conservation and environmental protection, new materials and other emerging industries, focusing on the development of cultural industry, sports industry and other new areas of the seven major functional plate construction as the opportunity of the modern service industry. Combining the construction of functional areas, this paper formulates the specific development plan for 2013-2020 of eight priority industries, such as cultural industry, sports industry, trade and trade industry, logistics industry, modern industry, emerging industry, tourism industry, ecological agriculture, etc. It also puts forward that the system construction of policy, industrial agglomeration, decision evaluation and personnel training should be carried out in order to improve the efficiency of industrial development in Wuxiang New area, accelerate the ability of industrial agglomeration, and enhance the core competitiveness of Wuxiang New area. In order to ensure the smooth development of Wuxiang New area, to ensure the realization of the overall strategic goal of Wuxiang New area's industrial development in 2013-2020, and to promote the rapid development of Wuxiang New area, it is also of great reference value for the construction industry development of other new areas.
