【摘要】：本文以湖南省可持續(xù)發(fā)展實驗區(qū)郴州市蘇仙區(qū)為研究對象,以可持續(xù)發(fā)展理論為基本理念,以產(chǎn)業(yè)結構及其調整理論為主要依據(jù),切實把握“兩型社會”建設、國家承接產(chǎn)業(yè)示范區(qū)、湘江流域重金屬污染治理、郴資桂一體化建設等重大機遇,充分發(fā)揮蘇仙區(qū)的區(qū)位、資源、交通、環(huán)境等優(yōu)勢,全面研究可持續(xù)發(fā)展實驗區(qū)背景下蘇仙區(qū)產(chǎn)業(yè)結構調整。研究蘇仙區(qū)的產(chǎn)業(yè)結構調整理論上有利于豐富可持續(xù)發(fā)展實驗區(qū)以及產(chǎn)業(yè)結構調整的理論研究。現(xiàn)實上有利于蘇仙區(qū)的經(jīng)濟可持續(xù)發(fā)展以及資源型城市的轉型。 在深入研究產(chǎn)業(yè)結構、可持續(xù)發(fā)展、循環(huán)經(jīng)濟等相關理論基礎上,本文從區(qū)位交通、自然資源、社會經(jīng)濟、生態(tài)環(huán)境等方面分析了蘇仙區(qū)產(chǎn)業(yè)結構優(yōu)化條件,闡述了蘇仙區(qū)產(chǎn)業(yè)結構優(yōu)化升級的發(fā)展背景。然后從蘇仙區(qū)三次產(chǎn)業(yè)產(chǎn)值、產(chǎn)業(yè)結構內部情況、產(chǎn)業(yè)結構的演變過程、優(yōu)勢產(chǎn)業(yè)、產(chǎn)業(yè)結構變化對區(qū)域經(jīng)濟增長的貢獻等方面進行了分析,對蘇仙區(qū)產(chǎn)業(yè)結構進行了總體的評價,發(fā)現(xiàn)蘇仙區(qū)產(chǎn)業(yè)結構存在的問題。并運用成分數(shù)據(jù)建模的方法對蘇仙區(qū)未來15年產(chǎn)業(yè)結構變化趨勢進行了預測分析。 在分析和預測的基礎上,本文提出了蘇仙區(qū)產(chǎn)業(yè)結構調整要以承接產(chǎn)業(yè)轉移為契機,以產(chǎn)業(yè)結構調整為主線,把發(fā)展“兩型”產(chǎn)業(yè)作為轉型升級的重點,推進工業(yè)化與信息化的深度融合,著力形成低消耗、可循環(huán)、可持續(xù)的現(xiàn)代產(chǎn)業(yè)結構。并從組織管理、體制機制創(chuàng)新、科技創(chuàng)新、產(chǎn)學研相結合等八個方面提出了可持續(xù)發(fā)展實驗區(qū)產(chǎn)業(yè)結構調整的組織保障措施。
[Abstract]:This paper takes the Suxian District of Chenzhou City as the research object, takes the sustainable development theory as the basic idea, takes the industrial structure and its adjustment theory as the main basis, and effectively grasps the construction of the "two-oriented society". The state undertakes major opportunities such as industrial demonstration areas, heavy metal pollution control in the Xiangjiang River basin, and integration of Chen, Zi and Gui, and gives full play to Suxian's advantages in location, resources, transportation, environment, and so on. To study the industrial structure adjustment of Suxian district under the background of sustainable development experimental area. To study the industrial structure adjustment of Suxian district is beneficial to enrich the experiment area of sustainable development and the theory research of industrial structure adjustment in reality. Suxian District is conducive to the sustainable development of the economy and the transformation of resource-based cities. On the basis of in-depth study of industrial structure, sustainable development, circular economy and other related theories, this paper analyzes the optimization conditions of industrial structure in Suxian District from the aspects of location transportation, natural resources, social economy, ecological environment and so on. This paper expounds the development background of the optimization and upgrading of the industrial structure in Suxian District, and then from the three industrial output values, the internal situation of the industrial structure, the evolution process of the industrial structure, and the superior industry in Suxian District. The paper analyzes the contribution of industrial structure changes to regional economic growth, and evaluates the industrial structure of Suxian district in general. The problems existing in the industrial structure of Suxian District are found, and the trend of industrial structure change in Suxian District in the next 15 years is forecasted and analyzed by using the method of component data modeling. On the basis of analysis and prediction, this paper puts forward that the adjustment of industrial structure in Suxian district should take the opportunity of undertaking industrial transfer, take the adjustment of industrial structure as the main line, and take the development of "two-type" industry as the key point of transformation and upgrading. To promote the deep integration of industrialization and information, to form a low consumption, recyclable, sustainable modern industrial structure, and from the organizational management, system and mechanism innovation, scientific and technological innovation. This paper puts forward the organizational guarantee measures for the adjustment of industrial structure in the experimental area of sustainable development from eight aspects, such as the combination of industry, education and research.
