我國高能耗產(chǎn)業(yè)的環(huán)境效率評價及規(guī)制研究

【摘要】:當(dāng)今世界正面臨著一場深刻的能源革命,能源高效發(fā)展和環(huán)境保護(hù)己經(jīng)成為各國的一項重要任務(wù)。高能耗產(chǎn)業(yè)作為能源消耗和環(huán)境污染的主要產(chǎn)業(yè),其環(huán)境效應(yīng)對于我國實現(xiàn)節(jié)能減排的目標(biāo)至關(guān)重要。目前關(guān)于環(huán)境規(guī)制及環(huán)境效率評價的文獻(xiàn)很多,但大部分學(xué)者是將兩者割裂開來,基于區(qū)域、國家層面研究環(huán)境規(guī)制或進(jìn)行環(huán)境效率分析,關(guān)于行業(yè)層面或者行業(yè)層面的區(qū)域分析的相關(guān)文獻(xiàn)并不多。本文正是從我國高能耗產(chǎn)業(yè)的實際狀況出發(fā),基于能源、經(jīng)濟(jì)與環(huán)境的協(xié)調(diào)發(fā)展目標(biāo),對高能耗產(chǎn)業(yè)的環(huán)境效率和規(guī)制展開研究。 本文首先介紹了國內(nèi)外關(guān)于環(huán)境效率與環(huán)境規(guī)制的研究現(xiàn)狀,并對相關(guān)概念作出界定,為全文的分析奠定了理論基礎(chǔ)。其次對我國環(huán)境規(guī)制的現(xiàn)狀及高能耗產(chǎn)業(yè)的能源消耗與污染排放現(xiàn)狀展開數(shù)據(jù)分析,為全文提供了現(xiàn)狀基礎(chǔ)。再次,在實證分析上,本文基于DEA-SBM模型,選取一種期望產(chǎn)出、四種非期望產(chǎn)出和四種投入指標(biāo),評價2001-2010年我國高能耗產(chǎn)業(yè)的環(huán)境效率,,對是否考慮非期望產(chǎn)出時的兩種情形展開了對比分析。同時運用DEA-SBM模型對各地區(qū)的環(huán)境效率進(jìn)行測評,并基于高能耗產(chǎn)業(yè)的集聚度和發(fā)展走勢對評價結(jié)果進(jìn)行分析。最后,對高能耗產(chǎn)業(yè)環(huán)境規(guī)制下各微觀主體之間的作用機(jī)制和企業(yè)的行為機(jī)制展開分析,指出當(dāng)前環(huán)境規(guī)制存在的問題,提出高能耗產(chǎn)業(yè)環(huán)境規(guī)制的政策建議。 本文的主要創(chuàng)新包括三個方面:一是研究視角,本文立足于高能耗產(chǎn)業(yè)展開研究,將其細(xì)分為12個產(chǎn)業(yè),從各個產(chǎn)業(yè)和區(qū)域的角度全面分析了高能耗產(chǎn)業(yè)的現(xiàn)狀和環(huán)境效率;二是研究方法,本文采用DEA-SBM模型,考慮多種投入產(chǎn)出指標(biāo),使測算更精確;三是政策建議,本文的政策建議是基于理論與現(xiàn)狀分析、微觀機(jī)制研究與模型測算綜合得出,建議主體緊密圍繞政府、企業(yè)、社會公眾三個層面,建議內(nèi)容從制度、經(jīng)濟(jì)、效率三個層面展開,并且緊密結(jié)合高能耗產(chǎn)業(yè)的發(fā)展要求。
[Abstract]:Today the world is facing a profound energy revolution, energy efficient development and environmental protection has become an important task for all countries. High energy consumption industry as the main industry of energy consumption and environmental pollution. The environmental effect is very important for our country to achieve the goal of energy saving and emission reduction. There are a lot of literatures on environmental regulation and environmental efficiency evaluation at present, but most scholars separate the two, based on the region. Research on environmental regulation or environmental efficiency analysis at the national level, the industry level or industry level of regional analysis of the literature is not much. This paper is from the actual situation of high-energy consumption industries in China. Based on the coordinated development goal of energy, economy and environment, the environmental efficiency and regulation of high energy consumption industry are studied. This paper first introduces the current situation of research on environmental efficiency and regulation at home and abroad, and defines the related concepts. For the full text of the analysis laid a theoretical foundation. Secondly, the current situation of environmental regulation and energy consumption and pollution emissions of high-energy industry data analysis, for the full text to provide a basis for the status quo. Again. In the empirical analysis, based on the DEA-SBM model, this paper selects one expected output, four non-expected outputs and four input indicators to evaluate the environmental efficiency of China's high-energy consumption industry from 2001 to 2010. This paper makes a comparative analysis on whether to consider the non-expected output or not, and uses DEA-SBM model to evaluate the environmental efficiency of each region. And based on the concentration of high-energy industry and the development trend of the evaluation results are analyzed. Finally, under the environmental regulation of high-energy industry, the mechanism of action among the micro-entities and the behavior mechanism of enterprises are analyzed. This paper points out the existing problems of environmental regulation and puts forward some policy suggestions on environmental regulation of high energy consumption industries. The main innovation of this paper includes three aspects: first, the research perspective, this paper based on the high-energy industry to carry out the research, it is divided into 12 industries. The present situation and environmental efficiency of high energy consumption industry are analyzed from the angle of each industry and region. The second is the research method. This paper adopts DEA-SBM model and considers a variety of input-output indexes to make the calculation more accurate. Third, the policy recommendations are based on the theory and current situation analysis, micro mechanism research and model calculation synthesis, the main recommendations are closely around the government, enterprises, social and public three levels. The content of the proposal is developed from three aspects of system, economy and efficiency, and closely combined with the development requirements of high energy consumption industry.
