【摘要】：縣域經(jīng)濟(jì)是國(guó)民經(jīng)濟(jì)的基本單元，是區(qū)域經(jīng)濟(jì)最基本、最基層的環(huán)節(jié)，縣域經(jīng)濟(jì)的發(fā)展關(guān)系著整個(gè)國(guó)民經(jīng)濟(jì)的發(fā)展。基于各自的地理區(qū)位、氣候條件、資源稟賦、人文歷史、風(fēng)俗習(xí)慣等自然稟賦和社會(huì)稟賦的不同，使得縣域經(jīng)濟(jì)的發(fā)展極具地域差異性。重慶三峽庫(kù)區(qū)是一個(gè)因長(zhǎng)江三峽水庫(kù)的興建而形成的特殊區(qū)域，，它既是長(zhǎng)江上游經(jīng)濟(jì)地帶的重要組成部分，又是我國(guó)極為重要的敏感生態(tài)經(jīng)濟(jì)區(qū)，故而庫(kù)區(qū)的縣域經(jīng)濟(jì)發(fā)展面臨著經(jīng)濟(jì)發(fā)展和生態(tài)重建的雙重任務(wù)。因此，研究重慶三峽庫(kù)區(qū)縣域經(jīng)濟(jì)的差異化發(fā)展既是拓展區(qū)域經(jīng)濟(jì)學(xué)新思維的需要，又是提升縣域經(jīng)濟(jì)競(jìng)爭(zhēng)力，推動(dòng)工業(yè)化、城鎮(zhèn)化，解決“三農(nóng)”問(wèn)題，實(shí)現(xiàn)統(tǒng)籌發(fā)展的需要。 通過(guò)對(duì)影響重慶庫(kù)區(qū)縣域經(jīng)濟(jì)差異化發(fā)展的因素進(jìn)行分析發(fā)現(xiàn)，庫(kù)區(qū)豐富的自然-人文資源、良好的經(jīng)濟(jì)社會(huì)發(fā)展基礎(chǔ)以及國(guó)家宏觀環(huán)境和外部的支持是庫(kù)區(qū)差異化發(fā)展的推動(dòng)因素，而庫(kù)區(qū)生態(tài)、產(chǎn)業(yè)結(jié)構(gòu)、市場(chǎng)體系和經(jīng)濟(jì)發(fā)展水平則是其發(fā)展的制約因素；再運(yùn)用因子分析法對(duì)庫(kù)區(qū)縣域經(jīng)濟(jì)差異化發(fā)展水平進(jìn)行評(píng)價(jià)，結(jié)果表明重慶三峽庫(kù)區(qū)各縣域工農(nóng)業(yè)的發(fā)展極不平衡，發(fā)展具有極大的差異性，尤其是處于重慶三峽庫(kù)區(qū)兩翼的各區(qū)縣，由于受三峽工程建設(shè)影響較大，地域差異較明顯，整體處于較落后的狀態(tài)。綜合規(guī)范分析和實(shí)證分析思考庫(kù)區(qū)差異化發(fā)展的決定性因子、支撐性因子和潛力性因子，并進(jìn)一步從產(chǎn)業(yè)發(fā)展及縣域城鎮(zhèn)功能完善方面提出了縣域經(jīng)濟(jì)差異化發(fā)展的對(duì)策建議。 本文的創(chuàng)新點(diǎn)在于，基于三峽庫(kù)區(qū)縣域經(jīng)濟(jì)客觀發(fā)展上的差異化，從縣域經(jīng)濟(jì)的“主體”地位出發(fā)來(lái)選擇縣域經(jīng)濟(jì)差異化發(fā)展的措施；同時(shí)，在分析縣域經(jīng)濟(jì)主體差異化發(fā)展水平時(shí)，采用因子分析科學(xué)地評(píng)價(jià)了庫(kù)區(qū)縣域的經(jīng)濟(jì)發(fā)展水平，進(jìn)而在庫(kù)區(qū)差異化的對(duì)策建議提出上更有針對(duì)性。但是，在選擇度量的數(shù)理模型和評(píng)價(jià)體系的建立問(wèn)題上需要進(jìn)一步的突破。
[Abstract]:County economy is the basic unit of national economy and the most basic and basic link of regional economy. The development of county economy is related to the development of the whole national economy. The differences between natural and social endowments, such as natural endowment, humanistic history, customs and habits. The three Gorges Reservoir area of Chongqing is a special area formed by the construction of the three Gorges Reservoir of the Yangtze River, which is an important part of the economic zone in the upper reaches of the Yangtze River. It is also an extremely important sensitive ecological economic zone in China, so the county economic development in the reservoir area is faced with the dual tasks of economic development and ecological reconstruction. To study the differential development of county economy in the three Gorges Reservoir area of Chongqing is not only the need to expand the new thinking of regional economics, but also to promote the competitiveness of county economy, to promote industrialization and urbanization, and to solve the problem of "agriculture, rural areas and farmers". The need to realize overall development. Based on the analysis of the factors that affect the development of county economy in Chongqing reservoir area, it is found that there are abundant natural and human resources in the reservoir area. Good economic and social development foundation as well as the national macro environment and external support are the driving factors of the differential development of the reservoir area, while the ecological and industrial structure of the reservoir area. The market system and the level of economic development are the restrictive factors of its development. Then using the factor analysis method to evaluate the level of the county economic differentiation in the reservoir area, the results show that the development of the industrial and agricultural areas of the three Gorges Reservoir area of Chongqing is extremely unbalanced, and the development has great differences. Especially in Chongqing three Gorges Reservoir area of the two wings of the counties, due to the three Gorges Project construction, the regional differences are obvious. The whole is in a backward state. Comprehensive normative analysis and empirical analysis consider the decisive factors, supporting factors and potential factors of the development of the reservoir area differentiation. The countermeasures and suggestions are put forward from the aspects of industrial development and the function improvement of county economy. The innovation of this paper is that, based on the differentiation of the county economy in the three Gorges Reservoir area, the measures for the development of the county economy are chosen from the position of the "subject" of the county economy. At the same time, when analyzing the development level of the county economic main body, this paper uses factor analysis to scientifically evaluate the level of the county economy development in the reservoir area, and then puts forward more targeted countermeasures and suggestions on the differentiation of the reservoir area. Further breakthroughs are needed in the establishment of mathematical models and evaluation systems for selecting metrics.
