【摘要】：隨著中國改革開放的不斷推進和全球化程度的不斷加深,外商直接投資也以空前的速度和規(guī)模進入我國。自上個世紀90年代以來,我國利用外資的主要方式就已經(jīng)逐漸變?yōu)橥馍讨苯油顿Y(FDI),外商直接投資對于我國經(jīng)濟的發(fā)展起著舉足輕重的作用,許多國內(nèi)外研究者對外商直接投資也非常關(guān)注。吸收外資一方面可以有效的彌補國內(nèi)資金不足的現(xiàn)狀,另一方面還可以促進國內(nèi)技術(shù)的提高、提高管理水平、優(yōu)化產(chǎn)業(yè)機構(gòu),促進我國對外貿(mào)易的發(fā)展,全面提升我國的國際競爭力,極大的推動我國經(jīng)濟的全面發(fā)展。2010年,我國實際利用外資額首次突破千億,達到1057.4億美元,接受外商直接投資躍居全球第二2011年我國實際使用外資額高達1160.1億美元,與2010年相比,增長了9.7%,再創(chuàng)歷史新高。然而流入我國的外商直接投資(FDI)在地域分布上表現(xiàn)出極大的不平衡,外商直接投資主要集中在我國中、東部地區(qū),西部地區(qū)利用外資額所占比重較小。由于我國利用外資額在區(qū)域上表現(xiàn)出“東高西低”的特征,使得我國東、中、西部的發(fā)展差距也越來越大。西部地區(qū)要想加快發(fā)展,就需要大量的引進外資,彌補建設(shè)資金的不足,因此,如何將外資引入西部并且提高利用外資的質(zhì)量,就成為了國家和政府急需關(guān)注的戰(zhàn)略問題。 本文采取了理論與實證研究相結(jié)合的方法,對國內(nèi)外相關(guān)理論的研究成果進行了回顧與學(xué)習(xí),然后又對西部地區(qū)利用外資的歷程和現(xiàn)狀進行了深入的分析,研究其利用外資存在的問題及原因,而后又利用SWOT模型全面分析了西部地區(qū)利用外資的優(yōu)勢、劣勢、機遇及威脅；最后,提出了改善西部地區(qū)利用外資現(xiàn)狀、提高西部地區(qū)利用外資質(zhì)量的對策建議。本文共分為六章進行論述： 第一章緒論,闡述了本文研究的背景、寫作目的以及研究意義,國內(nèi)外研究動態(tài)以及本文的研究內(nèi)容、創(chuàng)新點以及不足。 第二章對利用外資等相關(guān)概念進行了界定,在此基礎(chǔ)之上,分析了外資與經(jīng)濟增長相關(guān)理論,為本文研究西部地區(qū)利用外資構(gòu)建了理論框架。 第三章回顧了西部地區(qū)利用外商直接投資的歷程,然后對西部地區(qū)利用外資的現(xiàn)狀進行了分析,尋找西部地區(qū)利用外資存在的問題。 第四章運用SWOT分析方法對西部地區(qū)引資面臨的內(nèi)外部環(huán)境做了客觀的分析,分析其利用外資的優(yōu)勢(S)、劣勢(W)、機遇(O)以及挑戰(zhàn)(T),通過此方法能夠全面的了解影響西部地區(qū)的利用外資的因素,這就為西部地區(qū)制定有效的引資對策提供了戰(zhàn)略參考。 第五章針對西部地區(qū)利用外資方面存在的具體問題,并結(jié)合當(dāng)前西部地區(qū)引資面臨的宏觀經(jīng)濟環(huán)境,提出優(yōu)化西部地區(qū)利用外資的政策建議,以促進西部地區(qū)經(jīng)濟快速、健康的發(fā)展。 第六章結(jié)語,具體對前幾章的內(nèi)容作了總結(jié)。
[Abstract]:With the continuous promotion of China's reform and opening up and the deepening of globalization, foreign direct investment (FDI) has entered China at an unprecedented speed and scale since -10s. The main way of utilizing foreign capital in China has gradually become foreign direct investment (FDI), which plays an important role in the economic development of our country. Many researchers at home and abroad are also very concerned about foreign direct investment. On the one hand, absorbing foreign capital can effectively make up for the current situation of insufficient domestic capital, on the other hand, it can promote the improvement of domestic technology and improve the management level. In 2010, China's actual utilization of foreign capital exceeded 100 billion yuan for the first time, by optimizing industrial institutions, promoting the development of China's foreign trade, promoting China's international competitiveness in an all-round way, and greatly promoting the overall development of China's economy. In 2011, the actual amount of foreign investment used in China reached one hundred and sixteen billion nine million nine hundred and ninety-nine thousand and nine hundred and ninety-nine US dollars, an increase of 9.7% compared with 2010. However, the foreign direct investment (FDI) inflow into our country shows a great imbalance in the geographical distribution. The foreign direct investment (FDI) is mainly concentrated in the middle of China, the eastern region. The proportion of foreign capital utilization in the western region is small. Because of the characteristics of "east high and west low" in the region, the amount of foreign capital utilized in our country has the characteristics of "east high and west low", which makes our country east and middle. In order to speed up the development of the western region, it is necessary to introduce a large number of foreign capital to make up for the lack of construction funds. Therefore, how to introduce foreign capital into the western region and improve the quality of foreign capital utilization. It has become a strategic issue that the state and government urgently need to pay attention to. This paper adopts the method of combining theoretical and empirical research, reviews and studies the research results of relevant theories at home and abroad, and then makes an in-depth analysis of the course and current situation of utilizing foreign capital in the western region. This paper studies the problems and causes of the utilization of foreign capital, and then analyzes the advantages, disadvantages, opportunities and threats of utilizing foreign capital in the western region by using SWOT model. Finally, the paper puts forward the countermeasures and suggestions to improve the current situation of foreign capital utilization in the western region and improve the quality of foreign capital utilization in the western region. This article is divided into six chapters. The first chapter introduces the background, writing purpose and significance of this study, the domestic and foreign research trends and the contents, innovations and shortcomings of this paper. The second chapter defines the related concepts such as the utilization of foreign capital, on the basis of which, analyzes the related theories of foreign capital and economic growth, and constructs a theoretical framework for this paper to study the utilization of foreign capital in the western region. The third chapter reviews the process of using foreign direct investment in the western region, then analyzes the current situation of foreign capital utilization in the western region, and finds out the problems existing in the utilization of foreign capital in the western region. Chapter 4th uses the SWOT analysis method to make the objective analysis to the internal and external environment of the western region to attract foreign investment, analyzes the advantage and disadvantage of using foreign capital, the opportunity and the challenge. Through this method, we can fully understand the factors that affect the utilization of foreign capital in the western region, which provides a strategic reference for the formulation of effective countermeasures for attracting foreign investment in the western region. Chapter 5th, aiming at the specific problems in the utilization of foreign capital in the western region, and combining with the macroeconomic environment of attracting foreign investment in the western region, puts forward some policy suggestions on how to optimize the utilization of foreign capital in the western region. In order to promote the rapid and healthy economic development of the western region. The conclusion of chapter 6th summarizes the contents of the previous chapters.
