【摘要】:黨的十八大報告中要求中國特色社會主義事業(yè)總體布局從“四位一體”變?yōu)椤拔逦灰惑w”,即在經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)基礎(chǔ)上增加生態(tài)文明建設(shè)。明確提出著力推進綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展,形成節(jié)約資源和保護環(huán)境的空間格局、產(chǎn)業(yè)結(jié)構(gòu)、生產(chǎn)方式、生活方式,建設(shè)“美麗中國”。 在此背景下,蘇州工業(yè)園區(qū)積極踐行低碳綠色發(fā)展理念,在低碳建筑、低碳交通、低碳產(chǎn)業(yè)、低碳政策導(dǎo)向、低碳生活締造及低碳理念培育等領(lǐng)域創(chuàng)新引領(lǐng)、加大投入,并取得了一定成效。 本文以蘇州工業(yè)園為研究樣本,在國內(nèi)外文獻調(diào)研的基礎(chǔ)上,,通過對園區(qū)2005-2010年的碳排放歷史數(shù)據(jù)核查,以及2011-2020年的碳排放情景預(yù)測分析,解析蘇州工業(yè)園(SIP)碳排放的路徑和過程,應(yīng)用基于生產(chǎn)和基于消費相結(jié)合的方法建立蘇州工業(yè)園的碳排放清單,通過進一步研究各項技術(shù)、各個產(chǎn)業(yè)和子行業(yè)的減排潛力和投入成本,進行費效分析;并在情景分析的基礎(chǔ)上最終制定蘇州工業(yè)園低碳發(fā)展路線圖。 本項研究將為蘇州工業(yè)園“十二五”期間及更長時間尺度上應(yīng)對氣候變化、發(fā)展低碳經(jīng)濟提供基礎(chǔ)數(shù)據(jù)和科學(xué)路徑。蘇州工業(yè)園通過調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、開展節(jié)能減排試點示范建設(shè)、推進社會生活層面節(jié)能等措施實現(xiàn)了碳排放強度下降9%的績效。這些都是蘇州工業(yè)園區(qū)在全國工業(yè)園區(qū)能夠率先發(fā)展低碳經(jīng)濟的行動要領(lǐng),也是值得其他同類園區(qū)學(xué)習(xí)和借鑒之處。為國內(nèi)同類工業(yè)園區(qū)未來的低碳發(fā)展之路提供行動范本和研究方法學(xué)體系。在此基礎(chǔ)上,其研究結(jié)果將會為地方政府的低碳發(fā)展、節(jié)能工作的政策制定和行動導(dǎo)向提供理論及數(shù)據(jù)基礎(chǔ)。
[Abstract]:In the report of the 18 National Congress of the CPC, the overall layout of the cause of socialism with Chinese characteristics is required to change from "four in one" to "five in one", that is, in economic construction, political construction, and cultural construction. Clearly put forward to promote green development, circular development, low-carbon development, the formation of conservation of resources and environmental protection of the spatial pattern, industrial structure, production mode. Life style, build "beautiful China". In this context, Suzhou Industrial Park actively practices the concept of low-carbon green development, in low-carbon construction, low-carbon transport, low-carbon industry, low-carbon policy direction, low-carbon life creation and low-carbon concept cultivation and other areas of innovation and leadership. Increased investment, and achieved certain results. In this paper, Suzhou Industrial Park as a research sample, on the basis of domestic and foreign literature research, through the park 2005-2010 carbon emissions of historical data verification. As well as the 2011-2020 carbon emission scenario forecast analysis, analyzes the Suzhou Industrial Park Sipi) carbon emissions path and process. The carbon emission inventory of Suzhou Industrial Park is established based on the combination of production and consumption, and the cost-effect analysis is carried out through further research on various technologies, emission reduction potential and input cost of various industries and sub-industries. On the basis of scenario analysis, the road map of low-carbon development of Suzhou Industrial Park was formulated. This study will provide the basic data and scientific path for Suzhou Industrial Park to deal with climate change and develop low-carbon economy during the 12th Five-Year Plan period and longer time scale. Suzhou Industrial Park will adjust its industrial structure. Pilot demonstration construction of energy conservation and emission reduction will be carried out. Measures such as promoting energy conservation in social life have achieved the performance of reducing carbon emission intensity by 9%. These are the key points for Suzhou Industrial Park to take the lead in developing low-carbon economy in the national industrial park. It is also worthy of other similar parks to learn and learn from. For domestic similar industrial parks in the future low-carbon development of the road to provide action model and research methodology system. On this basis. The research results will provide a theoretical and data basis for the low-carbon development of local governments, energy conservation policy formulation and action oriented.
