【摘要】：本文結(jié)合我國(guó)基本經(jīng)濟(jì)制度,構(gòu)建了涵蓋政府、國(guó)有企業(yè)、民營(yíng)企業(yè)三方參與的多階段動(dòng)態(tài)博弈模型。均衡分析與數(shù)值模擬表明,博弈的"策略外部性"使得多種所有制經(jīng)濟(jì)競(jìng)爭(zhēng)制度與民營(yíng)經(jīng)濟(jì)競(jìng)爭(zhēng)制度、國(guó)有企業(yè)獨(dú)家壟斷經(jīng)營(yíng)制度呈現(xiàn)明顯的區(qū)別,策略外部性從根本上扭曲了市場(chǎng)的資源配置方式,經(jīng)典國(guó)有企業(yè)最大化社會(huì)福利這一"事前"策略將與"事后"的全局最優(yōu)結(jié)果發(fā)生偏離;政府最優(yōu)規(guī)制機(jī)制既不等價(jià)于要求國(guó)有企業(yè)最大化社會(huì)總剩余,也不等價(jià)于要求國(guó)有企業(yè)完全模仿民營(yíng)企業(yè),而是要結(jié)合企業(yè)效率、國(guó)有企業(yè)的剩余損失和內(nèi)部化策略外部性帶來(lái)的收益之間的權(quán)衡等因素進(jìn)行設(shè)計(jì),同時(shí)明確規(guī)制機(jī)制的內(nèi)容并承諾其穩(wěn)定性,對(duì)規(guī)制自身的有效性及市場(chǎng)平穩(wěn)發(fā)展至關(guān)重要。本文為我國(guó)未來(lái)規(guī)制制度設(shè)計(jì)、壟斷行業(yè)市場(chǎng)化改革、競(jìng)爭(zhēng)政策倡導(dǎo)等提供了一定的理論依據(jù)。
[Abstract]:The combination of China's basic economic system, constructed the government, state-owned enterprises, multi stage dynamic game model of private enterprises three party. Equilibrium analysis and numerical simulation shows that, the game strategy of "externalities" makes the multi ownership economy competition system and private system of economic competition, state-owned enterprises exclusive monopoly system obviously the difference, strategy externality distorts the market allocation of resources fundamentally, classic state-owned enterprises to maximize social welfare of this "advance" and "global optimal strategy after" results deviate; government regulation optimal mechanism is not equivalent to the requirements of state-owned enterprises to maximize the total social surplus, is not equivalent to the requirements of state the enterprise completely imitate the private enterprise, but should combine the enterprise efficiency, balance and other factors between the state-owned enterprises and the internal residual loss of income into the external strategy It is very important for the design of a bank to clarify the contents of the regulatory mechanism and commit to its stability at the same time, which is very important for regulating the effectiveness of its regulation and the steady development of the market. This paper provides a theoretical basis for the future regulation system design, the market reform of monopoly industry and the competition policy advocacy.
